Meet- ing was called to o der by Mayor Bull, the roll was called and Commissioners Bull, Banker, Exline, Spangler and Tucker and Acting City Attorney Raymond Haggart responded. City Attorney Bengtson absent. The minutes of the Regular Meeting and Zoning Board Meeting of February 20th, 1962 read and approved. Bids received on Community Fallout Shelter. Motion by Exlirig,seconded by Spangler award to J. S. Frank Construction Com- pany, low bidder. Carried. Bids received on Sewer Trunk Lines as follows: N1id-States Construction Co., Wichita, Kansas $612,141.00 • °660,449.00 Rhoades Construction Co., Newton, Kansas $5463411.50 $602,730.50 Engineer's Estimate $506,602.00 $548,172.00 Motion by Spangler, seconded by Tucker: Bids over Engineer's Estimate. Reject all bids and Engineer's set new date and file Revised Plans, March 6th, 1962. Carried. City Manager reported on Truck Bids received February 20th, 1962. Motion by Exline, seconded by Spangler award to Sid Bacon Motor Company as low- est bid within specifications. Carried. An ordinance was introduced for second reading entitled: "An ordinance defin- ing the duties of the City Attorney and providing what duties shall be construed as normal duties insofar as regular salary is concerned, amending Section 2-303a of the Code of the City of Salina, Kansas, 1960 and repealing the original Section.", Motion by Spangler, seconded by Exline, ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6603. Ordinance introduced February 20, 1962. An ordinance was introduced for second reading entitled: "An ordinance regard- ing all service pipes and connections in said City, providing for the type of connec- tion, minimum size of water service and method installation, amending Section 8-715 of the Code of the City of Salina, Kansas, 1960 and repealing the said original section. • Motion by Tucker seconded by Spangler ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6604. " Motion by Spangler, seconded by Exline resolution adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2594. City Manager reported on petition regarding W. C. Lamer, City Dog Catcher. Stated, no evidence that he should dismiss Lamer. City Manager reported on the following petitions: 2570 For vacation of existing ten -foot alley and approach along the south ten feet of Lot 13, Block 72 Pacific Addition; also vacation of public alley between Lots 11,12213,14, Block 7, Pacific Addition. Motion by Spangler, seconded by Banker approve. Carried. 2571 Opening of alley ten feet wide with 28 feet entrance from existing alley thence West of North Seventh Street near the North line of Lot 9, Block 7, Addition. Motion by Spangler, second by Banker approve. Carried. 2572 For vacation of Utility Easement inBlock 2, Key Acres Addition, from Lot 82 through 1 and Lot 11 through 18; and permission to cap sewer line not needed. Motion bySexline, seconded by Tucker approve. Carried. Motion by Tucker, seconded by Exline, authorize City Manager to sign request for Federal Airport Aid. Carried. Contract with Wilson and Company, Engineers and Architects for certain improve- _ ments to Salina Municipal Airport. Motion by Exline, seconded by Banker approve. Carried. Contract with Boyer -Sweeney and Hagadorn,Engineers, for 500,000 gallon Elevated Water Storage Tank. Motion by Exline, seconded byTucker approve. Carried. Application for permit from B.R. Becker to construct recessed parking at 1208 South Santa Fe Avenue. Motion by Spangler, seconded by Banker approve. Carried. Concrete Construction Bond from Vernon L. Weis. Motion by Tucker, seconded by Spangler zpprove. Carried. Concrete Construction Bond from Earl A. Bush. Motion by Tucker seconded bySpangler approve. Carried. Contract with Wilson Engineering Company for improvements at Water Treatment Plant. Motion by Spangler, seconded byTucker approve. Carried. Petition for curb sidewalk on all sides of Block 2, Johnson's Addition to the City of Salina, Kansas. Motion by Exline, seconded by Spangler refer to City Manager.
