Meeting was called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker, Exline, Spangler and Tucker and City Attorney arta responded. The minutes of the Regular Meeting of May 23, 1961 and Zoning Board Meetirg of Play 23, 1961 werezead and approved as read. Bid on Cafe at Salina Municipal Airport received from Pairs. Jean Butler, 308 East Bond Street. On motion of Commissioner Tucker seconded by Commissioner Spangler bid referred to Airport Boardfor report. Carried. City Mal ager reported on the following petitions: 2490 Curb and gutter blest side of Fourth Street from Republic to Beloit. 50� On motion of Commissioner Exline, second by Commissioner Tucker approve. Carried. • { 2491 Paving and guttering balance of 300 Block on Des Moines. 100% f On motion of Commissioner Exl.irn, seconded by Commissioner Tucker approve. Carried. 2492 Vacation of sewer easement in Blocks 8 and 23 Key Acres Addition, Salina, Kansas. 100%. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. Carried. 2493 Sanitary sewer on Channel Road from Hillcrett Lane , north to serve the E. R. i.cCullick property. 50% On motion of Commissioner Exline ,seconded by Commissioner Tucker approve. Carried. 2494 Water main on Channel Road from Hillcrest Lane north to serve E.R. PicCullick P property. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. Carried. 2495 To widen a portion of Shawnee Avenue on west side 19 feet 6 inches. On motion of Commissioner Banker, seconded by Commissioner Exline approve. Carried. 1 A resolution was introduced and passed for Drainage Ditch one and -tea, Flood Control Work. On motion of Commissioner Spangler,seconded by Commissioner Banker, resolution adopt- edas read by the following vote Ayes: Bull, Banker, Exling,Spangler and Tucker ( ) Nays: (0) Mayor approved the Resolution and it is Numbered 2519. ! An ordinanoe was introduced for secondxeading entitled: "An ordinance authorizing and providing for he periodic issuance of additi:nal temporary notes of the City of Salina, Kansas, not to exceed a total amount of $460,000.00 as per amended estimate to pay the cost of acquiring by purchase and condemnation lands and easements necessary for the • Salina Flood Control System and to pay for damages allowed and. injury to property and to pay the other necessary costs of material furnished, services rendered and labor performed in connection with said Flood Control System." On motion of Commissioner Spangler seconded by Commissioner Exline, the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker {5) Nays: (0) Mayor approved the ordinance and it is Numbered 6535• An ordinance was introduced for secondzeading entitled: "An.ordinane ratifying and confirming a contra t with Wilmoth Construction Company forthe construction of Lateral Sanitary Sewers 436, 437, 438, 440 and 441, a:d providing for the issuance of temporary notes to pay the cost thereof, pending t e issuance and sale of bonds." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was read and adopted by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Bull., Banker, F l.i nq, Spangler and Tucker (5 ) Nags: ( 0 ) Mayor approved the ordinance and it is Numbered 6536. An ordinance was introduced for secondzeading entitled: "An ordinance ratifying and confirming a contract with Busboom and Rauh, for the construction of Maintenance and Greenhouse Building, as designated and authorized by Resolution Number 2368 and Ordinance Number 6460, and providing for the issuance of t emporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Spangler, seconded by Commissioner Tucker ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6538. On motion of Commissioner Exline seconded by Commissioner Tucker resolution introduced for first reading providing for the construction of certain sidewalks." Resolution passed:! Napier for the rezoning South 45 feet of Lot 26, and all of Lot 28, Block 6, Bond's Addition from Zone "B" to Zone "C" be denied. On motion of Commissioner Exli.ne, seconded by Commissioner Banker accept and petition denied. Carried. Recommending that Petition Number 2.06 filed by Leo V. Steinle for the rezoning of Lot 28, Block 2, Riverside Park Addition from Zone "A" to Zone "B" be granted. On motion of Commissioner Spangler , seconded by Commissioner Tucker accept and City Clerk publish Notice. Carried. Letter on report for "Guide for Growth" received from City Ptanning and Zoning Commissioner, by Dick Preston, City Planner. Filed. On motion of Commissioner Exline, seconded by Commissioner Spangler, City Clerk was authorized to advertise for bids to h e received June 27th, 1961 at four o'clock P. M. for the following improvements: West Euclid Street Dry Creek Crossing, Resolution Number 2477; Gates and Fences authorized by Resolution Number 2478; I1,1ulberry Street Smoky Hill River crossirg , Resolution Number 2432; Walnut Street Smoky Hill River Crossing, Resolution Number 2433 and Drainage Ditches No. 1 and No. 3, authorized by Resolution 2519. Motion carried. Letter received from City Manager regarding City Employees Retirement Pro- gram as authorized by the 1961 Session of the Kansas Legislature. Held over to next meeting. Petition protesting Resolution Number 2510 relating to curbing, guttering and paving Lewis Avenue from Millwood Avenue to Crawford Avenue. On motion of Commissioner Spangler, seconded by Commissioner Tucker referred to City Attorney. Carried.. Petition to close alley east of Eighth Street from Pine Street to North of Right-of-way line of Santa Fe Railroad Compary. On motion of Commissioner Spangler, seconded by Commissioner Tucker referred to City Manager. Carried. Petition for rezoning of Lot 18, Block 12, EMI Addition for Special Class Zoning for a trailer Camp (One family). On motion of Commissioner Spangler, seconded by Commissioner Tucker referred to City'P}anning Commission. Carried. Combination Ptumbers and Gas Fitters Bond received from Helzer and Associates of Gypsum, Kansas. On motion of Commissioner Tucker, seconded by Commissioner Banker approve. Carr d. Concrete Construction Bonds from Bradley Building Company and C. H. Smith. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. Carri d. Electrician's Bond from Robt. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Exlire , seconded by Commissioner Tucker the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vo a was had; Ayes: Bull, Banker, Ex1ine, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1073. Police Department recommends No Parking on West side of Eleventh Street from South Street to Prescott Avenue; and No Parking on South Side of South Street from Eleventh Street to By -Pass. On motion of Commissioner Spangler, seconded by Commissioner Banker approve. Carri d. Motion by Commissioner Exline, seconded by Commissioner Spangler, that the Five (5) Member Joint Occupancy Planning Committee be authorized to set up definite Plans and Procedures to obtain Federal Money for Planning and to get this information From Engineerirg Firm and submit to Commissioners for approval. Carried. A Resolution was introduced and passed, pertaining to the Flood Protection for the City of Salina, Kansas. On motion of Commissioner Exline, seconded by Commissioner Tucker resolution adopted as read by the following vote; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2521. Mayor appointed the following the following members to City Planning Commission: C. A. Brooks to serve until May 1, 1963 to replace F. L.Reynolds. Wra. M. Cole to serve until 14.7 1, 1964 to replace Paul Berger. On motion of Commissioner Exline, seconded by Commissioner Tucker approve.
