COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
APRIL 4, 1961
Regular Meeting of the Board of Commissioners April e`' , 1961. Meeting was
called to order by Mayor Bull, roll was called and Commissioners Bull, Banker, Ekline,
Spangler and Tucker and City Attorney Barta responded.
The minutes of the Regular Meeting of April 18th, 1961 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance authoriz-
ing the issuance of Internal Improvement Bonds of the City of Salina., Kansas, in the
amount of $1,132,000.00 for the purpose of paying the cost of improvements constituting
a part of the Flood Control System of said City and the damages occasioned by reason
thereof, and the cost of Right -of -Way constituting a part of said system."
On motion of Commissioner Exline, seconded by Commissioner Spangler o•dinance was
read and adopted by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0)
Mayor approved the ordinance and it is Numbered 6523.
An ordinance was introduced for secondxeading entitled: "An ordinance: providing
for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map therein
and thereby adopted and providing for the rezoning of e tain property within the City
and prescribing the proper uses thereof."
On motion of Commissioner- Spangler, seconded by Commissioner Exline ordinance
was read and adopted by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays:
(0) Mayor approved the ordinance and it is Numbered 6524.
An ordinance was introduced for secondxeading entitled: "An ordinance providing
for the inclusion of certain land within the corporate limits of the City of Salina,
Kansas . "
On motion of Commissioner ExlirB, seconded by Commissioner Spangler ordinance was
read and adopted by sections and on its final adoption the roll was called and the follow.
ing vote was had; Ayes: Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0)
Mayor approved the ordinance and it is Numbered 6525.
City Manager reported onthe following petitions:
No. 2476 Protesting the paving of Francis Street from South line of York Street
to South Righh-of-Wavy line of Rock Island Railroad. 36%
File with resolution.
No. 2473 Paving of CountryClub Road from West line of Overbill Road, east to
end of City limits. 72%
Motion by Commissioner Exline, seconded by Commissioner Tucker hold until other
half of street is approved. Motion carxzed. ,
Notice of Hearing held on Petition No. 2472 filed by The Union Cemeteries Assoc
tion , Inc., for the rezoning of the North 200 feet of the N.E. 1/4 of the N. E. 1/4 of
Section 19, Township 14, Range 2, from "A" to "Special Class" for the construction of a
Mausoleum; cemetery offices, crematories and for usage as a cemetery.
Motion by Commissioner Spangler, seconded by Commissioner Exline, resolution
a introduced and passedas_follows: "A Resolution relating to authorization of use of
certain property as a Cemetery under Section 13, Ordinance Number 5549." On its
final adoption the resolution was adopted as read by the following vote: Ayes: Bull,
Banker, Exline, Spangler and Tucker, (5) Nays: (0) Mayor approved the resolution
and it is Numbered 2500.

! Notice of Hearing was held on Petition No. 2458 filed by C.O. Ingermanson for
the construction of three trailer spaces in Lot 1, Block 8; seven trailer spaces in
Lot 2, Block 8; three trailer spaces in Lot 3, Block 8, an addition to the existing
Westtood Court, in Talley Addition to the City of Salina, Kansas..
Motion by Commissioner Spangler, seconded by Commissioner Exline, resolution was
introduced and passed as follows: "A Resolution relating to authorization of use of

certain lots as a Trailer Court within the City, under Section 13, Ordinance Number 554911.
On its final adoption the resolution was adopted as read by the following vote: Ayes:
Bull, Banker, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the reso-
ltion and it is Numbered 2501.

City Engineer filed Plans and Specifications and Estimate of Cost for the cost
of Lateral Sanitary Sewer Number 440.
Accept by Commissioner Exling3seconded by Commissioner Tucker. Motion carried.
On motion of Commissioner Spangler., seconded by Commissioner Banker ordinance was
introduced for first reading creating and defining Lateral Sanitary Sewer District Number

Contracting Company for Off -Street Parking in the City of Salina, Kansas.
Motion of Commissioner Exline, seconded by Commissioner Banker approved.

Engineer filed Change Order Number 1 in the amount of 6348.00 to John Rohrer
Contracting Company for Off Street Parking
Motion of Commissioner Exline , seconded by Commissioner Spangler approved.
Motion carried.
Petition filed to vacate Michigan Avenue between Iron Avenue and Stapler Avenue.
Motion of Commissioner Exline, seconded by Commissioner Spangler referred to City
Planning Commission.
Motion of Commissioner Spangler, seconded by Commissioner Banker, ordinance intro-
duced for first reading levying special assessments for constructing sewer in Jarvis
Addition, City of Salina, Kansas, (Job 397)

Motion of Commissioner Exline, seconded by Commissioner Spangler ordered filed.
Motion carried.
Petitionfor Underpass or Overpass in the vicinity of the intersection of Smith
Street and South Broadway on U. S. Highway 81 By -Pass.
Motion of Commissioner Spangler, seconded by Commissioner Tucker, refer to City
Manager. Motion carried.
Nathan Butcher and Robert P.Selr;, were present from Wilson Engineering Company
and gave explanation regarding water situation.
Motion of Commissione Exline, seconded by Commissioner Tucker, place on agenda
for May 2nd, 1961, annexing 200 feet of Country Club along CountryClub Road for City
limits. Motion carried.

Meeting of Board of Zoning Appeals, April 25, 1961. Meetirg was called to order
by Mayor Bull, the roll was called and Commiss oners Bull, Banker, Exline, Spangler and
Tucker and City Attorney Barta responded.

Motion by Commissioner Spangler, seconded by Commissioner Tucker approve and
publish Notice for May 9, 1961. Motion carried.
