Regular Meeting of the Board of Commissioners January 16th, 1962. Meeting
was called to order by Mayor Bull, the roll was called and Commissioners Bull, B a.nker,
Exline, Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of January 9th, 1962 were read and approved
as read.
An ordinance was introduced for secondreading entitled: "An ordinance designat-
ing and establishing certain parts of Highland Avenue and Eighth Street as a main Traf-
ficway."
Motion by Commissioner Spangler, seconded by Banker ordinance was read and
adopted by secti:)ns and on its final adoption the roll was called and the following vote
wa s had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 6596. (Ordinance introduced January
9th, 1962).
• Resolution introduced and passed entitled: "A Resolution establirshing a Joint
City -County Civil Defense organization between the City of Salina, Kansas, and the County
of Saline, Kansas; establishing a Salina -Saline County Civil Defense Council, pro-
viding for the manner of appointment thereof and defining the powers and duties of said
Council; creating the position of Director of Civil Defense and defining the duties there
of; creating the division of service and the various sub -divisions thereunder; provid-
ing for�he Civil Defense Council Budget and expenditures ; and repealing the provisions
of Resolution Number 1201."
Motion by Tucker seconded by Exline resolution adopted as read by the following
vote,; Ayes: Bull, B anker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 2585.
Report on Natural Gas for Mobile Homes.
Motion by Spangler, seconded by Exline refer to City Attorney for ordinance.
Carried.
Letter from City Planning Commission recommending that Petition Number 2552 filed
by Roy M. Faith forthe extension of the City limits to include Blocks 2 and 6 in Faith
Addition to the City of Salina, Kansas, be granted.
Motion by Exline, seconded by Spangler approve for ordinance. Carried.
Resolution introduced and passed entitled: "A Resolution directing and ordering
a Public Hearing on the advisability of street, sidewalk, sewer and water mains and hy-
drant improvements in certain districts and giving notice of such hearing."
Motion by Spangler, seconded by Tucker resolution adopted asread by the follow-
ing vote: Ayes: Bull, Banker, Fa line, Spangler and Tucker (5) Nays: (0) Mayor
approved the resolution and it is Numbered 2586.

Petition for rezoning the East 60 feet of Lot 4 in Neely's Addition to the City
of Salina, and the North 100 feet of Lot 3; and the North 100 feet of the West 43 feet
of Lot 4, Neely's Addition to the City of Salina; and the West 90 feet of Part of Lot 7
Surveyor's Plat "C" to the City of Salina, Kansas, from "C" to "D".
Motion by Exline, seconded by Spangler refer to City Planning Commission.

Block 3 and all of Block 4. Riker -Manor Addition.
Motion by Exline, seconded by Spangler refer to City Planning Commission.
Petitionfbr closing of Crestwood Road between Greeley Avenue and Northwood
Lane in Riker -Manor Addition.

Motion by Exline, seconded by Spangler refer to City Planning Commission.
Petition protesting the rezoning of the East 222 feet of the unplatted land
in Block 2, of Southern View Addition to the City of Salina, Kansas from Zone "A?' to
Zone "DW, or from ay rezoning from the present "A" Zoning Classification.
Motion by Exline, seconded by Spangler refer to City P anning Commission.
Salary increases proposed by City Manager.
Motion by Tucker, seconded by Exline approve. Carried.
Motion by Exline, seconded by Spangler, authorize City Manager to get plans on
Building at Street Department for use of Utilities Department and others. Carried .
Mayor appointed Stanley Nelson in place of Robert J. Newman; and re -appointed

Robert A. Hansmann members of Salina Public Library Board for a term of four years
from February lst, 1962.
Motion by Exling,seconded by Spangler approve. Carried.
