06-13-1961 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALI NA, KANSAS JUNE 13, 1961 Regular Meeting of the Board of Commissioners June 13, 1961. Meeting was called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker, Spangler and Tucker and City Attorney Barta responded. Commissioner Exline absent. The Minutes of the Regular Meetirg of June 6th, 1961 were read and approved as read. Report from Airport Board on Cafe Bids. Held over one week. City Employees Retirement Program. On motion of Commissioner Spangler, seconded by Commissioner Banker approve pro- gram and authorize City Attorney to draw up Resolution. Carried. City Manager recommended that Petition Number 2498 for closing the alley East of Eighth Street from North side of Pine Street to North Right-of-way line of Santa Fe Railroad be granted. On motion of Commissioner Spangler, seconded by Commissioner Banker approved Carried. A resolution was introduced for second reading entitled: "A Resolution determin- ing necessity of and directing that the owner or owners loffmof certain lots construct in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lots within 30 days of the adoption and publication hereof and providing that in the event owner or owners fail to do so, t-lat the City of Salina shall proceed to construct or cause tote constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Spangler, seconded by Commissioner Banker resolution was adopted as read by the following vote; Ayes: Bull, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Exline absent. Mayor approved the resolution and it is Numbered 2520. A n ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining aeertain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Saiitary Sewer District Number 442, and providing for the construct of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 442, so cre- ated and providing for the payment of the cost thereof and for he levying of special assessments against the property in said district for the payment of h,. cost of such construction and for the issuing of bonds to pair the cost thereof." On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance wasread and adopted by sections aid on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Exlire absent. Mayor approved the ordinance and it is Numbeeed 6540. An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kan designated as Lateral Sanitary Sewer District Number 443, and providing for the con- struction of a Lateral Sanitary Sewer in said Lateral Saii.tary Sewer District Number 443, so created and providing for the payment of the cost thereof and for t he levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." A Resolution was introduced and passed entitled: "A Resolution directing and ordering a public hearing on the advisability of street, sewer and water mains and hydrant improvements in certain districts and giving Notice of such hearing:" On motion of Commissioner Spangler, seconded by Commissioner Banker, resolution adopted as read by the following vote; Ayes: Bull, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Exline absent. Mayor approved the resolution and it is Numbered 2525. Mayor approved the ordinance and it is Numbered 6539• Letterieceived from Joint -Occupancy Committee that there are certain areas where cooperation with joint facilities in a city -county building would be feasible. City Planner D. R. Preston authorized to arrange meeting. i I Bucher and Willis, Consulting Engineers, filed Estimate Number 3, (Contract '. Number 101) in the amount of ti�44,773.61 to John Rohrer Contracting Company for Off - Street Parking. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. j Motion carried. Application for two driveways - 30 feet, for First Covenant Church, 1715 Rush Street. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. Motion carried. Petition for rezoning from "A" to "B". Lot 21, Republic Avenue in Addition to Grounds of Kansas Wesleyan University. On motion of Commissioner Spangler,seconded by Commissioner Tucker refer to i City Panning Commission. Motion carried. Petition for rezoning Lots 13 to 19 Block 4, and Lots 4 to 11, Block 7, Rolling hills Addition for Community Unit Plan. On motion of Commissioner Spangler, seconded by Commissioner Tucker refer to City Planning Commission. Motion carried. Petition for extra street light in the 900 block on Highland Avenue. On motion of Commissioner Spangler, seconded by Commissioner Banker, referred to City Manager. Motion carried. Appraisers heports filed for curbing, guttering and paving certain streets provided for in Job 404. On motion of Commissioner Spangler, seconded by Commissioner Banker, accept and City Clerk advertise for hearing , June 27th., 1961 at four o'clock P. M. Robert L. Marietta and Amos K.Williams appeared, regarding Petition Number 2475, filed April 11, 1961,for change of Zoning for Lot 20, Block 2, Replat of Part of Blocks • + 1 and 2, Evergreen. ParkAddition from 'Lone "A" to Zone "B". On motion of Commissioner Spangler, seconded by Commissioner Banker, table until word could be received from Larry (L. 0.) Bengtson.
