01-08-1968 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas January 8, 1968 Regular Meeting of the Board of Commissioners January 8, 1968. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting, of December 18, 1967, were read and approved. Bids were received for the sale of City Property at Seventh and Decatur Streets. On a motion by Commissioner Stark, seconded by Commissioner Yost, Vern Peatling's bid of t $513.99 was approved, subject to him signing an agreement as to whether he will bring the building to Minimum Housing Standards or to remove the building. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for a Zoning District to be known as a "Planned Industrial Park District", amending the Zoning Ordinance of the City of Salina, Kansas, the same being Ordinance Number 6613." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7034. Carried. Ordinance was introduced for first reading December 18, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE regulating the installation of or the replacement of any elevator in the City of Salina, Kansas; providing for the licensing of Elevator Contractors; the issuance of permits; and the penalties for violation thereof." On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinanance and it is numbered 7035. Carried. Ordinance was introduced for first reading 1 December 18, 1967. A letter was received from the Salina City Planning Commission recommending the denial of the rezoning of Block 11, Riverside Addition to District "D". On a motion by Commissioner Stark, seconded by Commissioner Yost the letter was referred back to the Salina City Planning Commission for further consideration on zoning. Carried. A letter was received from the Salina City Planning Commission recommending the approval of the rezoning of the East 50 feet of Lot 9 and the West 60 feet of Lot 10, Replat of Garden Home Addition. On a motion by Commissioner Waddell, seconded by Commissioned Yost, the recommendation was accepted and the rezoning was approved; and an ordinance was introduced for first reading for the rezoning of the property. Carried. Ordinance Passed: Number: i^! Petition Number 2979 was filed by Homestead Building and Loan Association for the rezoning of Lot 169 and the North 10 feet of Lot 171, Seventh Street, Original Townsite, to District "D". On a motion by Commissioner Stark, Seconded by Commissioner Yost, the petition was referred to the Salina City Planning Commission. Petition Number 2980 was filed by Fink, Patrick, Larson for the reopening of the alley first east of Second Street, from Wilson to the south line of Lots 3 and 4, Block 6 I Hutchinson Addition. On a motion by Commissioner Stark, seconded by Commissioner Yost, the petition was referred to the Engineering Department to be checked. i A Cereal Malt Beverage License application was filed by the C. L. U. Lounge, at 2055 South Ohio, for 1968. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the license was approved. The Mayor, with the approval of the City Commission, made the following appointments: Cultural Arts Commission: Mrs. Joe Mendicina was reappointed to January 16, 1971. Randy Kuhn was reappointed to January 16, 1971. Dr. L. W. Hatton was reappointed to January 16, 1971. i Richard Bergen was appointed to succeed Rev. Rymph to January 16, 1970. Civil Defense Council: William W. Yost, City Commissioner, was appointed for a 1 year term to f January 20, 1969. i c Norris D. Olson, City Manager, was appointed for a 3 year term to January 20, 1971. I i 1 1 1 1 D On a motion by Commissioner Yost, seconded by Commissioner Stark, the following estimates were approved: Partial Estimate # 5, Job 481, Brown and Brown, Inc., for asphalt resurfacing, in the amount of $4,735.26. Partial Estimate # 1, Job 485, Brown and Brown, Inc., for Civic Center Improvements in the amount of $21,912.68. On a motion by Commissioner Yost, seconded by Commissioner Stark, the following estimates for the Police Administration Building were approved: Estimate # M-8, Lucas Plumbing and Heating in the amount of $12,731.95. Estimate # E-7, Electrical Equipment Company, Inc. 8,629.97 Architects 8th Monthly Payment, Wilber Johnson 518.00 An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1415. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5).
