10-10-1961 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS OCTOBER 10, 1961 Regular Meeting of the Board of Commissioners October 10th, 1961. Meeting was called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker, Exline, Spangler, Tucker; City Attorney Barta and Assistant City Attorney Bengtson, responded. The minutes of the Regular Meeting of October 3rd, 1961 and Zoning Board Meeting of October 3rd, 1961 wereMead and approved as r ead. Pursuant to Notice published in the Salina Journal lids received for Street Improvement Job 115 as follows: Wilmoth Construction Company $572326.50 L. W. Rexroad and Son $602818.00 Brawn and Brown, Inc., $593132.25 Engineer's Estimate $57,772.00 Motion by Spangler, seconded by Exline contract awarded to Wilmoth Construction • Company as per bid submitted in the amount of $57026.50; and return checks to unsuccess- ful bidders. Carried. Contract Ordinance for Job 415 introduced for first reading. �7 Ordinance passed:Number: Mayor appointed Robert Frederick, N. C. Grant and D. R. Stephan as appraisers for Job 415. Motion by Spangler, seconded by Exline approve. Carried. Following letters received from City Planning Commission: 1. Recommending that Petition Number 2532 filed by Ralph E. Brown,ibr the rezoning of Block 5, of the Replat of Blocks 4,5 and 6 of the Replat of Lots 1 to 15 inclusive, Garden Home Addition to Salina, Kansas from Zone "A" to Zone "C" be granted. Motion by Exline seconded by Spangler accept and adve-:,tise. Carried. 2. Recommending that Petition Number 2531 filed by Kenneth Nurdboe for the rezoning of Lot 1 and the East 25 feet of Lot 2, Block 1, Nordboe Addition to Salina, Kansas,for Special Class Trailer Court zoning be granted. f, Motion by Spangler , seconded by Tucker accept and advertise. Resolution introduced for secondreading entitled:: "A Resolution relating to the curbing, guttering, paving and grading of Westchester Drive with eight -inch asphalt, Thirty-three (33) feet wide from back of curb to back of curb, from the East line of Berkshire Drive to the East line of Ohio Street." • Motion by Spangler, seconded by Exline resolution adopted as read by the follow- ing vote: Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2553. Resolution introduced for second reading entitled: "A Resolution relating to the paving and grading of Seventh Street with concrete, Thirty-three (33) feet wide from back of curb to back of curb, from the North line of Lincoln Avenue to the south lane of Decatur Street. Motion by Tucker, seconded by Exline resolution adopted as read by the follow- ing vote; Ayes: Bull, Banker, Exlins, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2554. Petition for curbing, guttering and paving on Leslie Street in Gebhart Manor Addition from east line of Fourth Street to East line of Union Pacific Right-of-way. Motion by Tucker, seconded by Spangler refer to City Manager. Electrician's Bond from Amco Electric, Inc., Motion by Spangler, seconded by Tucker approve. Resolution introduced and passed, Relating to application under Section 5 (a) of the Interstate Commerce Act by the Atchison,Topeka and Santa Fe Railway Compaly to acquire control of The W"stern Pacific Railroad Company, and the carriers controlled by it, through acquisitions of capital stock of The Western Pacific Railroad Company. Letter received from Salina Board of Education relating to construction of side- walks inthe vicinity of Hageman School. Motion by Spangler, seconded by Tucker on Agenda for October 24, 1961. Carried. Mr. Rudolph Barta submitted his resignation as City Attorney, to the City Manager effective Optober 15th, 1961. Mr. Srack informed Commissioners resignation had been accepted. City Manager L. M. Suck announced the appointment of L. 0. Bengtson as City Attor October 16, 1961. On motion of Commissioner Spangler Board of Commissioners adjourned. City Clerk
