07-29-1968 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas IJuly 29, 1968 Regular Meeting of the Board of Commissioners met at 4:00 o'clock on July 29, 1968.1 The meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded.; i The Minutes, of the Regular Meeting of July 22, 1968, were approved as mailed. The City Engineer filed Plans and Specifications on Prospect Street Sewer. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the Plans and Specifications as submitted. Ayes: (5). Nays: (0). Carried. The City Engineer reported on Marymount Sidewalk set back, and recommended a set back of 5 feet. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to accept the City Engineer's recommendation and approve a 5 foot set back. Ayes: (4). Nays: (0). Abstained: (1). A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain sidewalk improvements, ordering preparation of Plans and specifications, and the estimate of costs." A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to approve the Resolution as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: Casebeer (1). Mayor approved the Resolution and it is numbered 3006. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the temporary investment of approximately $900,000.00 of Idle Funds of the City of Salina, Kansasj" A motion was made by Commissioner Stark, seconded by Commissioner Waddell to approve the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3007. Carried. s Kennedy and Coe submitted a proposal for the 1968 Audit. A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to accept the proposal. Ayes: (5). i Nays: (0). Approved. Plans and specifications were filed for a variable speed drive coupling for each of two sewage lift stations on East Ash Street. A motion was made by Commissioner Rundquist seconded by Commissioner Waddell to accept the plans and specifications and to instruct the City Clerk to advertise for bids to be received on August 19, 1968. Ayes: (5). Nays: (0). Approved. Petition Number 3011 was filed by Irene Ford asking for the vacation of the north and south alley first west of Santa Fe Avenue. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to refer the petition to the City Manager to be checked and for a report back next week. Ayes: (5). Nays: (0). Carried. The City Manager recommended the parking on the south side of East Prescott Road, from Guernsey Drive to Ohio Street be prohibited. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to accept the recommendation and prohibit the parking. Ayes: (5). Nays: (0). Carried. The Mayor went on record thanking the citizens of Salina for their fine hospitality' and behavior on behalf of the recent visit of Vice -President Hubert H. Humphrey, and a special thanks to the Police Department for their many extra hours of work. City Engineer fined Final Estimate for Job 485 - Improvements around the Civic Center - Brown and Brown, Inc. in the amount of $17,765.18, and included in this amount was Change Order Number 1 in the amount of $6,991.48. A motion was made by Commissioner Rundquist seconded by Commissioner Casebeer to approve the Estimate and Change Order. Ayes: (5). Nays: (0). Approved. The meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes, of the Regular Meeting of July 29, 1968, were approved as mailed. The City Manager reported on Petition Number 3011, for the vacation of the north and south alley first west of Santa Fe Avenue, between Republic and Beloit. After considerable discussion, a motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to table the petition for further study, until the meeting of August 19, 1968. Ayes: (5). Nays: (0). Motion carried. A letter was received from the Salina City Planning Commission recommending the denial of Petition Number 3003 for the rezoning of Lot 12, Block 5, Replat of Faith Addition to District "DD". A motion was made by Commissioner Stark, seconded by Commissioner Waddell to return the petition to the Salina City Planning Commission for further study. Ayes: (5). Nays: (0). Motion carried. An affidavit was filed by Donald L. Tucker d/b/a City Bus Service for a motor fuel tax refund in the amount of $84.52, from April 1 through May 29, 1968. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the refund. Ayes: (5). Nays: (0). Refund approved. An application for the renewal of Merchant Police License was filed by Paul J. Gestl, d/b/a Merchant's Special Police Service. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to approve the application. Ayes: (5). Nays: (0). Application approved. An application for the renewal of Merchant Police License was filed by Leon J. Dinkel, d/b/a Midwest Security. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to approve the application. Ayes: (5). Nays: (0). Application approved. A Tree Trimming application was filed by Byron J. Torrance, d/b/a T & T Tree Service, 505 West Cloud. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to approve the application. Ayes: (5). Nays: (0). Application approved. A Tree Trimming application was filed by W. T. Frederking, d/b/a King Lawn Service, 809 University. A motion was made by Commissioner Stark, seconded by Commissione Rundquist to approve the application. Ayes: (0). Nays: (0). Application approved. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to introduce an ordinance for first reading adopting the 1967 Edition of the Uniform Plumbing Code. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to refer the application to the City Attorney to be checked. Ayes: (5). Nays: (0). Motion carried. The City Engineer filed Partial Estimate # 1 for Job 494, Ridgeview Addition Improvements, Brown & Brown, Inc. in the amount of $24,299.88. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the Estimate. Ayes: (5). Nays: (0). Approved. The City Engineer filed Partial Estimate # 1 for Job 490, Paving and sewer Improvements for Idlewilde Gardens, Brown & Brown, Inc., in the amount of $18,968.22. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the Estimate. Ayes: (5). Nays: (0). Approved. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
