August 26, 1968
Regular Meeting of the Board of Commissioners met at 4:00 o'clock on
August 26, 1968. The meeting was called to order by Mayor Yost, the roll was called
and Commissioners Yost, Casebeer, Rundquist, Waddell, and Assistant City Attorney
Haggart responded. Commissioner Stark, City Attorney Bengtson and City Manager Olson
were absent.
The Minutes, of the Regular Meeting of August 19, 1968, were approved as mailed.
Bids were received for sewers in Job 467 - (Tucker Park, Prospect Street and
North Fifth Street) :
Lucas Plumbing & Heating $32,197.50
Brown & Brown, Inc. 37,718.00
Engineer's Estimate 38,204.00
A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to award
the bid to Lucas Plumbing & Heating for $32,197.50, subject to the approval of the
Engineering Department, and to introduce the Contract Ordinance for first reading.
Ayes: (4). Nays: (0). Motion carried.

The Consulting Engineer reported on the bids for the Variable Speed Drives
for the Sewage Lift Stations, and recommended the City Commissioners accept the bid
of Merriman and Hoeffner for $14,788.40. A motion was made by Commissioner Casebeer,
seconded by Commissioner Waddell to accept the recommendation of the consulting engineers
and accept the bid of Merriman and Hoeffner. Ayes: (4). Nays: (0). Approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying
and confirming a contract with Oscar M. Wilbur for the construction of certain improvements
in the City of Salina, Kansas, and providing for the issuance of Temporary Notes to pay
the cost thereof, pending the issuance and sale of bonds."
A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer,
to approve the ordinance by sections and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Stark absent.
Mayor approved the ordinance and it is numbered 7080. Carried. Ordinance was introduced
for first reading August 19, 1968.
The City Engineer reported on Petition Number 3007 for sanitary sewer to serve
Lot I, Block 7, and Lots I to II, inclusive, Block 8, in Meadowlark Acres Addition, and �-
recommended the sewer be installed. A motion was made by Commissioner Rundquist, seconded
by Commissioner Casebeer, to accept the recommendation of the City Engineer and to introduce
an ordinance for first reading defining Lateral Sanitary Sewer 509. Ayes: (4). Nays: (0).
Motion carried.

Mr. Will Pittinger, Vice-president of the Salina Breakfast Optimist Club was
present requesting the approval of the City for their club to sponsor and sanction drag
races at the old airport. A motion was made by Commissioner Waddell, seconded by
Commissioner Rundquist to refer the matter to the City Manager for a report back in the
near future. Ayes: (4). Nays: (0). Motion carried.
Salina Breakfast Optimist Club presented a sign showing emblems, place and
time of all Civic and Service Clubs meeting in Salina. These signs are to be placed at
the four main entrances to the City. The City Commissioners felt these were a very fine
project and wished them success.
Floyd Farley, Golf Course Architect, from Oklahoma City, Oklahoma, filed the
plans and specifications on the Municipal Golf Course. A motion was made by Commissioner
Waddell, seconded by Commissioner Casebeer to approve the plans and specifications and to
instruct the City Clerk to advertise for bids to be received on September 16, 1968.
Ayes: (4). Nays: (0). Motion carried.

Wilson and Company filed plans and specifications on Ash Street Storm Sewer.
A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to accept the
plans and specifications and to instruct the City Clerk to advertise for bids to be received
on September 16, 1968. Ayes: (4). Nays: (0). Motion carried.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and
providing for the exchange of certain real estate between the City of Salina, Kansas, and
William H. Graves, ET AL and authorizing the Mayor and City Clerk to execute the necessary
documents to complete such transfer."
A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist
to approve the Resolution as read and the following vote was had: Ayes: Yost, Casebeer,
Rundquist, Waddell (4). Nays: (0). Commissioner Stark absent. Mayor approved the
Resolution and it is numbered 3010. Carried.
A Merchant Police License application was filed by Ralph Waldo Dean, 347 North
Columbia, (to work for Midwest Security). A motion was made by Commissioner Waddell,
seconded by Commissioner Casebeer, to approve the license. Ayes: (4). Nays: (0).
License approved.

City Engineer filed Final Estimate on Job - Water & Sewer mains on East North
Street - to Lucas Plumbing & Heating Company, in the amount of $9,069.84. A motion was made "
by Commissioner Rundquist, seconded by Commissioner Waddell to approve the estimate.
Ayes: (4). Nays: (0). Approved.
City Engineer filed Final Estimate on Job 496 - Asphalt Resurfacing -,Part 1 -
to R. R. Ballou Construction Company, in the amount of $9,139.51. A motion was made by
Commissioner Rundquist, seconded by Commissioner Waddell to approve the estimate. Ayes: (4).
Nays: (0). Approved.
City Engineer filed Partial Estimate # 1 for Job 498 - Sidewalks - to Saum and Son
Construction Company, in the amount of $3,437.06. A motion was made by Commissioner
Rundquist, seconded by Commissioner Waddell to approve the estimate. Ayes: (4). Nays: (0).
Approved.
On a motion by Commissioner Rundquist, the Board of Commissioners adjourned.

The Mayor appointed Robert Frederick, Warren Garrett, and N. C. Grant as
appraisers for Job 467• A motion was made by Commissioner Rundquist, seconded by
Commissioner Waddell to approve the appointments. Ayes:(4). Nays: (0). Motion carried.
