05-06-1968 Minutes`-i 4 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas May 6, 1968 Regular Meeting of the Board of Commissioners May 6, 1968. Meeting was called to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist, Waddell, City Attorney Bengtson and City Manager Olson responded. Commissioner Stark absent. The Minutes, of the Regular Meeting of April 29, 1968, were approved as mailed. The Mayor proclaimed the Month of May - "ABWA SCHOLARSHIP MONTH". The Mayor proclaimed May 11, 1968 - "AMERICAN LEGION AUXILIARY POPPY DAY". Bids were received on an Aircraft Crash Rescue and Fire Fighting Unit: American Fire Apparatus Company $49,785.12 A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to accept the bid of American Fire Apparatus Company of $49,785.15 subject to the approval of the Fire Chief. Carried. Bids were received on Chain Link Fence for the Schilling Sewage Plant: Presley Builders, Inc. $4,152.00 United States Steel Corporation 4,365.00 Engineer's Estimate 5,274.00 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to accept the bid of Presley Builders, Inc of $4,152.00. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Stark absent. I Mayor approved the ordinance and it is numbered 7054. Carried. Ordinance was introduced for first reading on April 22, 1968. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain sanitary sewer, water mains and pavement improvements, ordering preparatio of plans and specifications and the estimate of costs." (Job 494 On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the Resolution was approved as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Stark absent. Mayor approved the Resolution and it is numbered 2991. Carried. The City Engineer reported on Petition 2984 for a sanitary sewer to serve an area on North Fifth Street north of Euclid Street. On a motion by Commissioner Rundquist, seconded by Commissioner Waddell an ordinance creating and defining the Lateral Sanitary Sewer District was introduced for first reading. Carried. Ordinance Passed:,,, 1$ ig(�$ Number: 7055 The City Engineer reported there are -adequate signers o.n Petitions 2994 and 2395 for sidewalks in Key Acres and Bonnie Ridge Additions. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell the Engineer's Report was accepted and a Resolution was introduced for first reading determining the necessity of and directing the owner or owners of the certain lots to construct sidewalks within 45 days. Resolution Passed: Number: The City Engineer reported Petition 2996 has 100% property owner signatures for a curb sidewalk in Block 5, Garden Home Addition. On a motion by Commissioner Waddell, seconded by Commissioner Rundquist the curb type sidewalk was approved. 1 1 1 1 1 149 A letter was received from the Salina City Planning Commission recommending Petition Number 2992 for the rezoning of the South 70 feet of Lot 2, all of Lot 4, and the north 80 feet of Lot 5, except the South 65 feet of the West 125 feet, Block 2, in the Replat of Beebe's Second Addition be denied. On a motion by Commissioner Rundquist, seconded by Commissioner Casebeer, the recommendation was accepted and the petition was denied. Carried. A beer license transfer of location for the P J Lounge from 201 South Santa Fe to 433 South Broadway was filed. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the transfer. Carried. A letter was filed by Donald Tucker d/b/a City Bus Service giving official notice! that bus service will be discontinued as of 5:45 P.M. on May 31, 1968. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to acknowledge acceptance of the letter. Carried. i An affidavit was filed by Donald Tucker d/b/a City Bus Service for a Motor Fuel Tax Refund in the amount of $122.84 for the period of January 1, 1968 to April 1, 1968. A motion was made by Commissioner Rundquist, st, seconded by Commissioner Casebeer, to approve the refund. Carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer, to authorize the Mayor to sign a contract with Bucher and Willis for the Community Renewal Program (CRP). Carried. Don Moden was present asking for permission to use a portion of the old Airport for model airplane flying. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to give the American Model Association permission to use the South 250 feet of the taxiway after signing a release with the City. Carried. The City Engineer filed Partial Estimate Number 5 on Job 485 - Brown & Brown, Inc; for improvements around the Civic Center in the amount of $43,621.42. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the estimate was approved. Carried. The City Engineer filed Partial Estimate Number 1 on Job 492 - Lucas Plumbing Company for water and sewer mains on East North Street in the amount of $17,028.51. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the estimate was approved. Carried. The City Engineer filed Final Estimate on Job 491 - Lucas Plumbing Company for water and sewer mains for the South Industrial Area in the amount of $5,926.77. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the final estimate was approved. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On a motion by Commissioner Waddell, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Waddell (4). Nays: (0). Commissioner Stark absent. Mayor approved the ordinance and it is numbered A-1434. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
