COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS' ROOM

March 4, 1968
Regular Meeting of the Board of Commissioners March 4, 1968. Meeting was called
to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer,
Stark, Yost, City Attorney Bengtson and City Manager Olson responded. Commissioner Waddell
absent.
The Minutes of the Regular Meeting of February 26, 1968, were read and approved.
The City Engineer filed Plans and Specifications for Job 492 for Water and Sewer
Mains on East North Street. On a motion by Commissioner Stark, seconded by Commissioner
Yost, the City Clerk was instructed to advertise for bids to be received on March 11, 1968.
An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing
certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A.
1967 Supp. 12-521."
On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor
approved the ordinance and it is numbered 7043. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing
certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A.
1967 Supp. 12-520."
On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the ordinanc
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor
approved the ordinance and it is numbered 7044. Carried.
Petition Number 2987 was filed by Everett E. Keller for the rezoning of the
South 10 acres, more accurately described as the South 9.82 acres of the North 22 acres of j
the West 1/2 of the SW 1/4 of Section 7, T 14 S, R 2 W, to District "F". On a motion by
Commissioner Casebeer, seconded by Commissioner Stark, the petition was referred to the t
City Planning Commission. Carried.
Petition Number 2988 was filed by Claude A. Melvin for the paving or blacktop of
the 900 block of North Thirteenth Street from Pacific north approximately 335 feet. On a
motion by Commissioner Yost, seconded by Commissioner Stark, the petition was referred to
the Engineering Department to be checked. Carried.
A Cereal Malt Beverage License Application was filed by Ernest A. Lewis, Jr. for
"The Cat" at 121 East Walnut. On a motion by Commissioner Stark, seconded by Commissioner
Yost, the application was approved, subject to the approval of the City -County Health
Department. Carried.
A Cereal Malt Beverage License Application was filed by Keith W. Smedley, for
Smedley's I.G.A. at 1019 North Ninth Street. On a motion by Commissioner Casebeer,
seconded by Commissioner Yost, the application was approved. Carried.
On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the City
Clerk was instructed to advertise for bids for An Airport Crash and Fire Fighting Unit,
to be received on May 6, 1968. Carried.
On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the Mayor
was authorized to sign an agreement involving the City of Salina, Federal Aviation
Administration and the Salina Airport Authority which releases the City of Salina from
all obligations with respect to the maintenance, operation, development and protection of
the Old Airport with the FAA. These obligations will be assumed by the Salina Airport
Authority under this agreement.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the following
bills for the Police Administration Building were approved:
Estimate E-9, Electrical Equipment Company $2,623.55
Estimate M-10, Lucas Plumbing and Heating Co. 6,030.94
10th Monthly payment to Wilber Johnson, Arch. 518.00
City Engineer filed Partial Estimate Number 3 for Job 485 for Civic Center
Improvements - Brown and Brown, Inc. - in the amount of $20,527.92• On a motion by
Commissioner Stark, seconded by Commissioner Yost the estimate was approved.

City Engineer filed Partial Estimate Number 1 for Job 491 for improvements in the
South Industrial Area - Lucas Plumbing - in the amount of $15,007.42. On a motion by
Commissioner Stark, seconded by Commissioner Yost the estimate was approved.

appropriation for the payment of certain claims.''
On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor
approved the ordinance and it is numbered A-1426. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims.''
On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeer, Stark, Yost,(4). Nays: (0). Commissioner Waddell absent. Mayor
approved the ordinance and it is numbered A-1427. Carried.
* A Resolution was introduced and passed entitled: "BE IT RESOLVED by the Governing
Body of the City of Salina, Kansas, that certain proposed "Agreement'', dated the
day of November, 1967, by and between the UNITED STATES OF AMERICA, acting by and through
the Administrator of the Federal Aviation Agency, the CITY OF SALINA, KANSAS, and the
SALINA AIRPORT AUTHORITY be and the same is hereby approved and the Mayor and the City Clerk
are hereby authorized and directed to execute the same for and on behalf of the City of
Salina, Kansas.''
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the Resolution
was approved as read and the following vote was had: Rundquist, Casebeer, Stark, Yost (4).
Nays: (0). Commissioner Waddell absent. Mayor approved the Resolution and it is numbered

On a motion by Commissioner Casebeer, the Board of Commissioners adjourned.
