COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM

April 22, 1968
Regular Meeting of the Board of Commissioners April 22, 1968. Meeting was called
to order by Mayor Yost, the roll was called and Commissioners Yost, Casebeer, Rundquist,
Stark, Waddell, City Attorney Bengtson and City Manager Olson responded.
Job 496.
The Minutes, of the Regular Meeting of April 15, 1968, were read and approved.
The Mayor proclaimed the Week of April 21 to 28 "NATIONAL YWCA WEEK".
The Mayor proclaimed the Week of April 21 to 28 "SALINA TWINS WEEK".
Bids were received on Resurfacing and Resealing Streets in the 1968 program.

On a motion by Commissioner Waddell, seconded by Commissioner Stark, the bid
was awarded to Ballou Construction for Part I, and Brown and Brown, Inc. for Part II.
Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On a motion by Commissioner Casebeer, seconded by Commissioner Stark the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes: Yost,
Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it
is numbered 7052. Carried. Ordinance was introduced for first reading April 8, 1968.
A hearing was held on Resolution Number 2982 for sanitary sewer for Tucker Park
Addition - Job 467. No protests, written or oral, were filed. On a motion by Commissioner
Casebeer, seconded by Commissioner Stark, the hearing was adjourned.
A Resolution was introduced and passed entitled: "A RESOLUTION determining the
advisability of sanitary sewer improvements, estimating the cost thereof, defining the
boundaries of the improvement district, method of assessment, and apportioning the cost
between the improvement district and the City at Large."
On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the
Resolution was adopted as read and the following vote was had: Ayes: Yost, Casebeer,
Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is
numbered 2985. Carried.
A hearing was held on Resolution Number 2983 for paving and sanitary sewer for
Idlewilde Gardens - Job 490. No protests, written or oral, were filed. On a motion by
Commissioner Casebeer, seconded by Commissioner Stark, the hearing was adjourned.
A Resolution was introduced and passed entitled: "A RESOLUTION determining the

A letter was received from the Salina City Planning'Commission recommending the
approval of Petition Number 2990 filed by Weeks, Inc. for the rezoning of Lot 8, Fifth
Street, Holland's Addition to District "D". A motion was made by Commissioner Casebeer,
seconded by Commissioner Rundquist to accept the recommendation of the Salina City Planning
Commission and approve the rezoning; and to introduce an ordinance for first reading.

A letter was received from Kansas Wesleyan University withdrawing their request
for permission to construct a high voltage line over Claflin Avenue. A motion was made by
Commissioner Stark, seconded by Commissioner Rundquist to accept their letter of withdrawal.
Carried.
A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to
introduce an ordinance for first reading to call a Special Election for the Multi -Purpose
Building, to be held on May 21, 1968. Approved.

On a motion by Commissioner Stark, seconded by Commissioner Rundquist, the City
Clerk was instructed to advertise for bids to be received on May 6, 1968 for Chain Link
Fence to enclose Sewage Treatment Plant # 2 - Job 497. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION approving and
providing for execution of proposed contract for Community Renewal Program Grant No. Kans.
R-53 (CR) (G) Between the City of Salina, Kansas and the Unites States of America pertaining
to the preparation of Community Renewal Program No. Kans. R-53 (CR).
On a motion by Commissioner Rundquist, seconded by Commissioner Waddell, the
Resolution was approved subject to the approval of the legal department, and the following
vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor
approved the Resolution and it is numbered 2987. Carried. _
A motion was. made by Commissioner Casebeer, seconded by Commissioner Stark to
call a special meeting for the purpose of passing an ordinance to call a Special Election
for the Multi -Purpose Building, to be held on May 21, 1968. Approved.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills)
On a motion by Commissioner Waddell, seconded by Commissioner Rundquist, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1432. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
On a motion by Commissioner Waddell, seconded by Commissioner Rundquist, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the
ordinance and it is numberes A-1433. Carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.
