Regular Meeting of the Board of Commissioners June 27, 1961. Meeting was called
to order by Mayor Bull, the roll was called and Con dssioners Bull, Exline, Spangler
and Tucker and City Attorney Barta responded. Commissioner Banker absent.

readvertise for bids July llth, 1961. Motion Carried.
An ordinance was introduced for second reading entitled: "An ordinance declar-
ing the Waterworks System and the Sewage Disposal System of the City of Salina, Kansas,
including all future improvements and extensions thereto, to b e a Water and Sewage System,
providing for the operation and ma.i.ntenB=, a thereof, and creating a Water and Sewage De-
partment forthe operation of said Water and Sewage System."
On motion of Commissioner Spangler, seconded by Commissioner Ex1ine, ordinance
was read and adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Bull, Exline, Spangler and Tucker (4) Nays: (0) Com-
missioner Banker absent. Mayor approved the ordinance and it is Numbered 6514.
An ordinance was introduced for second reading entitled: "An ordinance prescrib-
ing the rates to be charged for the use of and services rendered by the Water and Sewage
System of the City of Salina., Kansas, and a stabling regulations with respect thereto;
prescribing the manner of payment of aceounts when due; providing for the disconnection
of water and sewer service for nonpayment of accounts; providing a penalty for tampering
with the water and sewage system; and repealing all ordinances or parts thereof in
conflict herewith."
On motion of Commissioner, Spangler, seconded by Commissioner Exli ne , ordinance
was read and adopted by sections and on its final adoption the roll was called and the
following vote was had;, Ayes: Bull' Exline, Spangler and Tucker (4) Nays. (0) Com-
missioner Banker absent. Mayor approved the ordinance and it is Numbered 6545,
An ordinance was introduced for secondxeading entitled: "An ordinance levying
special assessments against certain property to pay the cost of constructing certain
sewer and water service pipes and connections in certain streets in the City of Salina,
Kansas . "
On motion of Commissioner Spangler, seconded by Commissioner Tucker, prdinance
was read and adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Bull, Exline, Spangler and Tucker (4) Nays: (0) Com-
missioner Banker absent. Mayor -approved the ordinance and it is Numbered 6517.
Letter received from City Planning Commission recommending that Petition Number
2501 filed by Richard L. Walker forthe rezoning of Lot 21, Republic Avenue, Addition
to Grounds of Kansa$ Wesleyan University from "A" to "B" be granted.
Motion by Commissioner Spangler, seconded by Commissioner Exline approve and
City Clerk publish Notice. Motion carried.

Hearing on Resolution Number 2525, for curb, gutter, paving, sewers and water
mains contained in Feasibility Report for South portion of Belmont Addition.
No written or oral protests.
Motion by Commissioner Exline, second by Commissioner Spangler approve.
Resolution introduced and passed entitled: "A Resolution determining the
advisability of certain street, sewer, water mains and hydrant improvements, estimating
the cost thereof, defining the boundaries of the improvement district, method of
assessment and apportioning t e cost between the improvement district and the City at
large."
Motion by Commissioner Spangler, seconded by Commissioner Tucker, resolution
adopted as read and on its final adoption the rollwas called and the following vote was
had; Ayes: Bull, Exli.ne, Spangler and Tucker (4) Nays: (0) Commissioner Banker
absent. Mayor approved the resolution and it is Numbered 2532,
Motion by Commissioner Tucker, seconded by Commissioner Exline an ordinance was
introduced for first reading entitled: "An ordinance authorizing and directing the
issuance of $3,6002000.00 principal amount of Combined Water and Sewage System Revenue
Bonds, Series of 1961, of the City of Salina, Kansas, $718,000 Principal amount of said
bonds being issued forthe purpose of refunding an equal principal amount of outstanding
Waterworks Revenue Bonds, Series B, of said City, dated August 1, 1953, $434,000.00 principal
amount of said bonds being issued for the purpose of refunding an equal principal amount
of outstanding Waterworks Revenue Bonds, Series C, of said City, Dated, October 1, 1955,
$768,000.00 principal amount of said bonds being issued for the purpose of altering, improv
ing extending and enlarging the Waterworks of said City, and $1,650,000.00 principal amount
of said bonds being issued for the purpose of altering, improving, extending and enlarg-
ing the Sanitary Sewer System of said City (S id Waterworks and said Sanitary Sewer
System now having been combined into a Combine Water and Sewage System of said City),
providing the form and details of said Combined Water and Sewage System Revenue Bonds,
providing for the collection, segregation and application of the Revenues of said Water
and Sewage System forthe purposes authorized by law, and making certain covenants and
agreements with respect thereto."

ferred to City Manager. Carried.
Motion by Commissioner Spangler, seconded by Commissioner Tricker , ordinance
introduced for first reading providing for curbing, guttering and asphalt paving certain
streets provided for in Engineer Job 414.

Hearing was held on Appraisers Rgports for curbing, guttering and paving
certain streets provided for in Engineer Job 404.
No protests.
Motion by Commissioner Spangler, seconded by Commissioner Tucker, to approve
and accept Appraisers Reports. Carried.
On motion of Commissioner Tucker Board of Commissioners adjourned.
