05-17-1960 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • CUAMISSIONERS ROOM, SALIM, KANSAS. MAY 17th, 1960 Regular Meeting of the Board of Commissioners May 17, 1960. Meeting was called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull, Exline, Jaeger and McCune and City Attorney Barta responded. The minutes of the Regular Meeting of May 10th, 1960 were read andzpproved as read. Pursuant to Notice published in the Salina Journal bids were received for improvements in Indian Rock Park, (Job 404) as follows: McCollum Construction Company $22,414.60 Wilmoth Construction Company $22,422.10 Engineer's Estimate $p20,969.75 Commissioner McCune moved to reject all bids. Over Engineer's estimate. • An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with Construction Industries, Inc., for the construction of Ash Street and Elm Street Smoky Hill River Crossings, as designated and authorized by Resolution Numbers 2285 and 2286, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner McCune the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and McCune (5) Nays (0) Mayor approved the ordi- nance and it is Numbered 6445. An ordinance was introduced for secomireading entitled: "An ordinance describing the place of installation of certain sidewalks in the City of Salina, Kansas." On motion of Commissioner Bull the ordinance was read and adopted by sections and on its final adoption the roll was called and the followirr vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and McCune (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6445. No persons appeared to protest applicationfor Trailer Park on a plot of ground known as Replat of Moose Addition; including Blocks 1, 2, 3, 4, 5 and 6, in said Addition in the City of Salina., Kansas. Commissioner Exline moved to approve. A resolution was introduced and passed entitled: "A Resolution relating to authorization of use of certain lots as a Trailer Court within the City, under Section 13, ordinance Number 5549. • On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and t he following vote was had;; Ayes: Ramsey, Bull, F.xline, Jaeger and McCune (5) Nays: (0) Mayor approved the resolution and it is Num- bered 2356. Commissioner McCune moved that resolution be introduced for first reading for curbing, guttering and concrete paving Antrim Street from Santa Fe Avenue to Fourth Street." Resolution passed: Number City Manager reported on the following petitiors.: 2356 For extending Thirteenth Street from Woodland North to Pacific. McCune moved that City Manager notify petitioner. 2354 For sanitary sewer toserve York Street from Francis Street to Ohio Street. 22% Commissioner McCune moved to approve for ordinance. 2355 For paving Wilson Street from Hancock to Merrill. 100% Commissioner Exline moved to approve for resolution. 2353 Curbing, guttering and paving York Street from Francis to Ohio. 50% Commissioner Jaeger moved to approve for Resolution. • 2352 For sidewalks on Gebhart from Cloud to Charlotte. 50% Cominissioner Bull moved to approve for resolution. City Engineer filed Plans and Specifications for Lateral Sewers Numbered 423, 424 and 425, as provided by Ordinance Number 6443. Commissioner McCune moved to accept and City Clerk be instructed to advertise for bids to be received up to and including, Tuesday, June 7th, 1960 at four o'clock P. M. for the following sewers: Lateral Sewers 414, 4173 418, 419, 4203 421, 422, 423, 424, 425 and for Pi=ping Station. Chief of Police, Salmans, made report on Traffic, 400 Block, South Santa Fe Avenue Commissioner Bull moved to accept and put in effect. The following resolutions were introduced and passed: "A Resolution pertaining to extending and widening Highway U. S. 81 By -Pass." On motion of Commissioner Exline the resolution was adopted as read and on its • final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Exline, Jaeger and McCune (5) Nays: (0) Mayor approved the resolution and it is Numbered 2357- "A Resolution authorizing a contract between Salina Inc., and the Water Department of the City of Salina, Kansas-." On motion of Commissioner Bull the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Ex - line, Jaeger and McCum (5) Nays:. (0) Mayor approved the resolution and it is Num- bered 2358. "A Resolution relating to Application of the City of Salina, Kansas, dated, Febru- ary 16, 1960, filed with the Housing and Home Agency for an advance of $29,950.00 for preparation of plans for construction of Sewerage Facilities in the City of Salina, Kansas." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Ramsey, Bull, Ex]ine, Jaeger and McCune (5) Nays: (0) Mayor approved the resolution and it is Numbered 2359. Commissioner Jaeger made motion to allow space for "Go Carts" at Salina Municipal Airport. Carried. City Manager stated that seven Tennis Courts could be resurfaced for $1100.00. Commissioner Exline moved to approve. • Commissioner Jaeger moved to approve for Resolution, resurfacing in Sunset Park. Commissioner Jaeger moved to approve for Resolution, paving balance of Oakdale Park City Engineer filed Partial Estimate Number 7, in the amoun of $28,813.43 to Brows and Brown, Inc., for Street Improvements, Job Number 383• Approved by Commissioner Exline. Applicationfor driveway at 1700 South Ninth Street. Commissioner Bull moved to approve for thirty-foot driveway. Lease A,,reement entered into between the City of Salina, Kansas, and Sky Craft, Inc , for leasing the following described premises located at the Salina Municipal Airport: Hangar No. 2-E and "-W and Office Number 3, in the Administration Building consisting of 476 feet. Commissioner McCune moved to approve.
