Regular Meeting of the Board of Commissioners December 18, 1967. Meeting was
called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist,
Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded.
The Minutes, of the Regular Meeting of December 11, 1967, were read and approved.
Bids were received for Emergency Vehicle Liability Insurance:
Wenger -York Insurors, Inc. - Pacific Indemnity Co. - $1,715.00
Mason Insurance Company - Ohio Casualty Company - $2,813.26
On a motion by Commissioner Yost, seconded by Commissioner Stark, the City Clerk
was instructed to check the rating of the companies for standing; and also check the
coverage to see that it would meet the requirements as advertised.
An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing
certain land to the City of Salina, Kansas, in conformity with the provisions of K. S. A.
1967 Supp. 12-520."
On a motion by Commissioner Stark, seconded by Commissioner Waddell, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered 7031. Carried. Ordinance was introduced for first reading
11/27/1967.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
prescribing the corporate limits of said City, including land described in Ordinance
Numbers 6949, 7019, 7020, 7027, 7029, 7030, 7031, and repealing Section 1 of Ordinance
Number 6945."
On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance'
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeer, Stark, Waddell, Yost0: Nays: 5

and it is numbered 7032. Carried. Ordinance was introduced for first reading 12/11/1967
An ordinance was introduced for second reading entitled: "AN ORDINANCE creating
an Airport Zoning Commission of the City of Salina, Kansas, and designating the City
Planning Commission to act as such commission."
On a motion by Commissioner Yost, seconded by Commissioner Waddell, the ordinance'
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Casebeet, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance j
and it is numbered 7033. Carried. Ordinance was introduced for first reading 12/11/1967
A letter was received from the Salina City Planning Commission regarding the
proposed Planned Industrial Park Zoning District (P.I.P.) recommending the zoning district
be approved and that the Zoning Ordinance be amended to include the Industrial Park
District.
On a motion by Commissioner Yost, seconded by Commissioner Stark, the

recommendation of the Salina City Planning Commission was accepted and the Planned
Industrial Park was approved.
On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance
for the Zoning District for the Planned Industrial Park was introduced for first reading. I

On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, an I
ordinance regulating the installation of or the replacement of any elevator was introduced
for first reading.

58 Cereal Malt Beverage License applications were filed for renewal for 1968.
On a motion by Commissioner Yost, seconded by Commissioner Stark, 56 applications were
approved and 2 were approved subject to the places of business having purchased a Food
i Permit. Carried.
Petition Number 2978 was filed by Charles Husselman, Grain Belt Supply, for the
rezoning of a tract of land in the S2Wz NW -4 of Section 36, T 14 S, R 3 W, to Heavy Industry.'
! On a motion by Commissioner Yost, seconded by Commissioner Stark, the petition was referred
to the Salina City Planning Commission. !
The City Manager reported that Carver Center again has gas and light service and
it is in the process of being painted.

The City Engineer filed the Final Estimate for Job 484 - Painting the Gypsum Hill
Water Tower - Don Carter Paint, Inc., in the amount of $8,238.00. On a motion by
Commissioner Stark, seconded by Commissioner Yost, the estimate was approved.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills)
On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1413. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1414. Carried.
