Regular Meeting of the Board of Commissioners met at 4:00 o'clock on July 8, 1968.'
The meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost,
Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded.
The Minutes, of the Regular Meeting of July 1, 1968, were approved as mailed.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
A motion was made by Commissioner Waddell, seconded by Commissioner Stark, to
approve the ordinance by sections, and on its final adoption the following vote was had:
Ayes: Casebeer, Stark, Waddell (3). Nays: Yost, Rundquist (2). Mayor approved the ordinance
and it is numbered 7072. Carried. Ordinance was introduced for first reading July 1, 1968
An ordinance was introduced for second reading entitled: "AN ORDINANCE creating
and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas,
designated as Lateral Sanitary Sewer District Number 508, and providing for the construction'
of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 508, so created
and providing for the payment of the cost thereof and for the levying of special assessments
against the property in said district for the payment of the cost of such construction and
for the issuing of bonds to pay the cost thereof."
A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to
approve the ordinance by sections, and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the
ordinance and it is numbered 7075. Carried. Ordinance was introduced for first reading
July 1, 1968.
Petition Number 3007 was filed by Raymond E. Haggart for the installation of
sanitary sewer in Blocks 7 and 8, Meadowlark Acres Addition. A motion was made by Commissioner
Casebeer, seconded by Commissioner Waddell to refer the petition to the City Engineer to be
checked. Ayes: (5). Nays: (0). Carried.
Petition Number 3008 was filed by property owners on Talley Drive, protesting
the Cable TV Poles on their parking. A motion was made by Commissioner Stark, seconded by
Commissioner Waddell to refer the petition to the City Manager to be checked. Ayes: (5)•
Nays: (0). Carried.
A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to
authorize a one step increase in current pay plan for all city employees, effective July 1,
1968. Ayes: (5). Nays: (0). Carried.
A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to
approve the ordinance by sections, and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5)• Nays: (0). Mayor approved the
ordinance and it is numbered 7073. Carried. Ordinance was introduced for first reading

An ordinance was introduced for second readnng entitled: "AN ORDINANCE authorizing
Salina, Kansas, to call an election for the purpose
and directing the officers of the City of
of submitting to the qualified electors of said City the following proposition: Shall the
City of Salina, Kansas, issue its general obligation bonds in the amount not to exceed
$5,400,000.00 pursuant to the provisions of K.S.A. 12-1736 to 12-1739 for the purpose of
acquiring a site for the constructing, furnishing and equipping a public building to be
used for convention, community and recreational activities to stimulate economic activity
in said city."
A motion was made by Commissioner Stark, seconded by Commissioner Rundquist, to
approve the ordinance by sections, and on its final adoption the following vote was had:
Ayes: Yost Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the
ordinance and it is numbered 7074. Carried. Ordinance was introduced for first reading
July 1, 1968.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the construction of certain sidewalks, for the payment of the cost thereof, and how the
same shall be assessed and the manner of the payment therefor."
A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to
approve the ordinance by sections, and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the
ordinance and it is numbered 7075. Carried. Ordinance was introduced for first reading
July 1, 1968.

Marymount to 1,908 feet east. Ayes: (5). Nays: (0). Carried.

A motion was made by Commissioner Stark, seconded by Commissioner Casebeer, to
approve the ordinance by sections and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1442. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
A motion was made by Commissioner Stark, seconded by Commissioner Casebeer, to
approve the ordinance by sections and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1443. Carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.
