Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull, EExline and Jaeger and City Attorney Barta responded. Commissioner McCune absent. The minutes of the Regular Meeting of November 8th, 1960 and Meeting of Board of Zoning Appeals were read and approved as read., Pursuant to Notice published in the Salina Journal bids were received for the sale of the following City of Salina, Kansas, Improvement Bonds: Series P-184 $452,725.10 Series P-185 $5512385.64 _ Total - - - - - 1,00 ,110.7i Name of Bidder Net Interest Cost to City I • City National Bank & Trust Company $274,443.31 I Ranson & Company $278,182.69 Stern Bros. and Company $278,524.98 Davidson -Vint -Sadler, Inc., $2833022.58 E. Missouri $284,091.86 Glore, Toergan & Company $292,499.42 Commissioner Jaeger moved to award bid to City National Bank and Trust Company, as lowest interest cost to the City, and return other bid checks. On motion of Commissioner Jaeger an ordinance was introduced for first read- ing entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, all in the sum of $452,725.10, to pay the cost . of improving certain streets in said City, to be designated as Series Number P-184." Contract Ordinance forthe construction of North Ohio Street and Oakdale Avenue Smoky Hill River Crossings introduced for first reading. Ordinance passed: )/`'L%l `✓, I q Q NumberC� Letter received from City Planning and Zoning Commission relating to Petition Number 2389 for rezoning of Lots 1, 22 3, Block 33 Phillip's East Salina,Addition, in the City of Salina,, Kansas, to Zone "D" . Commissioner Jaeger moved to table approximately three weeks, not definite. Jim Mize to be notified. Carried. City Engineer filed Plans and Specifications for the construction of Lateral Sanitary Sewer Number 426. Commissioner Exline moved to accept and approve. On motion of Commissioner Exline City Clerk was instructed to advertise for bidsfor the construction of Lateral Sanitary Sewers Numbered 426, 427 and 428, to be received up to and including Tuesday, December 6th, 1960 �at four o'clock P. M. • Contract to sign for Civil Defense Shelter in Salina Memorial Hall. On motion of Commissioner Bull, Mayor authorized to sign contract. Petition presented for curb sidewalks on Ruskin Road, Block 1, Claremont Heights Addition. On motion of Commissioner Jaeger petition referred to City Manager. Petition presented against rezoning of Lot 4, Sunset Village Addition to Zone "D". On motion of Commissioner Bull petition referred to City Planning Commission. Petition presented for curbing, guttering and paving of North Front Street, from South line of Union Pacific Right -of -Way, south to and connecting existing concrete paving. On motion of Commissioner Bull petition referred to City Attorney. • An ordinance was introduced and passed entitled: "An ordinance making an ap- propriation f or the payment of certain claims." On motion of Commissioner Exline the ordinance was read and adopted by sec- tions and on its final adoption the roll was called andthe following vote was had; Ayes: Ramsey, Bull, Exline and Jaeger (4) Nays: (0) Commissioner McCune absent. Mayor approved the ordinance and it is Numbered A-1042. On motion of Commissioner Jaeger the Board of Commissioners adjourned. Building Application received from Ed Bower for addition to one family dwell- ing at 1715 Beach Street. Commissioner Bull moved to refer to City Attorney and the Board of Coimplission- i ens to check and take up on December 6, 1960.. Hearing was held on Notice of Appeals filed by Fleming Motor Company, to the Board of Zoning Appeals,for non-compliance with Rear Yard Requirements for Lots 1,3,5,7,9,11,13,15 and 17, Block 63, Military Addition to the City of Salina, Kansas. No protests. Commissioner Exline moved to approve for resolution. A resolution was introduced and passed a titled: "A Resolution relating to the authorization of non-compliance with the Insufficient Side Yard Requirements of Sections 6 and 17, of Ordinance Number 5549 for Lots 1, 3, 5, 7, 9,11,13,15,17, Block 63, Military Addition to the City of Salim ,Saline County, Kansas." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had: Ayes: Ramsey, Bull, Ex2ine and Jaeger (4) Nays: (0) Commissioner McCune absent. Mayor ap- proved the resolution and it is Numbered 2434• On motion of Commissioner Bull, Board of Zoning Appeals adjourned. City Clerk
