Meeting was called to order by Mayor Bull, the roll was called and Commissioners Bull, Banker, Exline, Spangler and Tucker and City Attorney Barta responded. The minutes of the Regular Meeting of May 16th, 1961; Special Meeting of May 16th3 1961 and Zoning Board Meeting of May 16th, 1961 werexead and approved as read. Pursuant to Notice published in the Salina Journal bids were m ceived for the construction of Lateral Sanitary Sewers 436, 437, 438, 440 and 441 (Job 413) as follows: Jarvis Construction Company $38,248.00 McCollum Construction Comparjy X243472.50 Wilmoth Construction Compar;y $20,947.00 Engineer's Estimate $25,620.00 On motion of Commissioner Exline, second by Commissioner Spangler contract awarded to Wilmoth Construction Company as per bid submitted in the amount of $20,947.00, and return checks to unsuccessful bidders. Carried. Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and N. C.Grant as appraisers for constructing Lateral Sanitary Sewers 436, 437, 438, 440 and 441 (Job 413) On motion of Commissioner Exline, seconded by Commissioner Spangler approved. On motion of Commissioner Exline, seconded by Commissioner Spangler, contract ordinance for the construction of Lateral Sanitary Sewers 436, 437, 438, 440 and 441 (Job 413) introduced for first reading/. On motion of Commissioner Banker, seconded by Commissioner Exlire contract ordi- nance for the construction of Maintenance and Green House Building in Oakdale Park introduced for firstxeading. Ordinance passed Number 6j_37_ No persons appeared to protest the rezoningof the following property: North 100 feet of Lots 8 and 9, in Surveyor's Plat 31, in the City of Salim., Kansas from Zone "B" to Zone "F"; and Rezoning Lot 11, Block 3, Talley Addition in the City cf Salina, Kansas, from Zone "A" to Zone "B". On motion of Commissioner Spangler seconded by Commissioner Exline Zoning Ordi- nance introduced for first reading. Ordinance passed Number An ordinance was introduced for second xeading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ''round in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer Districts Numbered 426, 427 and 428, and relating to and providing for the col- lection and payment of such assessments." On motion of Commissioner Spangler, seconded by Commissioner Banker, an ordi- nance was introduced for second readim entitled: "An ordinance ratifying and con- firming a contract with the Michselsen Construction Compapyfor the construction of certain improvements oncertain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance wasread and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exli ne, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6532• On motion of Commissioner Spangler, seconded by Commissioner Exline an ordinance was introduced for secondreading entitled: "An ordinance for the vacation of certain street within the City of Salina, Saline County, Kansas." On motion of Commissioner Spangler, seconded by Commissioner Exline the ordinance wasread and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6533. On motion of Commissioner ExlinQ seconded by Commissioner Tucker an ordinance was introduced for second reading entitled: "An ordinance describing the place of installation of certain sidewalks inthe City of Salim, Kansas." On motion of Commissioner Exline, seconded by Commissioner Tucker the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Bull, Banker, Ex].ine, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6534. "A resolution was introduced for secondreading entitled: "A Resolution determining necessity of and directing that the owner of owners of certain lots construct, in com- pliance with plans and specifications of the City Engineer, a sidewalk , abutting said lots within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina, shall proceed to con- struct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Spangler, seconded by Commissioner Banker the resolution was adopted as read by the following vole: Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2511. A resolution was introduced for secondreaading entitled: "A Resolution relat- ing to the ceurbing, guttering, paving and grading of Wayne Avenue with concrete, Thirty-three (33) feet wide, from back of curb to back of curb, A-om the east line of Ohio Street to the west line of Huntington Road." On motion of Commissioner Spangler, seconded by Commissioner Banker, the reso- lution was adopted as read by the following vote; Ayes: BIL , Banker, Exline, Spang- ler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2515- A resolution was introduced for second reading entitled: "A Resolution relat- ing to the curbin`=, guttering, paving and grading of Hillcrest Lane with 8" Hot Mix Asphalt, (Thirty-three (33) feet wide fromback of curb toback of curb, from the east line of Channel Road to the eastend of Hillcrest Lane." On motion of Commissioner Exline, seconded by Commissioner Tucker, the resolu- tion was adopted as read nd on its final adoption the roll was called and the following vote was had; Ayes: lull, Banker, Exline, Spangler and Tucker, (5) Nays: (0) Mayor approved the resolution and it is Numbered 2516. A resolution was introduced for secondreading neitlted; "A Resolution relating to the curbing , guttering paving and�radin of Channel Road with concrete, Thirty- three (33) feet wide from back of curb to back of curb, from the south line of Iron Avenue to the north edge of Upper Mill Drive." On motion of Commissioner Exline, seconded by Commissioner Tucker the resolution was adopted as read by the following vote; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor 4)poved the resolution and it is Numbered 2517. City Maiager reported on Petition Number 2489 fort he vacation of Manor Road and Easements in Faith Addition. On motion of Commissioner Spangler, seconded by Commissioner Exlinq. Xprove and refer to City Attorney for approval of final papers. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker referred to City Planning Commission. Carried. Petition to curb and pave West side of Fourth from Republic Avenue to Beloit. On motion of Commissioner Spangler, seconded by Commissioner -Banker, referred to City Manager. Carried. Petition for vacation of Sewer Easement in Block 82 and Block 23, Key Acres Addi On motion of Commissioner Spangler seconded by Commissioner Banker refer to City Manager. Carried. Petition for Sanitary Sewer on Channel Road from Hillcrest Lane, north to serve E. R. McCullick property , shown in red crayon on attached plat. On motion of Commissioner Spangler, seconded by Commissioner Banker refer to City Manager, Carried. Petition for construction of water main on Channel Road from Hillcrest Lane, north to serve E.R. On motion of Commissioner Spangler, seconded by Commissioner Banker, a reso- lution was introduced and read relating to Yard Waivers for Lots 18, 20, 225 243 26, Block 14, E. M. I. Addition, Salina , Kansas (Salvation Army Community Center 1117 North Santa Fe Avenue). On motion of Commissioner Exline, seconded by Commissioner Spangler, resolu- tion adopted as read by the following vote; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 251.3.
