Regular Meeting of the Board of Commissioners October 17th, 1961. Meeting was
called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker, Exline,
Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of October 10th, 1961 were read and approved
as read.
Hearing on rezoning for Community Unit Plan in Blocks 4 and 7, Rolling Hills
Addition.
Hearing extended from September 12th, 1961.
Protest Petition filed.
Motion by Spangler, seconded by Tucker extend Hearing to October 24th, 1961,
at four o'clock P. M. Carried.
Audit Contract for 1961, amount $5,250.00, received from Leckband and Woods.
Motion by Spangler, seconded by Banker approve. Carried. •
City Manager reported that Petition Number 2537 has been checked and 100% of
adjacent property owners for curbing, guttering and paving with concrete Leslie
Street from Fourt Street to East lube of Upi.on Pacific Right-of-way, signed said petiti
Motion by Spangler, seconded by Banker approve for resolution. Carried.
An ordinance was. introduced for second reading entitled: "An ordinance ratifying
and confirming a contract with the 0. D. Wilmoth Construction Company for the constructio
of certain improvements on certain streets in the City of Salina, Kansas and providing
for the issuance of temporary notes to pay the cost thereof pending the issuance and
sale of bonds."

curb from the east line of Starlight Drive to the north line of
Crawf or d Avenue.
Ridglea Drive, paving, grading and curbing, 33' back to back
of curb, from the west line of Rolling Hills Addition to the west
line of Briarcliff Road.

of curb, fi-om the north line of Crawford Avenue to the south

On motion of Spangler, seconded by Tucker ordinance was read and adopted by sec-
tions and on its final adoption the roll was called ad the following vote was had; Ayes:

ordinance and it is Numbered 6570.

An ordinance was introduced for second reading entitled: "An ordinance
levying
special
assessments on lots, pieces and parcels of ground in the City of Salina,
Kansas,
for the
purpose of paying a portion of the cost of:
This improvement consists of a 6" reinforced concrete pavement
with incidental work thereto to service all lots and parcels of
land included within the boundaries of the benefit district, a
4" concrete sidewalk and an 8" sanitary sewer to service all the
lots in Rolling Hills Addition to t he City of Salina, Kansas.

assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for
the purpose of paying a portion of the cost of:
This improvement consists of a 611 reinforced concrete pavement with
incidental work thereto, to service all lots and pircels of land
included within the boundaries of the benefit district; a 4" concrete
sidewalk, water service, and an 811 sanitary sewer to serve all the
lots inShalimar Plaza Addition to the City of Salina, Kansas.

the east line of Ohio Street to the north line of Wayne Avenue.
Albert Avenue :Grading., paving and curbing 33' back to back from
the east line of Ohio Street to the east line of Mission Road.
Glendale Road : Grading, paving and curbing 33' back to back from
the south line of Albert Avenue to the north line of Corsaut Court.
Mission Road: Grading, paving and curbing 331 back to back from
the south line of Albert Avenue to the north line of Sarah Lane.
• Lambertson Lane: Gradirg , paving and curbing 33' back to b ack from
the North line of Sarah Lane to the west line of Mission Road.
Sarah Lane : Grading, Paving and Curbing, 331 back to back from
the east line of Shalimar Drive to the east line of Lot 10, Block
14, Shalimar Plaza Addition.

Corsaut Court : Grading, paving and curbing 33' back to back from
Lot 12, Block 10, Shalimar Plaza Addition to the west line of Mission
Road.
Motion by Spangler, seconded by Tucker ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had; Ayes:
Bull, Banker, ExliiV.Spangler and Tucker (5) Nays: (0) Acting Mayor approved the
ordinance and it is Numbered 6571.
Petition presented for curbing and paving Third Street from Wilson Street to
Lamar Street.
Motion by Spangler, seconded by Banker referred to City Manager.
Bond for hanging signs received from A.F. Edwards and F.W.Edwards, d/b/a "Neon
Sign Company"
Motion by Spangler, seconded by Tucker approve. Carried.
Mayor appointed Judge Lou Tickel of City Court to be Judge in Police Court in
Case BIR. 3094 Shirley Louise Thomas.).
Resolution introduced and passed, providing for issuance of Temporary Notes to
pay the cost of erecting Public Buildings, as provided for in Ordinance Number 6460,
passed July 19� 1960.
Motion by Exline, seconded by Tucker resolution adoptedas read and on its final
adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Ex -
line, Spangler and Tucker (5) Nays: (0) Acting Mayor approved the resolution and
it is Numbered 2558.
Sewer Service Charge and Equalization Study for City of Salina, Kansas, filed
by Wilson and Company, Engineers and Architects.
Motion by Tucker, seconded by Exline accept and approve report. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an appro-
priation. -nor the ppyment of certain claims."
Motion of Tucker, seconded by Exline, o:.°dinance was read and adopted by sections
and on its final adoption the roll was called and the following vo'l.e was had; Ayes:
Bull, banker, Exli% Spangler and Tucker (5) Nays: (0) Acting Mayor approved the
ordinance and it is Numbered A-1090.
An ordinance was introduced and passed entitled: "An ordinance making an appro-
