COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM
Salina, Kansas
April 29, 1968
Regular Meeting of the Board of Commissioners April 29, 1968. Meeting was called
to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist,
Stark, Waddell, City Attorney Bengtson and City Manager Olson responded.
The Minutes, of the Regular Meeting of April 22, 1968, were read and approved.
The Mayor proclaimed the Week of May 1 through 7, 1968, "EPSILON SIGMA ALPHA
INTERNATIONAL WEEK".
The Mayor proclaimed the Week of May 5 through 12, 1968, "NATIONAL MUSIC WEEK".
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and
ordering certain sanitary sewer improvements, ordering preparation of plans and specificatio s,
and the estimate of costs."
j On a motion by Commissioner Casebeer, seconded by Commissioner Rundquist, the
Resolution was approved as read and the following vote was had: Ayes: Yost, Casebeer,
! Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numberedt
I 2988. Carried.
j A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and

specifications, and the estimate of costs."
On a motion by Commissioner Rundquist, seconded by Commissioner Waddell, the
Resolution was approved as read and the following vote was had: Ayes: Yost, Casebeer,
I Rundquist, Stark, Waddell (5). Nays; (0). Mayor approved the Resolution and it is
numbered 2989. Carried.
A hearing was held on Resolution Number 2984 for sanitary sewer, water mains and
pavement to serve all of Ridgeview Addition. Job 494. Property owners appeared in person
to protest the method of assessment. This was changed from Square foot method to one
improvement district and the cost of said improvements to be assessed 20% against Lot 7
and 10% against each of Lots 1, 2, 3, 4, 5, 6, 8, and 9. On a motion by Commissioner Stark,
seconded by Commissioner Rundquist the change of assessment was approved. Carried.
{ A Resolution was introduced and passed entitled: "A RESOLUTION determining the j
I advisability of sanitary sewer, water mains and pavement improvements, estimating the cost
thereof, defining the boundaries of the improvement district, method of assessment, and
apportioning the cost between the improvement district and the City at Large."
On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the

Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is
numbered 2990. Carried.

A letter was received from Home Builders Association of Salina on April 15, 1968
about "Master Board". The City Attorney reported there was not enough information in the
letter for him to write an ordinance. He has a meeting scheduled with the Home Builders
j Association to determine what they desire in the ordinance.
Journeymen Plumbers were present protesting the adoption of a "Master Board" as
presented by the Home Builders Association.
The City Engineer reported that Petition Number 2993 for the paving of Third
Street, from Otis to Euclid has only 32.5% in favor of the paving. No action was taken
by the Commissioners.
Petition Number 2994 was filed by C. L. Olson, D.V.M., Past Pres. of Coronado
PTA for sidewalks in Key Acres Addition. A motion was made by Commissioner Casebeer,
seconded by Commissioner Stark to approve set back sidewalks and was referred to the City
Engineer for the checking of signatures. Carried.
Petition Number 2995 was filed by C. L. Olson, D.V.M., Past Pres. of Coronado
PTA for sidewalks in Bonnie Ridge Addition. A motion was made by Commissioner Casebeer,
seconded by Commissioner Stark to approve set back sidewalks and was referred to the City
Engineer for the checking of signatures. Carried.

Petition Number 2996 was filed by Ralph E. Brown for permission to install
sidewalks in Block 5 in Garden Home Addition. A motion was made by Commissioner Casebeer,
seconded by Commissioner Waddell to refer the petition to the City Engineer for checking.
Carried.
Petition Number 2997 was filed by Prudential Savings Association for the
Rezoning of the South 60 feet of Lot 4 on Santa Fe Avenue, Prescott Addition to District
"DD". A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to refer
the petition to the Salina City Planning Commission. Carried.
A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to
set the date of May 13, 1968 to receive bids for gasoline for six months period for Central
Garage; and the City Clerk was instructed to advertise for bids.
A motion was made by Commissioner Waddell, seconded by Commissioner Stark to
instruct the City Manager to notify Donald Tucker d/b/a City Bus Service that the City
would stop subsidizing him as of May 31, 1968.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.
