Regular -Meeting of the Board of Commissioners May 2nd, 1961. Meeting was
called to order by Mayor Bull, the roll wascalled and Commissioners Bull, Banker,
Exline, Spangler and Tucker and City Attorney Barta responded.
Minutes of Regular Meeting of April 25th, 1961 and Zoning Board Meeting of
April 25th, 1961 werezead and approved.
City Limits for North 1/2 of Country Club Road.
On motion of Commissioner Exline, seconded by Commissioner Spangler table for
one week. Motion carried.
Bids received on Gasoline Storage Tanks to be used at Salina Municipal Airport.
P. D. Hoidale Company, Wichita, Kansan
Eaton Metal Products Corp. Hutchinson, Kansas.
On motion of Commissioner Ealing seconded by Commissioner Spangler refer to
• City Manager to check on used tanks and report at next Meeting. Motion Carried.
An ordinance was introduced for secondreading entitled: "An ordinance creat-
ing and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 441, and providing for
the construction of a ateral sanitary sewer in said Lateral Sanitary Sewer District
Number 441, so created and providing for the payment of the cost thereof and for the
levying of special assessments against the property in said district for the payment
of the cost of such construction and for the issuing of bonds to pay the cost thereof."

On motion of Commissioner Exline seconded by Commissioner Spangler ordinance
was read and adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays:
(0) Mayor approved the ordinance and it is Numbered 6526.
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral
Sanitary Sewer District 113, and relating to and providing for the collection and
payment of such assessments."
On motion of Commissioner Spangler, seconded by Commissioner Banker ordinance
was read and adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5)
LNays: (0) Mayor approved the ordinance and it is Numbered 6527.
An ordinance was introduced for secondreading entitled: "An ordinance relating
to and apportioning and levying special assessments on certain lots and pieces of ground
in the City of Salina, Kansas, to pay the cost of curbing, guttering, paving and grad-
ing of Tulane Avenue with concrete, Thirt-,y-three (33) feet wide from back of curb
to back of curb from the East line of Haskett Ave ue to the north line of Lena Avenue;
curbing, guttering, paving and gradin of Lena Avenue with concrete., Thirty-three
(33) feet wide fromback of curb to back of curb, from the east line of Haskett Avenue
to the west line of Hageman Avenue; curbing, gutterin? , paving and grading of Harold
Avenue with concrete, Thirty-three (33) feet wide fromback of curb to back of curb,
from the east line of Haskett Avenue tothe west line of Hageman Avenue; curbing,
guttering, paving and grading of Yale Avenue with concrete Thirty-three (33) feet
wide from b ack of curb to back of curb, from the east line of Haskett Avenue to the
north line of Lena Avenue; curbing, guttering, paving and grading of Yale Avenue
with concrete Thirty-three (33) feet wide2rom ack of curb to back of curb from the
south line of Harold Avenue to the west line of Hageman Avenue ; curbing, guttering,

On motion of Commissioner Spangler and seconded b,3 Commissioner Tucker ordinance
was read and adopted b sections, and on its final adoption the roll was called and the
following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5)
Nays: (0) Mayor approved the ordinance and it is Numbered 6528.
A resolution was introduced and passed relating to costs incurred for Off -Street
Parking Facilities."
On motion of Commissioner Exling,seconded by Commissioner Banker resolution
adopted as read and on its final adoption the roll was called and the following vote
was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor
approved the resolution and it is Numbered 2502.
The following letters received from City Planning and Zoning Commission:
Recommending that Petition No. 2475 filed by Amos K-ihlliams for the rezoning
of Lot 20, Block 2, Replan of part of Blocks 1 and 2 of Evergreen Pabk Addition from
Zone "A" to Zone "B" be denied.
On motion of Commissioner Spangler second by Commissioner Banker, accept and
petition denied. Motion carried.
Recommending that Petition No, 2482 filed by B.R. Becker for the inclusion into
the City limits of the City of Salina, Kansas, the property north of College Court
Addition and south of the levee west of North Fifth Street, be denied.
On motion of Commissioner Exline seconded by Commissioner Banker, accept and
petition denied. Motion carried.
Appraisers filed their report f or the construction of Lateral Sanitary Sewers
Numbered 426, 427, and 428. (Job 409)
On motion of Commissioner Banker, seconded by Commissioner Exline, accept and
City Clerk publish Notice of Hearing for May 16, 1961. Motion carried.
Letter received from Paul. E. Berger, submitting his resignation as a member of
City P}anning and Zoning Commission of Salina, Kansas..
On motion of Commissioner ExliM seconded by Commissioner Spangler, accept and
acknowledge by letter. Motion carried.
Petition presented for rezoning to "D", south 75feet of Lots 8 and 9, Block 1,
Fruitland Addition.
On motion of Commissioner Spangler, seconded by Commissioner Banker, petition
referred to City Panning Commission. Motion carried.
Petition presented for the rezoning of East 146 feet of Lots 1,2 and all of
Lots 3 and 4, Block 1, Phillips East Addition and the West 50 feet of Lots 1, 2, Block 1,

On motion of Commissioner Spangler sec6nded by Commissioner Exline, petition
referred to City Planning Commission. Motion carried.
Petition presented for installation of a street light in the 800 block on South
Tenth Street between Franklin and Wilson.
On motion of Commissioner Tucker, seconded by Commissioner Banker, petition re-
ferred to City Manager. Motion Carried.
Resolution introduced and passed e titled: "A Resolution aut orizing filing of
application with the Public Health Ser*ce , United States of America, for a Grant
under the Water Pollution Control Act, (33 U.S.C. 446 et seq.)
On motion of Commissioner Exline, seconded by Commissioner Tucker, resolution
adopted as read, and on its final adoption the roll was called and the following vote
was had; Ayes: Bull, Banker, Exline, Spangler and Tucker." Mayor approved the
resolution and it is Numbered 2503.
On motion of Commissioner Spangler, seconded by Commissioner Banker, ordinance
was introduced for first reading for levying special assessments for construction of
Lateral Sanitary Sewers Numbered 414, 417, 418P4201 421, 422, 423, 424, 425 and Pumping
