05-20-1968 Minutesi COMMISSIONERS PROCEEDINGS - REGULAR MEETING i COMMISSIONERS' ROOM Salina, Kansas May 20, 1968 Regular Meeting of the Board of Commissioners was held at 4:00 o'clock on May 20, 1968. Meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes, of the Regular Meeting of May 13,1968, were approved as mailed. i Bids were received on Job 490 for Paving and Sanitary Sewer to serve Idlewilde Gardens: Brown s Brown, Inc. $58,927.30 Rhoades Construction Company 68,797.10 Hunter Construction Company 66,302.35 Engineer's Estimate 59,354.00 1 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to award the bid to Brown & Brown, Inc. for $58,927.30, subject to approval of the Engineering Department and to introduce an ordinance for first reading for a contract for Job 490. Ayes: (5). Nays: (0). Carried. Ordinance Passed: 27� 1968Number: 7059 Bids were received on the residential structure at the old airport: A N. B. Holcom $578.67 Francis Roesner 515.02 A motion was made by Commissioner Waddell, seconded by Commissioner Stark to accept the bid of N. B. Holcom for $578.67, and the structure must be removed within 90 days. Ayes: (51 Nays: (0). Approved. i The City Engineer filed Plans and Specifications for Job 494 for the Ridgeview Addition Improvements. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the plans and specifications and to instruct the City Clerk to advertise for bids to be received on May 27, 1968. Ayes: (5). Nays: (0). Carried. i An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown s Brown, Inc. for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7056. Carried. Ordinance was introduced for first reading May 13, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for pool cab service within the City of Salina; defining the type of service, requirements for operation and establishing the rate therefor.'' On a motion by Commissioner Stark, seconded by Commissioner Waddell, the ordinance was adopted by sections and Section 2 was amended to read "Three or more" instead of "Two or more"; and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7057. Carried. Ordinance was introduced for first reading May 13, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the collection of the special assessments in Country Club Heights Addition Number 4 in twenty equal installments; amending Section 2 of Ordinance Number 7051 and repealing said original section." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Stark, Waddell (4). Nays: (0). Commissioner Rundquist abstained. Mayor approved the ordinance and it is numbered 7058. Carried. Ordinance was introduced for first reading May 13, 1968. Petition Number 2999 was filed by Ralph E. Brown, for the vacation of a utility easement in Block 9, Replat of Garden Home Addition. A motion was made by Commissioner Stark, seconded by Commissioner Waddell to refer the petition to the City Manager and City Engineer for checking and a report on May 27, 1968. Ayes: (5). Nays: (0). A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0). Approved. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to introduce an ordinance for first reading establishing a Building Code Advisory Board. Ayes: (5). Nays: (0). Approved. Ordinance Passed:?� Number: �DrrOA The City Attorney reviewed the two ordinances presented by Virginia Brockway and reported the City has adequate ordinances covering her requests. Mr. Pruitt, Commander of the VFW was present asking for permission to have a fireworks display at Lakewood Park on July 4, 1968. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to grant permission. Ayes: (5). Nays: (0). Carried; An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the { ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1436. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." Carried. s A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to approve a bill of Bucher & Willis for inspection services of the Police Administration Building from January 1 to April 30, 1968, in the amount of $4,537.92• Ayes: (5). Nays: Carried. On a motion by Commissioner Waddell, the Board of Commissioners adjourned. D. L.
