Meeting was called to order by Mayor Bull, the ro31 was called and Commissioners Bull, Banker, Exline, Spangler and Tucker and Acting City Attorney Raymond Haggart responded. City Attorney Bengtson absent. The minutes of the Regular Meeting of October 31, 1961 wereread and approved as read. Letter from City Planning Commission approving the Replat of Block 7, Talley Addition, City of Salina, Kansas. Motion by Tricker seconded by Exline accept. Carried. Letter from City Planning Commission recommending that Petition Number 2530 filed by Claude A. Melvin for the rezoning of Lot 17, Block 1, College View Addition from Zone "A" to Zone "B" be granted. Motion by Spangler, seconded by Banker approve and City Clerk publish notice. Carried. Letter from City Planning Commission recommending that Petition Number 2545 filed by C.B.Dodge for the rezoning of Lot 30, Russel; Avenue, in the Grounds of the Kansas Wesleyan University from Zone "A" to Zone "B" be granted. Motion by Exline, seconded by Tucker approve and City Clerk publish notice. Carried. Letter from City Planning Commission recommending that Petition Number 2535 filed by B.R.Becker for the rezoning of Lots 25 and 27 on South Santa Fe Avenue, Grounds of Kansas Wesleyan University from Zone "B" to Zone "E" be denied. Motion by Exline seconded by Spangler refer back to City Planning Commission for "D" consideration. Carried. City Manager reported on petition for sidewalk on south side of Cloud Street from. Ninth Street to Hageman School. Checked and 34 property owners signed petition. Motion by Spangler, seconded by Exline approve for Resolution. Carried. No persons appeared to protest the rezoning of Lots 3,4,12,13,14 Block 4, South- ern Heights Addition to Zone "D"; and South 75 feet of Lots 2,4,6, Kirwin Avenue in Grounds of Kansas Wesleyan University, Salina, Kansas to"Zone "C". Motion by Spangler, seconded by Exline Zoning Ordinance introduced for first reading. _ Ordinance passed: vi L'� mac` $ Number c� Ordinance introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the L.W.Rexroad and Son Construction Company for the construction of ce tain sidewalks in the City of Salina, Kansas, heretofore designated as Engineer Job 418, and providing for the issuance of Temporary Notes to pay the cost thereof pending the issuance and sale of bonds." • Motion of Exlire , seconded by Tucker ordinance was read and adopted by sections and on its final adotpion the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6580 . Ordinance introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of constructing certain sidewalks in the parking abutting certain property in the City of Salina, Kansas." Motion by Spangler, seconded by Exline ordinance was read and adopted by section and on its final adoption the roll was called and the following vote was had; Ayes: Bull Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6581. Frank Norton appeared for Bar Association regarding changes in City Court Room. Motion b� Exlire, seconded by Tucker refer to City Maaager for Plans and Estimate. Motion by Tucker, seconded by Exline refer to City Planning Commission. Carried. Application for Cereal Malt Beverage License received from Boyd Hatfield for 14.09 West Crawford Avenue. Motion by Spangler, seconded by Exline refer to City Attorney. Carried. Concrete Construction Bond received from Johnny Augustine. Motion by Spangler, seconded by Exline approve. Carried. Gas Fitters Bond from Montgomery Ward Company. Motion by Exlire , seconded by Tucker approve. Carried. Resolution introduced and passed to condemn property for Sewage Treatment Plant. Motion by Exlire, seconded by Tucker resolution approved as read and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2562. Petition Number 2538 for curbing and paving Third Street from Wilson to Lamar. Motion by Exline, seconded by Spangler approve for resolution. Carried.
