08-19-1968 Minutes476 COMMISSIONERS' ROOM Salina, Kansas August 19, 1968 Regular Meeting of the Board of Commissioners met at 4:00 o'clock on August 19, 1968. The meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Stark, Waddell, Assistant City Attorney Haggart and City Manager Olson responded. City Attorney Bengtson absent. The Minutes, of the Regular Meeting of August 12, 1968, were approved as mailed. Bids were received on Variable Speed Drive for Sewage Lift Stations: Tippit Construction Company Paola, Kansas. Alternate # 2, Part 3 $21,810.00 Merriman & Hoeffner Salina, Kansas Alternate # 1, Part 3 17,343.00 Alternate # 2, Part 3 14,788.40 Alternate # 3, Part 3 16,664.00 Engineer's Estimate Part 1 $12,500.00 Part 2 11,800.00• Part 3 24,000.00 Part 4 No Bid A motion was made by Commissioner Waddell, seconded by Commissioner Stark, to refer the bids to the consulting Engineers to be evaluated and that a report will be made by them to the City Commissioners next Monday, August 26, 1968. Bids were received on Marymount Sidewalk Job 501: Oscar M. Wilbur, Salina, Kansas Engineer's Estimate $ 2,124.40 2,44o.00 A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to award the bid to Oscar M. Wilbur, as low bidder, and to introduce the Contract Ordinance for first reading. Ayes: (5). Nays: (0I). Motion carried. Ordinance Passed: l- Z 1969 Number: ADVO The City Commissioners reconsidered Petitions 3011 and 3012 for the vacation of the north and south alley first west of Santa Fe Avenue, between Republic and Beloit. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell that no action be taken on these petitions. Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: Casebeer (1, Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for the year 1968." A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and -it is numbered 7078. Carried. Ordinance was introduced for first reading August 12, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots and the parkways abutting thereon, in the City of Salina, Kansas." A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7079. Carried. Ordinance was introduced for first reading August 12, 1968. 1 i A letter was received from the Salina City Planning Commission relating to their reconsideration of Petition 3003, filed by Glenn Mason for the rezoning of Lot 12, Block 5, Replat of Faith Addition, showing the vote of the members present as Ayes: (4). Nays: (1) Abstaining:(2). A majority of the members present voted for the rezoning. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to approve the rezoning and to introduce the Rezoning Ordinance for first reading.. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to refer the Preliminary.Plat to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A Tree Trimming Application was filed by Dennis Brake, 511 North 13th. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to approve the license. Ayes: (5). Nays: (0). License approved. A Statement for professional services on Lakewood Park was filed by Bucher and Willis, Consulting Engineers, Planners, Architects, in the amount of $6,500.00. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the payment. Ayes: (5). Nays: (0). Approved. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to 1 approve the Ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1448. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) I A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the Ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the I ordinance and it is numbered A-1449. Carried. A Public Hearing was held at 5:00 PA. on the Northeast Industrial Park Urban Renewal Project. After considerable discussion a Resolution was introduced and passed entitled: "A RESOLUTION of the Governing Body of the City of Salina, Kansas, approving the Urban Renewal Plan and the Feasibility of Relocation for Project No. Kansas R-29." A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the Resolution as read and to also approve an agreement between the Urban Renewal Agency and the City of Salina, to provide local non-cash grant in aid. The following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3009. Carried.
