Regular Meeting of the Board of CommissiomrsApril 26, 1960. Meeting was
called to order by Mayor Ramsey, the roll was called and Commissioners Ramsey, Bull,
Zkl,ito, Jaeger and McCune.and Acting CityAttorrie: Bengtson responded. City Attorney
Barta absent.
The minutes of t he Regular Meetirr of April 19th, 1960 were r ead and approved
as read.
Pursuant to Notice published in the Salina Journal bids werereceived for curb-
ing, guttering and asphalt paving certain streets provided for in Job 402 as follows:
Brown and Brown, Irr., $128,827.50
O.D. Wilmoth Construction Company $130,661.50
Doerfler-Y,rapff, Inc. $148,332.50
Engineer's Estimate $1382022.50
Commissioner Jaeger moved that contract be awarded to Brown and Brown., Inc., as
• per bid submitted in the amount of $128,827.50, and checks returned to unsuccessful
bidders.
Commissioner Jaeger moved that Contract Ordinance for Job 402 be introduced for
first reading.

Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and N. C. Grant as appraisers
for Job 402.

Commissioner McCune moved to reject all 'bids, as over Engineer's Estimate and
readvertise for bids to b e received May 10th, 1960 at four o'clock P. M.
Bids received for two Police Cars, April 19th, 1960,were again taken up by
the Board of Commissioners.
Commissioner McCune moved to award contract to Peterson Pontiac, Irc., as low
bidder of $1350.00.
The following letters received from City Planni.nc Commission:
Recommending that Petition Number 2342 filed by Roger VanBunnen for the re-
• zoningof Lots 1, 2, 3, 4 and a fraction of Lot 5, on Park Street, in Bishop's Addition
to the City of Salina, from Zone "C" to Zone "D" be approved.
I Commissioner McCune moved to accept and City Clerk publish Notice.
Recommending that Petition Numer 2343 filed by Adlore L. Conyac for permis-
sion to establish a Trailer Court as a special grant on Lot 19, Block 1, Wellington's
Addition be approved.
Commissioner Bull moved to accept and City Clerk publish Notice.
Recommending that Petition Number 2351 filed by Jack Beverly, M. L. Jarvis and
Tom Lillard, Jr., for rezoning from "A" to 'IF" a tract of land in the S. W.1/4 of
Section 14, Township 14 South,Range 3 West of the Sixth Principal Meridian in Saline
County, Kansas, be approved.
Commissioner Bull moved to approve and City Clerk publish Notice.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with the 0. D. Wilmoth Construction Company for the
construction of certain improvements on certain streets in the City of Salina, Kansas,
and providing for the issuance of temporary notes to pay the cost thereof pending the
issuance and sale of bonds."
On motion of Commissioner Bull the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Bull, Exling,Jaeger and MCCure (5) Nayst. (0) Mayor approved the ordinance
and it is Numbered 6437.
An ordinancewas introduced for second reading entitled: "An ordinance creat-
ing and defining certain lateral sanitary sewer districts in the City of Salina, Kansas,
designated as Lateral Sanitary Sewer Districts Numbered 417, 418 and 419, and providing
for the construction of Lateral Sanitary Sewers in said Lateral Sanitary Sewer Districts
Num ered 417, 418 and 419, so created and providing forthe payment of the cost thereof
and forthe levying of special assessments against the property in said district for the
paymen of the cost of such construction and forthe issuing of bonds to pay the cost
thereof".
On motion of Commissioner McCune the ordinan a was read and adopted by sect
and on its final adoption the roll was called and the following vote was had; Ayes:
Ramsey, Bull, Fxline, Jaeger and McCune (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6438.
An ordinance was introduced for secomu reading entitled: "An ordinance creat-

A resolution was introduced and passed providing for the issuance of
$460,000.00 Off -Street Parking, Temporary Notes.
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Bull, z;xline, Jaeger and McCune (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2327.
A Resolution was introduced and passed authorizing construction of North
Ohio Street Smoky Hill River Crossing.
On motion of Commissioner Jaeger the resolution was adopted as read and on
its final adoption the roll was caaled and the following vote was had; Ayes: Ramsey,
Bull, Exlis3, Jaeger and McCune (5) Nays: (0) Mayor approved theresolution and
it is Numbered 2328.
A resolution was introduced and passed authorizing construction of -AAlc
Smoky Hill River Crossirg .
On motion of Commissioner Jaeger the resolution was adopted as read and on its
final adoption the roll was called and Commissioners Ramsey, Bull, Exline, Jaeger and
McCune voted yes (5) Nays: (0) Mayor approved the resolution and it is Numbered
2329.
Resolution introduced for second reading. entitled: "A Resolution determining
necessity of and directing that the owner or owners of certain lots construct, in
compliance with plans and specifications of the City Engineer, a sidewalk, abutting said _.
lots within 30 days of the adoption and publication hereof and providing that in the
event the owner or owners fail to do so, that the City of Salina shall proceed to constru
or cause to be constructed said s idewalk and thatte total cost thereof shall be assessed
against such lot or lots on which such sidewalk shall abut as other special assessments."
On motion of Commissioner Bull the resolution was adopted as read and on its final
adoption the roll was called and the followirg vote was had; Ayes: Ramsey, Bull, Exline,
Jaeger and McCune (5) Nays: (0) Mayor approved the resolution and it is Numbered
2330.

curb, from the north line of Hamilton Avenue to t he north line of Lot 15, Block 49,

On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Bull, Exline, Jaeger and McCune (5) Nays: (0) Mayor approvedthe resolution and it
is Numbered 2332.

Wisconsin Street with concrete, Thirt-:--three (33 feet wide from b ack of curb to back

On motion of Commissioner McCune the resolution was adopted as read and on its

On motion of Commissioner McCune the resolution was adopted asread and on its

Mayor approved the resolution and it is Numbered 2341.
"A Resolution relating to the paving and grading of Seventh Street with con-
crete, Twenty-eight (28) feet wide, from tJDe of gutter to toe of gutter, from the north
line of Harsh Avenue tothe south line of Antrim Avenue."
On motion of Conmissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Ramsey,
Bull, Exl.ine, Jaeger and McCune (5) Nays: (0) Mayor approved the ordinance and
it is Numbered 2342.

Meeting of Board of Zoning Appeals, April 26th, 1960. Meeting was called
to order by Mayor Ramsey the roll was called and Commissioners Ramsey, Bull, Exli ne,
Jaeger and McCune and Acting City Attorney Bengtson responded. City Attorney
Barta absent.
Hearing was held on Appeal Notice filed by Hal Bloomquist, for non-compliance
with Side and Rear Yard setback requirements for Lot 18, Block 2, Highland Court
Addition; Salira, Kansas. (Street Address 359 Sunset Drive)
No protests.
A resolution was introduced and passed entitled: "A Resolution relating to
the authorization of non-compliance with the side -yard Requirements of Ordinance
Number 5549 for Lot 83 Block 2, Highland Court Addition, to the City of Salina,
Saline County, Kansas."
On motion of Commissioner Exlire the resolution was adopted as read and on its
