APRIL 11, 1961
Regular Meetin of the Board of Commissioners April 11, 1961. Meeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull,
Exline, Jaeger and Spangler and City Attorney Barta responded.
The minutes of the Regular Meeting of April 4th, 1961 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for tie condemnation of certain necessary property or interests in property for the
use of the City of Salina, Kansas, in making improvements for offstreet Parking Facili-
ties, particularly for use as a pedestrian arcade or walkway for said City of Salina,
Kansas, as provide in Resolution Nos. 2264, 2289 and 2292."
On motion of Commissioner Bull the ordinance wasread and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Bull, Ex]i.ne, Jaeger and Spangler (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 6521.
A resolution was introduced and passed entitled: "A Resolution authorizing
and ordering certain street, sewer and water,mains and hydrant improvements order-
ing preparation of plans and specificaons and the estimate of costs."
On motion of Commissioner Exline the resolution was adopted a s r ead and on its
final adoption the rollwas called and the folI awiq vote was had; Ayes: Ramsey, Bull,
Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2494•
Central Airlines Airport Contract.
Commissioner Exline moved to refer to Airport Board. Carried.
Contract with Continental Oil Company for airport gasolim .
Commissioner Exline moved to refer to Airport Board. Carried.
The following letters received from City Planning and Zoning Commission:
Recommending that Petition No. 2471 filed by Roy M.Faith for the approval of
the Replat of Faith Addition be approved.
Commissioner Exline moved to approve. Carried.
Recommending that Petition No. 2470 filed by Mrs. Emma Hoard for the rezoning
of Lots 8 and 9 inSurveyor' s Ptat 31 from "B" to "F" be granted.
Commissioner Bull mojed to accept and City Clerk publish Notice. Carried.

Recommending that Petition No. 2457 filed by C. 0. Ingermanson forthe rezoning
of Lot ll, Block 3, Talley Addition from "A" to "B" be granted.
Commissioner Exline moved to accept and City Clerk publish Notice. Carried.
Recommending that Petition Pio. 2458 filed by C. 0. Ingermanson for construction
of three trailer spaces in Lot 1, Bloch 8; seven trailer spaces in Lot 2, Block 8;
and three trailer spaces in Lot three Block 8, an additionto the existing Westwood
Court be granted.
Commissioner Spangler moved to accept and City Clerk publish notice. Carried.
Recommending that Petition No. 2472 filed by Union Cemeteries Association for
the rezoning of certain ground in the N.E. 1/4 of the N.E. 1/4 of Section 19, Township
11.4, Range 2 from "A" to "Special Class" for he construction of mausoleum, cemetery
offices, crematories and for usage as a cemetery be granted—

Approved by Commissioner Jaeger. Carried.
Recommending that Petition No. 2463 filed by George C.Elherington for the in-
clusion within the City limits the South 110 feet of Lots 1,2,3,4,5,6 Block 3; Lots
1,2,3,4 Block 4, and Lots 1, 15,16 Block 5, All in Mayfair Addition to the City of
Salina., Kansas be granted.

Commissioner Exline moved that resolution be introduced for first reading,

On motion of Commissioner Bull a resolution was introduced for first reading
relating to paving of South Second Street from Iron Avenue tothe Smoky Hill River.

On motion of Commissioner Jaeger a resolution was introduced for first
reading relating to the curbing, guttering and paving East side of Fourth Street
fromRepublic Avenue to Beloit Avenue.

On motion of Commissioner Bull an ordinance was introduced for first reading
providing for the construction of a Sanitary Lateral Sewer in Lateral Sanitary Sewer
District Number 1.41.0 in the City of Salina, /Kansas.

City Engineer filed Plans andSpecifica:tions for construction of Lateral
Sanitary Sewer Number 1438. Appoved by Commissioner Bull.
A resolution was introduced and passed entitled: "A Resolution approving
contract with Wm. Kierfor Wall Agreement".
On motion of Commissioner Exline resolution was adopted as read and on its
final adoption roll was called and the following vote was had; Ayes: Ramsey, Bull,
Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and
it is Numbered 21495.
Newly elected City Commissioners Harry Banker, Donald L. Tucker and Gaylord
E. Spangler were present and having filed the required Bond, approved by the Judge
ofthe District Court and City Attorney, the oath of office was administered to them
by City Clerk H. E. Peterson, and they assumed their office as: City Commissioners.

Commissioner Exline nominated R.W.Bull as Mayor and
Chairman of the City Commission of Salina, Kansas. Carried.
Commissioner Spangler nominated Ralph Exline as Acting
Mayor and Vice -Chairman of Salix;., Kansas. Carried.
City Clerk turned gavel over to Mayor Bull.

Petition for rezoning Lot 2.9, Block 2, Replat of part of Blocks 1 and 2, of
Evergreen Park Addition, City of Salina, Kansan from "A" to "B". (Property known as

Plumber and Gas Fitters Bond received from Lucas: Plumbing Company.
