Meetingwas called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull, Exlinp, Jaeger and Spangler and Acting City Attorney Bengtson responded. City Attorney Barta absent. The minutes of the Regular Meeting of February 21, 1961 and Zoning Board Meet- ing of February 21, 1961 were read and approved as read. An ordinance was introduced for second reading entitled: "An Ordinance calling a special election to be held in the City of Salina, Kansas, for the purpose of submit- ting to the qualified electors of the said City the proposition to levy annually upon all the tangible property within the corporate limits of the City of Salina, Kansas, a tax not to exceed one-half (2) of one (1) mill for the purpose of creating a fund to be used in securing industries or manufacturing institutions forthe City of Salina, Kansas, or near its environs for a period not to exceed two (2) years, which tax shall be in addition to all other taxes authorized by law and shall not be subject to any of • the limitations prescribed by law and shall not'be subject to any of the limitations prescribed by Article 19 of Chapter 79 of the General Statutes of 1949, or acts amenda- tory thereof or supplemental thereto." On motion of Commissioner Jaeger the ordinance wasxead and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6504.. A resolution was introduced and passed"authorizing a contract between the State Highway Commission of Kansas and the City of Salina, Kansas." On motion of Commissioner Spangler the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the: resolution and it is Numbered 24.65. An ordinance was introduced for secom leading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain troperty within the City and prescribing the proper uses thereof." On motion of Commissioner Spangler the ordinance wasread and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Spangler and Jaeger (5) Nays: (0) Mayor approved the ordi - nance and it is Numbered 6505. Hearing on Notice of Proposed Assessments for Wilbre Addition were taken up, curb, gutter and paving of certain streets, installation of Sanitary Sewers and Sidewalks. • There being no protests, written or oral, Commissioner Exline made motion to approve the Assessments as filed. Carried. ' The following resolutions introduced for second reading: "A Resolution relating to the paving and gradingof Republic Avenue with con- p crete Twenty-eight (28) feet wide fromtoe of , gutter to toe of gutter, from the west line of Funston Avenue to the East line of the Missouri Pacific Railroad." On motion of Commissioner Exli.ne the resolution was adopted as mad and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 24.66. "A Resolution relating to the paving and grading of Pershing Street with con- crete Twenty-seven (27) feet wide from toe of gutter to toe of gutter, from the south line of Beloit Street to the North line of Sunset Drive." Onmotion of Commissioner,Bull the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Jaeger, Exline and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 24.67. "A Resolution relating to the paving and grading of Pershing Street with con- crete Twenty -Seven (27) feet wide from toe of gutter to toe of gutter, from the South line of Sunset Drive to the North line of Ellsworth Street." i • On motion of Commissioner Spangler the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Ea7lne, Jaeger and Spangler (5) Nays:. (0) Mayor approved the resolution and it is Numbered 2468. "A Resolution relating to the paving and grading of Funston Avenue with con- crete, Twenty -Six (26) feet wide from toe of gutter tot oe of gutter, from the South line of Ellsworth Street to the North line of Jewell Avenue." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 2469. "A Resolution relating to the curbing and guttering one side, and the paving and grading of Beverly Drive with concrete, Twenty-eight (28) feet wide fromtoe of gutter to toe of gutter, from the West line of Whittinghill Avenue to the West line of Vie- mont Ave nue . rr On motion of Commissioner Bull the resolution was adopted as r ead and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 2170. "A Resolution relating to the curbing, guttering, paving and grading of Ohio Street with concrete:, Forty (40) feet wide from back of curb to back of curb, from the North line of Ash Street to the North line of Elm Street." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 21471. "A Resolution relating to the curbing, guttering, paving and grading of the East side of Fourth Street with concrete, Thirty (30) feet wide from back of curb to the edge of pavement, from the South line of Wilson Street to the South line of Lamar Street." On motion of Commissioner Bull the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; byes: Ramsey, Bull, ExIine, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 21472. "A Resolution relating to the paving and gradin of Fourth Street on the east side of tracks with concrete, Twenty (20) feet wide from back of curb to edge of slab, from the South line of Lamar Street to the North line of Republic Avenue." On motion of Commissioner Spangler the resolution was adopted aszead and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 2.73. "A Resolution relating to the paving and grading of Fourth Street on the East side of tracks with concrete, Twenty (20) feet wide from back of curb to edge of slab, from the South line of Lot 8 on Fourth Street of Jones Addition to the North line of Lincoln Avenue." On motion of Commissioner Spangler the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 2474- "A Resolution relating to the paving and grading of Lincoln Avenue with concrete Thirty-three (33) feet wide from back of curb to back of curb from the east line of Fourth Street to West line of Third Street." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaegerand Spangler (5) Nays: (0) Mayor approved the resolution and it is Numbered 2475- "A Resolution relating to the paving and grading of Front Street with con- crete, Thirty-three (33) feet wide, from back of curb to back of curb, from the south line of Lincoln Avenue to the South Tine of Union Pacific Right -of -Way." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the followirg vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays:: (0) Mayor approved the resolution and it is Numbered 2476. The following petitions were presented: For vacating of North Thirteenth Street from the south line of Lot 7, Block 32, Military Addition north to Dry Creek (both sides of street). Commissioner Bull moved to refer to City Planning and Zoning Commission. For rezoning of Lot 7, Block 32, Military Addition in the City of Salina, Kan- sas from a duplex to an addition of -the Ranchero Trailer Court, allowing two trailers to park as shown on map attached. Commissioner Bull moved torefer to City Planning and Zoning Commission. Curbing, guttering and paving Francis Street from York Street north to Missouri Pacific Right-of-way. Commissioner Bull moved to refer to City Manager. For rezoning of the South 45 feet of Lot 26 and all of Lot 28 Block 6, Bond's Addition to the City of Salina, Kansas from Zone "B" to Zone "C". Commissioner Bull moved to refer to City Planning and Zoning Commission. For opening Duvall Avenue. Commissioner Bull moved to refer to City Planning and Zoning Commission. For a Sanitary Sewer to serve Banker's Addition. Commissioner Bull moved to refer to City Planning and Zoning Commission. For curbing, guttering and paving Duvall Avenue from the west line of Broadway Boulevard Boulevard to South line of Crawford Ave ue. Commissioner Bull moved to infer to City Manager. Application for driveway at 1309 West Crawford Avenue. Commissioner Bull moved to approve for 30 -foot driveway. Carried. The City Clerk reported that the assessment rolls for the following improve- ments to -wit: Curb, Gu Iter and Paving of oartain street, installation of sanitary sewers and sidewalks in Belmont Addition as authorized by Resolution Number 2179 passed by the Board of Commissioners on June 23, 1959, has been determined and that final costs have been filed by the City Engineer. Commissioner Exline made motion that the CityClerk be directed to publish notice in the official paper at least once not less than ten days prior to the date of March 21, 1961, the date set for the hearing on said assessments and that at the same time notice is published to mail to the owners of property made liable to pay the assess- ments, at their last known postoffice address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Commissioner Exline made motion that the City Clerk be directe to publish notice in the official paper at least once not less than ten days prior to the date of March 21, 1961, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Commissioner Exlim made motion that the CityClerk be directed to publish notice in the official paper at least once not less than ten days prior to the date of March 21, 1961, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed tote assessed against the land so owned and assessed.
