COMMISSIONERS' ROOM

FEBRUARY 20, 1962
Regular. Meeting of the Board of Commissioners February 20, 1962. Meeting was
called to order by Mayor Bull, the roll was called and Commissioners Bu112 Banker, Ex -
line, Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of February 13, 1962 were read and approved
as read.
Bids received on three trucks for Salina Street Department.
Motion by Banker, seconded by Spangler referred to City Manager for checking and
report at next meeting. Carried.
Resolution introduced and passed entitled: "A Resolution determining the advisa-
bility of certain street, sidewalks, sewer, water mains and hydrant improvements, esti-
mating the cost thereof, defining the boundaries of the improvement district, method of
assessment and apportioning the cost between the improvement district and the City at
• large."
Motion by Spangler seconded by Exline resolution adopted as read by the follow-
ing vote.; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor
approved the resolution and it is Numbered 2591.
Letter from State Highway Department regarding Stop Signs on Cloud and Broadway.
Motion by Spangler, seconded by Exline, authorize CityManager to contact them
regarding some type of regulation at Smith Avenue. Carried.
Petition for rezoning of Lots 1.2.3.4 of Block 7, Replant of Lots 1 to 15 of
Garden Home Addition from Zone "C" to Zone "D".
Motion by Exlire, seconded by Tucker refer to City Panning Commission. Carried.
Petition for rezoning to Zone "D" Lots 1,2,3,1.4 in the Village of Loreto, of
Saline County, Kansas; and Lots 5 and 6 in the Village of Loreto to "B".
Motion by Spangler, seconded by Exline, refer to City Planning Commission.
Petition for vacation of existing 10 -foot alley and approach along the south 10
feet of Lot 13, Block 7, Pacific Addition; also vacating of public alley between Lots
11,12,13 and 14, Block 7, Pacific Addition.
Motion by Tucker seconded by Exline refer to City Manager. Carried.
Petition for opening of alley 10 feet wide with 28 foot entrance from existing
alley thence west to North Seventh Street, near the North line of Lot 9, Block 7, Pacifi
Addition.
Motion by Tucker, seconded by Exline refer to City Manager. Carried.
Petition for vacation of Utility Easement in Block 2, KeyAcres Addition from Lot8
• through Lot 1, and Lot 11, through Lot 18, and permission to cap sewer line not needed.
Motion by Exline, seconded by Tucker refer to City Manager. Carried.
Petitionfbr installation of sewers, water mains and services; concrete pavement
with rollback curb; Delaware Drive; Indian Rock Lane to Stratford Drive; Arlington
Drive; Stratford Drive and Indiana from Greeley to Arlington Drive.

Concrete Construction Bond from Lee Haworth Construction Company, Inc.
Motion by Spangler seconded by Banker approve. Carried.
Mayor appointed Warren Garrett; Uhl Wheatley and Gilbert Wenger to serve as
appraisers for the re -appraisal of Upper Mill Heights Sewer District.
Motion by Exline, seconded by Tucker approve. Carried.
Petition regarding Walter Lamer,Dog Catcher and Tom Lamer,Assistant Dog Catcher
of Salina, Kansas.
Motion by Exline seconded by Spangler refer to City Manager.
Motion by Exline, seconded by Spangler, ordinance introduced for first reading
defining the duties of the City Attorney and providing what duties shall be construed
as normal duties insofar as regular salary is concerned, amending Section 2-303a of the
Code of the City o` Salina, Kansas, 1960 and repealing the original section /section.

• regarding all service pipes and connections in said City, providing for the type of
connection, minimum size of water service and method of installation, amending Sec-
tion 8-715 of the Code of the City of Salina, Kansas, 1960, and repealing the said
original section.

Motion by Spangler, seconded by Tucker CharterOrdinanee Number 1, introduced
for first reading, "A Charter Ordinance exempting the City of Salina., Kansas, from
Section 12-1008 of the 1961 Supplement of the General Statutes, 1949, and providing
substitute and additional provisions on the same subject, providing for the salaries
of the City Commissioners of the City of Salina, Kansas.

appropriation for the payment of certain claims."
Motion by Exline, seconded by Tucker ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

and it is Numbered A-1108.
An ordinance was introduced and passed entitled: "An ordinance making an appro-
priation for the payment of certain claims."

Meeting of Board of Zoning Appeals February 20, 1962. Meeting was called to
order by Mayor Bull, the roll was called and Commissioners Bull, Banker., Exline, Spangler
and Tucker and City Attorney Bengtson responded.
Hearing was held on Notice of Appeal to the Board of Zoning Appeals, filed by
Kansas Wesleyan University ,fbr non-compliance with sideyard requirements for an ad-
dition to the Womens Dormitory, fronting on 129 West Claflin Avenue, Campus of Kansas
Wesleyan University, Salina, Kansas, Saline County, Kansan.
No protests.
Resolution introduced and passed entitled: "A Resolution relating to the
authorizing of non-compliance with the Side YardRequirements of Ordinance Number 5549
for an addition tothe Womens Dormitory, fronting on 129West Claflin Avenue, Campus
of Kansas: Wesleyan University in the City of Salim ,Saline County, Kansas.".
