05-13-1968 Minutesr() COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas May 13, 1968 i Regular Meeting of the Board of Commissioners was held at 4:00 o'clock on May 13, 1968. Meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 6, 1968, were approved as mailed. Bids were received for 6 months supply of gasoline for Central Garage. The Bids were opened and tabulated by the City Clerk. On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the bid was awarded to Sunray DX, Tulsa, Oklahoma, as low bidder for the six months period beginning May 22, 1968 to November 22, 1968. (Regular .1149; Ethyl .12490; Average (3 to 1) .12240) The City Engineer filed Plans and Specifications for Job 490.- Wates and Sewer Mains to serve Idlewilde Gardens. A motion was made by Commissioner Rundquist, seconded by Casebeer to accept the Plans and Specifications as filed./,, Ayes: Casebeer, Rundquist, Yost(3 Nays: Stark, Waddell (2). Carried. The City Engineer filed Plans and Specifications for Job 467 - Sewer Mains to serve Tucker Park Addition. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to accept the Plans and Specifications as filed. Ayes (5). Nays: (0). Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 507, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 507, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to adopt the ordinance by sections, and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7055• Carried. Ordinance was introduced for first reading on May 6, 1968. A Resolution was introduced for second reading entitled: "A RESOLUTION determining necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk, abutting said lots within 45 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to approve the resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 2992• Carried. Resolution was introduced for first reading May 6, 1968. A Tree Trimming Application was filed by Roy E. Willey d/b/a Willey's Tree Trimming, 828 North Third. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to approve the application. Ayes: (5). Nays: (0). Carried. A Resolution was introduced and passed entitled: "WHEREAS, the UNION PACIFIC RAILROAD COMPANY has tendered to the CITY OF SALINA, State of Kansas, an agreement extending to and including May 16, 1973, the term of contract dated June 24, 1963, covering encroachment of a 12 inch water pipe line on the McPherson Branch right-of-way at Salina, Kansas; said agreement being identified as Railroad Company's C.D. No. 47349-A;" A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 2993• Carried. 1 n 1 45-1 A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to introduce an ordinance for first reading to ratify and confirm a contract with Brown & Brown; Inc. for Job 485. Approved Ordinance Passed: tea -4 z Number: A motion was made by Commissioner Stark, seconded by Commissioner Waddell to introduce an ordinance for first reading to provide Pool Cab Service for the City of Salina. Ayes: (5). Nays: (0). Approved. Ordinance Passed: f{�p, �/ Number: 7o 5 A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to instruct the City Clerk to advertise for sealed bids for the residential structure located at the old airport property on East Crawford, to be received on May 20, 1968. Ayes: (5). Nays: (0). Approved. Don Smith, representing a Boy Scout Troop, was present and wanted permission to put individual house numbers on the curbs, and to be sold for $1.00. The City Commissioners had no objection to the Scout Troop doing this. Commissioner Stark was to check with the Community Chest Board to see if they had any reasons the troop could not do this. (no motion) Virginia Brockway, 881 Osage, presented two ordinances for the Commissioners consideration. The ordinances were given to the City Attorney for checking and study. (no motion) j Don Williams presented a petition requesting the assessments be changed from 10 years to 20 years in Country Club Heights Addition Number 4. (Petition was numbered 2998) A motion was made by Commissioner Waddell, seconded by Commissioner Stark, to give the Ridgeview owners the same chance for 20 year assessments. Ayes: (5). Nays: (0). Carried. A motion was made by Commissioner Stark, seconded by Commissioner Waddell to introduce an ordinance for first reading to amend the special assessment ordinance No. 7051 for Country Club Heights Addition # 4.
