12-11-1967 Minutes4.1-0 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas December 11, 1967 Regular Meeting of the Board of Commissioners December 11, 1967. Meeting was I called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, I I Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. I The Minutes of the Regular Meeting of December 4, 1967, were read and approved. The City Manager reported on the bids received December 4, 1967, for an industrial wheel loader and backhoe and recommended the bid be awarded to Salina Implement Company, as they met all the specifications. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the recommendation was accepted and the bid was awarded to Salina Implement Company as the low bidder in the amount of $4,869.50. On a motion by Commissioner Waddell, seconded by Commissioner Stark, an ordinance for the annexation of the area west of North Fifth Street and north of St. John's Military School was tabled for one week. An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the Cit of Salina Kansas in conformity with the Y � , y provisions of K. S. A. 1967 Supp. 12-520." (black area) i On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance 1( and it is numbered 7029. Carried. Ordinance was introduced for first reading 11/27/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K. S. A. 1967 Supp. 12-520." (blue area) On a motion by Commissioner Waddell, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: ' Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7030. Carried. Ordinance was introduced for first reading 11/27/1967. The City Engineer reported on Petition 2977, which was filed asking for additional cut back lanes on Ohio Street at Indian Rock Addition. The City Engineer recommended the petition be denied. On a motion by Commissioner Casebeer, seconded by Commissioner Stark the recommendation was accepted and the petition was denied. Carried. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, an ordinance was introduced for first reading for the creation of an Airport Zoning Commission, j and designating the City Planning Commission to act as such commission. fI I Ordinance Passed: �� a� �XK, 17 1qo Number: lo -�3 j iA Resolution was introduced and passed entitled: "WHEREAS, the Union Pacific Railroad Company has tendered to the City of Salina, State of Kansas, an agreement covering a water pipe line across the right-of-way and under the track of the Railroad Company at Salina, Kansas; said agreement being identified as Railroad Company's C.D. No. 47349-1;..." i a On a motion by Commissioner Stark, seconded by Commissioner Waddell, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer,j Stark, Waddell, Yost (5). Nays: (0). Mayor approved the resolution and it is numbered 2969. Carried. i On a motion by Commissioner Stark, seconded by Commissioner Casebeer, an ordinance describing the City Limits in full was introduced for first reading. i Ordinance Passed: 17 Number: 7o32 - j i On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the Mayor was authorized to sign the Assignment and Bill of Sale with the Salina Community Inn of i America, Inc. Approved. On a motion by Commissioner Waddell, seconded by Commissioner Yost, the Mayor was authorized to sign the "Agreement" with the National Bank of America at Salina, Kansas for the Title Insurance for the Salina Community Inn. Approved. A motion was made by Commissioner Yost, seconded by Commissioner Waddell that the west bound.traffic lane on East Walnut between 5th and Santa Fe be opened to traffic immediately. Carried. 1 1 .Ai. 1 1 i A letter of resignation was received from Kenneth Stephenson, Chairman of the Salina -Saline County Defense Council. On a motion by Commissioner Waddell, seconded by Commissioner Stark, the resignation was accepted. A letter was received from the Salina -Saline County Health Department regarding the keeping of a horse on the east side of Eastborough Road. The Salina -Saline County Health hesitates to recommend that the permit be issued to keep the horse there because a majority of the residents in the area are in opposition. On a motion by Commissioner Stark, seconded by Commissioner Yost, the application was referred to the City Manager to check with the surrounding residents and report back at the next meeting.
