02-26-1968 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas February 26, 1968 i Regular Meeting of the Board of Commissioners February 26, 1968. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Yost, City Attorney Bengtson and City Manager Olson responded. Commissione Waddell absent. The Minutes of the Regular Meeting of February 19, 1968, were read and approved. The Mayor proclaimed the week of February 23 to March 2 "FIRE FIGHTERS WEEK". The City Manager reported on the bids received at the meeting of February 19, 1968 for the Tractor Mower for the Flood Control and recommended the bid be awarded to Salina Farm Supply for $2,930.50. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the recommendation was accepted and the bid was awarded to Salina Farm Supply. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying special assessments against certain property to pay the cost of constructing certain sidewals in the parking abutting the following property, to -wit: ..." On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7042. Carried. Ordinance was introduced for first reading on February 19, 1968. j The Cereal Malt Beverage application for the Village Gate, 1503 South 9th Street, which was held over from the meeting of February 19, 1968, was considered. Dr. Zook, President of Kansas Wesleyan University, was present to protest the approval of this beer license. i On a motion by Commissioner Stark, seconded by Commissioner Yost, no action was taken on the beer license. Carried. A letter was filed by the Johnson Agency, asking for a waiver of the 200 foot requirements for a restaurant serving Cereal Malt Beverages for Lum's on West Crawford. On a motion by Commissioner Yost, seconded by Commissioner Stark, the waiver will be allowed. Carried. An affidavit was filed by Donald Tucker for a Motor Fuel Tax Refund in the amount of $131.61. On a motion by Commissioner Yost, seconded by Commissioner Stark, the refund was approved. Petition Number 2986 was filed by LeVoy Nelson, for a street light on Mayfair Drive, directly west of the Redeemer Lutheran Church. On a motion by Commissioner Casebeer,' seconded by Commissioner Stark, the petition was referred to the City Manager to be checked.! On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance was introduced for first reading for the annexation of Ridgeview Addition. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the report was accepted and the City Clerk was instructed to publish Notice of Hearing for March 18, 1968. Carried. An Urban Renewal Plan for Northeast Industrial Park was presented. On a motion by! Commissioner Casebeer, seconded by Commissioner Stark, the plan is to be referred to the Salina City Planning Commission as soon as it is received from HUD in written form. Carried.) The Mayor, with the approval of the Commission, appointedJohnWickersham to fill the unexpired term of James Pearce on the Electrician's Examining Board. 40 Members of a Fraternity at Kansas Wesleyan University appeared and wanted permission to go door to door to collect old cloths for the people of South Viet Nam. The drive would be called "Salina Helping Hand Drive" and would be in connection with Foster Parents Plan and would be held on March 2 and 3 from Noon to 9 P.M. The Mayor thought it to be a worthwhile project and gave his blessings. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." j On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the ordinance] was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark Yost (4).
