Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Bull, Banker, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of July 3, 1962 read and approved as read. Bids on Resurfacing - Job 424. Brown & Brown, Inc. $50,937.00 C. M. Box 549 Emporia, Kansas $55,450.00 Engineers Estimate $53,588.00 On motion of Commissioner Spangler, seconded by Commissioner Bull the bid was awarded to Brown & Brown, Inc., as low bidder in the amount of $50,937.00. Rexroad & Son $25,260.00 Brown & Brown, Inc. $26,760.00 Engineers Estimate $26,400.00 On motion of Commissioner Spangler, seconded by Commissioner the bid was awarded to L. W. Rexroad & Son as low bidder in the amount of $25,260.00. Carried. Thirty day Notice up on rezoning of a parcel of land described as follows: Commencing at a point where the west right-of-way line of U. S. 81 intersects with the south right-of-way line of White Avenue extended, thence south along the west right-of-way line of U. S. 81 to the south right-of-way line of Armory Road, thence due west along the south right- of-way line of Armory Road for a distance of 165 feet, thence due south to a point 200 feet north of the north right-of-way line of Beverly Drive and 165 feet west of the point where the west right-of-way line of U. S. 81 intersects the north right-of-way line of Beverly Drive, thence due west 185 feet along a line parallel to and 200 feet north of the north right-of-way line of Beverly Drive, thence north along a line parallel to and 350 feet west of the west right-of-way line of U. S. 81 to a point where said line intersects with the south right- of-way line of White Avenue, thence east to the point of beginning, be rezoned from District "A" to District "D". • No protests. On motion of Commissioner Spangler, seconded by Commissioner Tucker the Zoning Ordinance was introduced for first reading. Ordinance passed: Number 2612 -Petition for the concrete paving of the 100 Block of North Connecticut. Approved for Resolution. Carried. Motion by Commissioner Bull, seconded by Commissioner Spangler. 2616 -Petition for the vacation of easement in Block 5, Belmont Addition. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was approved. Carried. An ordinance was introduced for second reading entitled: "An ordinance levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: The Off -Street Parking Project consisting of the construction of Seven Off -Street Parking Lots, including the purchase of property, removal of buildings, filling and leveling of the sites, construction of curb, paving, drainage and arcades." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6640. Ordinance was introduced for first reading July 3, 1962. 0 • An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof. On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6641. Ordinance was introduced for first reading July 3, 1962. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas. Wallerius Addition. On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was introduced for first reading. On motion of Commissioner Spangler, seconded by Commissioner Bull the contract was awarded to Wilson Engineering Firm, subject to final approval. Carried. City Engineer filed final estimate on Job 415 - streets,- Wilmoth Construction Company in the amount of $11,536.95. On motion of Commissioner Banker, seconded by Commissioner Spangler the estimate was approved. Carried. City Engineer filed estimate number 3 - sewage treatment plant - Wea Construction Company in the amount of $61,780.08. On motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was approved. Carried. Petition 2619 was filed for the concrete curb, guttering & pavement on Poplar Street from Ohio Street to Riverside Drive. On motion of Commissioner Spangler, seconded by Commissioner Bull the petition was referred to the City Manager for checking. Carried. Petition 2620 was filed for water main to serve lots 1, 2, 3, 4, 5, 6, Block 2 Riverview Addition. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was referred to the City Manager for checking. Carried. Petition 2621 was filed for sanitary sewer to serve lots, 1, 2, 3, 4, 5, Block 2 Riverview Addition. • On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Manager for checking. Carried. Petition 2624 was filed for the completion of sidewalk in the south 800 block of south 10th Street. On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Petition 2623 was filed for the rezoning of the west 50 feet of the east 156 feet of Lot 3 Plat A Lamers 2nd Sub -division from "A" Second Dwelling House District to "B" two-family dwelling house district. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was referred to the City Planning Commission. Carried. Petition 2622 was filed for the rezoning of: Commencing at the SW corner of the intersection of 9th & Cloud St. thence south along the west line of 9th Street 770 feet, thence west 540 feet, thence north 770 feet to the south line of Cloud Street, thence east 540 feet along the south property line of Cloud to the point of beginning from "A" to "D". On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Petition 2623 was filed for the rezoning of the west 50 feet of the east 156 feet of Lot 3 Plat A Lamers 2nd Sub -division from "A" Second Dwelling House District to "B" two-family dwelling house district. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was referred to the City Planning Commission. Carried. C Conveyance of easement for the East Ten (10) feet of the West Eighteen (18) feet of Lot Three (3) in Pershing Heights Addition to the City of Salina, Saline County, Kansas, — was filed by Mr. Celestine A. Spies & Agnes M. Spies. On motion of Commissioner Bull, seconded by Commissioner Tucker to accept & approve the conveyance of easement. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was read and adoption by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1127.
