04-08-1968 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas April 8, 1968 Regular Meeting of the Board of Commissioners April 8, 1968. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes, of the Regular Meeting of April 1, 1968, were read and approved. The City Attorney and Building Inspector reported on a high voltage line over Claflin Avenue for Kansas Wesleyan University. A motion was made by Commissioner Stark, seconded by Commissioner Yost to table the issue for two weeks. Carried. A Resolution was introduced and passed entitled: "RESOLUTION approving application of the provisions of Section 23 of the United States Housing Act of 1937, as amended, to locality.'' iOn a motion by Commissioner Stark, seconded by Commissioner Yost, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2981. Carried. i A motion was made by Commissioner Stark, seconded by Commissioner Yost that the said application be for 200 low rent housing units to be requisitioned for as needed. A motion was made by Commissioner Waddell, seconded by Commissioner Yost to delay'; the setting of a hearing date for Urban Renewal Project # 2 until the low rent housing is approved by the Department of Housing and Urban Development. Carried. A letter was received from the Salina City Planning Commission recommending the approval of the rezoning of the South 51.5 feet of Lot 3, and the North 11 feet of Lot 2, Block 1, Holiday Addition. A motion was made by Commissioner Yost, seconded by Commissioner Stark to accept the recommendation of the Salina City Planning Commission and approve the 7 rezoning. i On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance was introduced for first reading for the rezoning of the above described property. Ordinance Passed: 22 11% Number: 9b52 - The City Engineer filed a Feasibility Report for Sanitary Sewer in Job 467, for Tucker Park Addition. A motion was made by Commissioner Casebeer, seconded by i Commissioner Waddell to accept the Feasibility Report. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of sanitary sewer improvements in certain I districts and giving notice of such hearing.'' On a motion by Commissioner Waddell, seconded by Commissioner Yost, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2982. Carried. The City Engineer filed a Feasibility Report for Paving and Sanitary Sewer i improvements in Job 490 for Idlewilde Gardens Addition. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of paving and sanitary sewer improvements in certain districts and giving notice of such hearing.'' On a motion by Commissioner Stark, seconded by Commissioner Yost, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2983. Carried. Petition Number 2992 was filed by Serrault Roofing, Inc. for the rezoning of the South 70 feet of Lot 2, all of. Lot 4, and the North 80 feet of Lot 5, except the South 65 feet of the WEst 125 feet thereof, Block 2, Replat of Beebe's Second Addition to District "F!'. On a motion by Commissioner Stark, seconded by Commissioner Yost, the petition was referred j to the Salina City Planning Commission. Carried. A Tree Trimming application was filed by Larry Smith and Jack Thomas, from Hutchinson, Kansas. On a motion by Commissioner Yost, seconded by Commissioner Stark the I i 1 1 s application was approved. i 11 A On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the City Clerk was instructed to advertise for bids to be received on April 22, 1968, for the 1968 Street Resealing and Resurfacing Program. A letter was received from the Breakfast Optimist Club relative to the Annual Bicycle Safety Contest to be held April 27, 1968. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell that the City support their project and give them what help is necessary. Carried. Notice of Hearing on proposed Assessments was taken up for the improvements in: Job 475 - Curbing, guttering, pavement, sidewalks, Sewer and Water Main improvements to serve Blocks 1 and 3 in Country Club Heights Addition Number 4. There were no protests or changes in the proposed assessments as filed. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the assessments were approve and an ordinance was introduced for first reading. Carried. Ordinance Passed: Qn.Q I IgbB Number: 7051 The City Engineer filed Partial Estimate # 2 for Lucas Plumbing and Heating Compan for Water and Sewer Lines for Job 491 in the amount of $10,069.73• On a motion by Commissioner Stark, seconded by Commissioner Waddell, the estimate was approved. The City Engineer filed Final Estimate for Job 483 for P & H Construction Company for the Schilling Water Main, in the amount of $70.00. On a motion by Commissioner Stark, seconded by Commissioner Waddell the estimate was approved. 1111 On a motion by Commissioner Waddell, the Board of Commissioners adjourned. D. L.
