03-25-1968 Minutes1 1 COMMISSIONERS' ROOM Salina, Kansas March 25, 1968 Regular Meeting of the Board of Commissioners March 25, 1968. Meeting was called to order by Acting Mayor Casebeer, the roll was called and Commissioners Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. Mayor Rundquist absent. The Minutes of the Regular Meeting of March 18, 1968, were read and approved. The Bids were received for a Bath House at Carver Center - Engineering Job 493. Presley Builders, Inc. $15,394.91 J. S. Frank Construction Co., Inc. 19,800.00 Engineer's Estimate 15,000.00 On a motion by Commissioner Yost, seconded by Commissioner Stark, all bids were rejected; and it was decided the City would build the bath house. An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to the resurfacing of Eleventh Street with hot mixed asphaltic concrete (Thirty (30) feet wide) from the south line of Morrison Street to the north line of Prescott Avenue; the resurfacing of Elm Street with hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the east line of College Street to the west line of Ninth Street; the resurfacing of Penn Avenue with hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the north line of Iron Avenue to the south line of Ash Street; the resurfacing of Prescott Avenue with hot mixed asphaltic concrete (Thirty (30) feet wide) from the west line of Ninth Street to the east line of Eleventh Street; the resurfacing of Republic Avenue with hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the east line of Ninth Street to the west line of Fifth Street; the resurfacing of Sunset Drive with hot mixed asphaltic concrete (Forty (40) feet wide) from the west line of Ninth Street to the west line of Highland Circle; and relating to and providing for the collection and payment of such assessments" On a motion by Commissioner Yost, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor Rundquist absent. Acting Mayor Iapproved the Ordinance and it is numbered 7048. Carried. Ordinance introduced for first 1 reading March 18, 1968. Petition Number 2990 was filed by Weeks, Inc. for the rezoning of Lot 8, Hollands Addition to the City of Salina, Kansas, to District "D". On a motion by Commissioner Stark' seconded by Commissioner Yost, the petition was referred to the Salina City Planning Commission. Petition Number 2991 was filed by Joseph H. Johnson for the concrete pavement of Idlewilde Place from North Street to Roosevelt Street, and a Sanitary Sewer to serve Idlewilde Gardens. On a motion by Commissioner Waddell, seconded by Commissioner Stark, the, petition was approved, and it was referred to the City Engineer to prepare plans and specifications. On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance was introduced for first reading for special assessments for street improvements in Job 480.', Ordinance Passed: F,,,Q 01A Number: 96.50 f On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance ` was introduced for first reading vacating a portion of Idlewilde Place and Roosevelt Street.! Ordinance Passed: Number: 'jpt�q A Resolution was introduced and passed entitled.: "A RESOLUTION directing the City Engineer to prepare a feasibility report relative to the advisability of the installation of certain sanitary sewer within the City of Salina.'' On a motion by Commissioner Yost, seconded by Commissioner Stark, the resolution was approved as read and the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost i.- (4). Nays: (0). Mayor Rundquist absent. Acting Mayor approved the Resolution and it is numbered 2979. Carried. City Clerk reported that the assessment rolls are ready for the following completed improvements, to -wit: Curbing, guttering, pavement, sidewalks, sewer and I; 1 water main improvements to serve Blocks 1 and 3 in Country Club Heights Addition Number 4. I s as authorized by Resolution 2927, passed by the Board of Commissioners on March 27th, 1967, has been determined and that final costs have been filed by the City Engineer. On a motion by Commissioner Stark, seconded by Commissioner Yost, the City Clerk was directed to publish notice in the official paper at least once not less than ten days prior to the date of April 8, 1968, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Carried. Mowery Clinic filed a plan of proposed parking lot - asking for permission to extend the parking stalls over the property line. On a motion by Commissioner Yost, seconded by Commissioner Waddell, the proposition was referred to the Legal Department for a report next week. On a motion by Commissioner Stark, seconded by Commissioner Waddell, the Mayor was authorized to sign an authorization for one signature for a safe deposit box at the First National Bank and Trust, National Bank of America and Planters, of the Director of Finance or the City Treasurer. A letter of protest was filed by Homer Hoskins about the suspension of his Taxi Driver License. The recommendation of the Police Department was accepted and no action was taken by the City Commissioners to allow the reinstatement of this license. A letter was received from Urban Renewal Agency recommending the approval of an agreement with Wilson and Company for the preparation of Survey and Planning Application for CBD Urban Renewal Project. On a motion by Commissioner Yost, seconded by Commissioner Waddell, the agreement was approved and the mayor was authorized to sign. A motion was made by Commissioner Stark, seconded by Commissioner Waddell, in reference to Section 1004 of The Salina Code, that the City Commission, as a municipal polic approve the use of plastic pipe, except it not be permitted as a material for interior residential or commercial plumbing use or under paving or from the water main to the water meter. The two types of plastic pipe acceptable are: PUC - 160# Working pressure (Type 1) commercial standard CS -256-63, ASTM D -1784-60T; or Municipal Service Line (Type 3, Grade 3) high density, high molecular weight, commercial standard CS -255-63, ASTM D -1248-63T. Mr. Lyle Cunningham, Sewage Plant Superintendent, was present with the trophy the Sewage Plant was awarded at the KWPA Meeting in Wichita last week. The City Commissione congratulated Mr. Cunningham for receiving such a fine award. On a motion by Commissioner Waddell, the Board of Commissioners adjourned. D. L. Harrison, City Clerk
