JANUARY 24, 1961 Regular Meeting of the Board of Commissioners of the City of Salina, Kansas, January 24, 1961, at four o'clock P. M. The meeting was called to order by Mayor Carl Ramsey. The roll was called and Commissioners Ramsey, Bull, Exl:i.re , Jaeger and Spangler, and City Attorney Barta respond- ed. Absent: None The City Mzdger Leland Srack and the City Clerk, H. E. Peterson, were present. Minutes of Regular and Zoning Board Meetings of January 17, 1961, read and approved. The matter of making alterations, improvements, extensions and enlargements of the City's waterworks came onfor consideration. The City Engineer, H. F. Harper, pre- sented his estimate and recommendation as to the cost of such alterations, improvements, extensions and enlargements, his estimate being in the total amount of $768,000.00 . After considering the same,Commissioner Bull presented and moved the adoption of the fol- lowing resolution: RESOLUTION NUMBER 2451 • BE IT RESOLVED by the governing body of the City of Salina, Kansas, that the waterworks owned by said City be altered, improved, extended and enlarged, the nature and cost of said improvements being: constructing a 12" line south from the plant to the vicinity of Magnolia and Fourth Streets, including booster pump and tank, donstructii* ;s�12" linp'.north from Ninth and Pine Streets to the north city limits, constructing filter building with approximately eight filters, constructing other water line mains and extensions together with hydrants, valves, fittings, and other appurtenances, and otherwise extending and improving said waterworks, including the acquisition of land and right-of-way., at a total cost not exceeding 4768,000.00 BE IT FURTHER RESOLVED that the cost of altering, improving, extending and enlarging the waterworks of the City as aforesaid be paid with the proceeds of an issue of waterworks improvidment revenue bonds of the City of Salina, Kansas, in a principal amount not exceeding $768,000.00, to be issued in accordance with the provisions of sections 10-1201 to 10-1212, inclusive, G. S. Kan. 1949, as amended by Sgctions 10-1201, 10-1202, 10-12063 10-1208 and 10-1212, G S. 1959 Supp., said revenue bonds to be payable solely from the revenues derived by said City from the operation of its waterworks. BE IT FURTHER RESOLVED that notice of the intention of the City of Salina, Kansas, to make the alterations, improve- • ments, extensions and enlarge aforesaid, and to issue revenue bonds as aforesaid, be given as provided by law. On motion for the adoption of the foregoing resolution, was seconded by Commissioner Jaeger. Thereupon, the question of adopting said resolution was put and said resolution was adopted by the followingvote: Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5 ) Nays : (0 ) The Mayor declared the resolution duly adopted. Thereupon, there was presented a proposed form of notice by the City of its intent to make alterations, improvements, extensions and enlargements in the waterworks owned by the City and to issue revenue bonds to pay the cost thereof. Said form of notice was duly examined and, on motion duly made, seconded and carried, said noties was approved and the officers of the City were authorized and directed to execute such notice and to cause it to be published in the official City newspaper. The matter of making alterations, improvements, extensions and enlargements in and to the City's sanitary sewer system came on for consideration and there was presented to the Board the report and estimates of �&lson & Compal y, of Salina, Kansas, the City's Consulting Engineers on said improvements. After considering the same, Com- missioner Exline presented and moved the adoption of the following resolution. • • Thereupon, there was presented a proposed form of notice by the City of its intent to make alterations, improvements, extensions and enlargements in the sanitary sewer system owned by the City and to issue revenue bonds to pay the cost thereof. Said form of notice was duly examined and, on motion duly made, seconded and carried, said notice was approved and the officers of the City were authorized and directed to execute such notice and to cause it to be published in the official City newspaper. • ! The following petitions were presented: Against four-hour parking in the 200 Block on North Seventh Street. Commissioner Jaeger moved torefer to City Manager. E For rezonin_ certain property in Garden Home Addition from "A" to "D" and "B". Commissioner Bull moved torefer to City Planning Commission. Mayor appointed Lester J.Ruegsegger, a member of Borad of Trustees of Salina Municipal Band, for a term of three years from January lst, 1961. • I Appointment approved by Commissioner Jaeger. RESOLUTION NUMBER 21152 body of the City BE IT RESOLVED by the governing of Salina, Kansas, that the sanitary sewer system of said City be altered, improved, extended and enlarged, the nature and cost of said improvements being: con- structing sewage treatment plant, facilities and inter- ceptor sewers, sewer mains, grit removal facilities, and other facilities and appurtenances relating to said system, including the acquisition of land and right-of-way., at a total cost not exceeding 411650,000.00. BE IT FURTHER RESOLVED that the cost of altering, improving, extending and enlarging the sanitary sewer system of the City as a foresaid be paid with the pro- ceeds of an issue of sewer system revenue bonds of the City of Salina, Kansas, in a principal amount not ex- ceeding $1,650,000.00 to be issued in accordance with the provisions of Sections 10-1201 to 10-1212, inclusive, G.S. Kan. 19119, as amended by Sections 10-1201, 18-1202, • 10-1206, 10-1208, and 10-12123 G. S. 1959 Supp.., said revenue bonds to be payable solely from the revenues derived by said City from the operation of its sanitary sewer system. BE IT FURTHER RESOLVED that notice of the intention of the City of Salina, Kansas, to make the alterations, improvements, extensions and enlargements aforesaid, and to issue revenue bonds as aforesaid, be given as provided by lair. The motion for the adoption of the foregoing resolution was seconded by Commissioner Jaeger. Police Department recommended "No Parking" on west side of Fifth Street fromCrawford Avenue to Prescott Avenue, stop sign on Fifth Street instead of Pres- cott Avenue. Approved by Commissioner Bull. Commissioner Bull made motion to authorize Stop Light at Ohio Street and Iron Avenue. Carried. Commissioner Jaeger made motion to approve new policy on Improvements in new additions. City to pay all of Storm Sewers and Hydrants and 10% of curbing, guttering and paving. Property owner to pay all of Water Improvements and 90% of curbing, guttering and paving. Carried. JANUARY 24, 1961 Meeting of Board of Zoning Appeals January 24, 1961. Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull, Exl.ing, Jaeger and Spangler and City Attorney Barta responded. Hearing was held on Appeal Notice filed by W.R. Berry for non-compliance with the Rear Yard Requirements for the E;.st 42.25 feet of the North 90.31 feet of Lot 50 on Elm Street, in the Original Townsite of Salina, Saline County, Kansas. No protests. A resolution was introduced and passed entitled: "A Resolution relating to the authorization of non-compliance with the Rear Yard Requirements of Ordi- nance Number 5549 for the. &Ft 1 2.25 feet of the North 90.31 feet of Lot 50, on Elm Street, in the Original Townsite of Salina, Saline County, Kansas." On motion of Commissioner Bull the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and Spangler (5) Nays. (0) Mayor approved the resolution and it is Numbered 2453. On motion of Commissioner Bull Board of Zoning Appeals adjourned. City Clerk
