05-27-1968 MinutesA54 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas I May 27, 1968 Regular Meeting of the Board of Commissioners was held at 4:00 o'clock on May 27, 1968. The Meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Rundquist, Stark, Waddell, Assistant City Attorney Haggart and City Manager Olson responded. Commissioner Casebeer and City Attorney Bengtson absent. The Minutes, of the Regular Meeting of May 20, 1968, were approved as mailed. The Mayor proclaimed the week of May 27 through June 1 "J.O.Y. Week". (Job Opportunity for Youth) Bids were to be received for Job 494 Ridgeview Addition Improvements. No bids were accepted due to the amending of Resolutions changing assessments from 10 to 20 years. Ah ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown and Brown, Inc. for the construction of certain improvements in the Cit of Salina Kansas and P y providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On a motion by Commissioner Waddell, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the ordinance and it is numbered 7059. Carried. Ordinance was introduced for first reading May 20, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE establishi a Building Code Advisory Board for the City of Salina, Kansas, and prescribing the duties and functions thereof." On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the j ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the ordinance and it is numbered 7060. Carried. Ordinance was introduced for first reading May 20, 1968. A resolution was introduced and passed entitled: "A RESOLUTION amending Resolution Number 2990 determining the advisability of sanitary sewer, water mains and pavement improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City at Large and repealing said original Resolution." On a motion by Commissioner Waddell, seconded by Commissioner Stark, the Resolution was -approved as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the Resolution and it is numbered 2994. Carried. A resolution was introduced and passed entitled: "A RESOLUTION amending Resolution Number 2991 authorizing and ordering certain sanitary sewer, water mains and pavement improvements, ordering preparation of plans and specifications, and the estimate of costs and repealing said original Resolution." On a motion by Commissioner Waddell, seconded by Commissioner Stark, the Resolution was approved as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Qommissioner Casebeer absent. Mayor approved the Resolution and it is numbered 2995. Carried. City Engineer filed Plans and Specifications for Lateral Sanitary Sewer Number 5071 on North Fifth Street. A motion was made by Commissioner Rundquist, seconded by Commissioned Waddell to accept and approve the Plans and Specifications. Ayes: (4). Nays: (0). Carried; i A letter was received from the Salina City Planning Commission recommending Petition Number 2906, filed by the Smoky Hill Development Company, for the rezoning of a tract or land west of Ohio Street and North of Elmhurst Boulevard to District "D" be approve After considerable discussion by interested parties ,on thg pros and cons of the rezoning, a motion was made by Commissioner Stark", seconded by Commissioner Rundquist to table the matter until June 24, 1968 for further discussion. Ayes: (4). Nays: (0). Carried. 1 j— I I A letter was received from the Salina City Planning Commission recommending Petition Number 2997, filed by Prudential Savings Association, for the rezoning of the South 60 feet of Lot 4, Santa Fe Avenue, Prescott Addition to the City of Salina to District "DD'', be approved. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to accept the recommendation of the Salina City Planning Commission and approve the rezoning. Ayes: (4). Nays: (0). Approved. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to introduce an ordinance for first reading for the rezoning of the above described property. Ayes: (4). Nays: (0). Approved. i Ordinance Passed: Iglo Number: Petition Number 3000 was filed by Cecil Roy Dooley for 2 way parking on Eleventh Street from South Street to Morrison Street. A motion was made by Commissioner Stark, seconded by Commissioner Waddell to refer the petition to the City Engineer for further study, and to report back on June 10, 1968. Ayes: (4). Nays: (0). Carried. I The City Manager reported on Petition Number 2999, filed by Ralph E. Brown for the vacation of a utility easement in Block 9, Replat of Garden Home Addition. He reported that the City received a letter from KP S L and that they have no objections, and that the City has no objections. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to approve the vacation of the easement. Ayes: (4). Nays: (0). Approved. I I A motion was made by Commissioner Waddell, seconded by Commissioner Stark to j introduce an ordinance for first reading for the vacation of the utility easement in Block 9 j Replat of Garden Home Addition, reserving the right to maintain, repair and replace a sanitary sewer therein. Anderson reappointed to May 21, 1973. i A motion was made by Commissioner Stark, seconded by Commissioner Waddell to introduce an ordinance for first reading to amend the Cab Driver License Ordinance Sections 34- 89&96 of The Salina Code to $5.00 for the first license and $1.00 for renewal.
