Regular Meeting of the Board of Commissioners December 4, 1967. Meeting was
called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist,
Casebeer, Stark, Yost, City Attorney Bengtson and City Manager Olson responded.
Commissioner Waddell absent.
The Minutes, of the Regular Meeting of November 27, 1967, were read and approved.
Bids were received on Engineering Job 485, for improvements around the Civic
Center:

Rhoades Construction Company 165,178.51
Walters Construction Company 176,491.51
Engineer's Estimate 163,075.95
On a motion by Commissioner Stark, seconded by Commissioner Yost, the bid was
awarded to Brown and Brown, Inc. Approved.
Bids were received on Diesel Fuel Supply from 12/4/1967 to 12/3/1968. The
bids were opened and tabulated by the City Clerk. On a motion by Commissioner Casebeer,
seconded by Commissioner Stark, the bid was awarded to Hi -Quality Lo -Cost as low bidder.

Bids were received on a Suburban Carry All for the Engineering Department.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the bid was awarded
to Fleming Motor Company, Inc. for $2,698.00. Approved.
Bids were received for a Tractor with Front End Bucket and Backhoe (2 Street
Machinery and 2 Water and Sewage). On a motion by Commissioner Casebeer, seconded by
Commissioner Yost, the bids were referred to the City Manager to be checked, with the
contract to be let on December 11, 1967.
Bids were received for a Pickup Truck with a Utility Bed for the Water and
Sewage Department. On a motion by Commissioner Casebeer, seconded by Commissioner Stark,
the bid was awarded to Jim Sullivan Chevrolet Company for $2,333.05. Approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
annexing certain land to the City of Salina, Kansas, in conformity with the provisions
of K. S. A. 1967 Supp. 12-520."
On a motion by Commissioner Yost, seconded by Commissioner Stark, the Ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Stark, Yost (3). Nays: Casebeer (1). Commissioner Waddell absent. Mayor
approved the ordinance and it is numbered 7027. Carried. Ordinance was introduced for
first reading on November 20, 1967.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
establishing certain license fees for certain trades, occupations, businesses in the
City of Salina, Kansas, amending Section 20-50, 20-57, 20-58, 20-59, 20-68 and 20-69
and repealing said original sections."
On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent.
Mayor approved the ordinance and it is numbered 7028. Carried. Ordinance was introduced
for first reading on November 20, 1967.
Petition Number 2976 was filed by St. John's Hospital for Rezoning of Block 11
Riverside Addition to Zone "D". On a motion by Commissioner Yost, seconded by
Commissioner Casebeer, the petition was referred to the Salina City Planning Commission.
Kansas Power and Light Company presented a street lighting layout for the civic
center project, which also included interior lighting for the center. KP&L will change
the lights on 5th, Ash, Iron, 7th, and 8th Streets in the downtown area to mercury vapor
for an additional cost of $354.00 per month, and they are working on light plans for
Eastborough Road and the other areas taken into the City. On a motion by Commissioner
Yost, seconded by Commissioner Casebeer, the plans were approved.
Donald Tucker d/b/a City Bus Service filed an affidavit for refund on motor
fuel taxes, used during the period of July 1, 1967 to October 1, 1967, in the amount of
$163.33. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the
refund was approved.

Petition Number 2977 was filed by residents of Indian Rock Addition for
additional cut back lanes on Ohio Street. On a motion by Commissioner Stark, seconded
by Commissioner Yost, the petition was referred to the City Manager to be checked.
The City Manager presented, for the consideration of the Commissioners, a
change in the work week for Firemen from 72 hours to 56 hours, and the purchase of
receivers to be installed in each fireman's house (which is in the budget for 1967)
On a motion by Commissioner Yost, seconded by Commissioner Stark, the change was approved.
