Regular Meeting of the Board of Commissioners October 31, 1961. Meeting
was called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker,
Exline, Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meet ing of October 24th, 1961 were xead and approved
as read.
Pursuant to Notice published in the official City paper bids were received for
the construction of sidewalks provided for in Engineer Job 11.8 as follows:

Oscar M.Wilbur $8,560.80
Catherman Construction Company $9,378.54
B. J. Frick & Company $112953.28

Engineer's Estimate X9,577.50 •
Motion of Banker, seconded by Tucker award contract to L.W.Rexroad &Son, as
per bid submitted in the amount of $8,158.95 and return checks to unsuccessful bid-
ders. Carried.
Motion of Banker, seconded by Tucker contra t ordinance for sidewalks provided
for in Job 11.8 introduced for first reading.

Resolution introduced for second reading entitled: "A Resolution relating
to the paving and grading of Leslie Avenue with concrete, Thirty-three (33) feet
wide from back of curb toback of curb, from the east line of Fourth Street to the
east line of the Union Pacific Railroad right-of-way."

final adoption the roll was called and the following vote was had; Ayes: Bull,

Ordinance introduced for second reading entitled: "An ordinance designating
the boundsries of the fire limits within the City of Salina, amending 8-101 of the
Code of the City of Salina, Kansas, 1960 and repealing said original section."
Motion by Spangler, seconded by Exline ordinary a was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays:. (0) Mayor approved
the ordinance and it is Numbered 6572.
Ordinance introduced for second reading entitled: "An ordinance providing •
for the plans and specifications for sidewalks, driveways, curbing and guttering and
other concrete work in the streets, amending 26-1106 of the Code of the City of Salina,
Kansas, 1960, and repealing the original section."
Motion by Spangler, seconded by Exline ordinance wasread and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Bull, Banker, Exline, Spangler and Tucker, (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 6573•
Ordinance introduced for second reading entitled: "An ordinance relating to
payroll deductions from the compensation of officers and employees.for their share
of the premiums on group insurance."
Motion by Spangler, seconded by Exline ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;

the ordinance and it is Numbered 6571.
Ordinance introduced for s econdxeading entitled: "An ordinance ratifying and
confirming a contract with Catherman Construction Company for the construction of
Lateral Sanitary Sewers 442, 443, 444, and providing for the issuance of temporary
notes to pay the cost thereof, pending the issuance and sale of bonds."
Motion by Tucker seconded by Exline ordinance w asread and adopted by sections

Ordinance introduced for secondreading entitled: "An ordinance authorizing
and providing for the issuance of Improvement Bonds of the City of Salina, Kansas,
all in the sum of $605,912.89, to pay the cost of improving certain streets in said
City to be designated as Series Number P-189."
Motion by Tucker, second by Exline ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6576.
Ordinance was introduced for second reading entitled: "An ordinance authorizing
and providing for the issuance of Improvement Bonds of t he City of Salina, Kansa, all
in the sum of $320,706.83, to pay the cost of improving certain streets in said City to
be designated as Series P-188."
Motion by Tucker, seconded by Banker, ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes: Bull,
Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and
it is Numbered 6577.
. Ordinance introduced for secorri reading entitled: "An ordinance providing for
and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in
the sum of $276,297.60, to pay the cost of constructing Main Sanitary Sewers and certain
Lateral Sanitary Sewers and Storm Sewers and pumping stations in the City of Salina,
Kansas, which bonds shall be'.designated as Series S-187."
Motion by Commissioner Tucker, seconded by Banker, ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the following vote was
had; Ayes: Bull, Banker, Exline, Spangler and Tucker. (5) Nay-arr k0-) Mayor approved
the ordinance and it is Numbered 6578.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for the cancellation and deletion of Lateral Sanitary Sewer District Number 437
described in Ordinance Number 6503."
Motion by Exline, seconded by Tucker ordinance was react and adopted by sections
and on its final adoption the roll was called and the following voie was had: Ayes:
Bull, Banker, Exline, Spangler and Tucker (5) Nayss (0) Mayor appoved the ordinance
and it is Numbered 6579•
City Manager reported on Petition Number 2538 for curbing and paving Third Street
from Wilson to Lamar.

Motion by Spangler, seconded by Banker refer to petitioner.
City Manager reported on Petition Number 2543 -for sidewalks on the North side
of Tulane Avenue from Haskett to Hageman and the Southeast side of Lena from Yale to
and on the Northwest side of Lena from Yale to Tulane.
Motion by Spangler, seconded by Tucker refer to City Attorney.
• Resolution introduced and passed authorizing an agreement between the City of
Salina, Kansas, a municipal corporation and L. J.Briscoe in regard to providing an
Access .Road."
Motion by Exline seconded by Tucker resolution adopted as read and on its final
adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Ex -
line, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Num-
bered 2561.
Motion by Exling,seconded by Tucker ordinance was introduced for first reading
entitled: "An ordinance levying qDecial assessments against certainproperty to pay
the cost of constructing certain sidewalks in the parking abutting certain property
in the City of Salina, Kansas..
