COMMISSIONERS' ROOM

November 27, 1967
Regular Meeting of the Board of Commissioners November 27, 1967. Meeting was
called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist,
Casebeer, Yost, City Attorney Bengtson and City Manager Olson responded. Commissioners
Stark and Waddell absent.
The Minutes, of the Regular Meeting of November 20, 1967, were read and approved.
An ordinance was introduced for second reading entitled: "AN ORDINANCE declaring
it necessary to develop a public park known as Airport Park, in the City of Salina, Saline
County, Kansas, and authorizing the issuance of General Obligation Bonds of the City of
Salina, Saline County, Kansas in the sum of $75,000.00 to pay the cost thereof, under the
authority of K. S. A. 13-1024a, and all amendments thereto."
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7021. Carried. Ordinance was introduced
for first reading on November 20, 1967.
A Resolution was introduced and passed entitled: "WHEREAS, on the 27th day of
November, 1967, the Governing Body of the City of Salina, Saline County, Kansas, passed
Ordinance Number 7021, providing for the issuance of General Improvement Bonds (Airport
Park), Series G-206, of the City of Salina, Saline County, Kansas, in the amount of
$75,000.00." (providing bond and interest payment schedule)
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
Resolution was approved as read and the following vote was had: Ayes: Rundquist,
Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent. Mayor approved
the Resolution and it is numbered 2966. Carried.
On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the
ordinance establishing License Fees for Ice Cream Vendors, Pawnbrokers, Pinball Machines,
Itinerant Photographers, Theaters, Vehicle Auctions, which was introduced for first
reading on November 20th, was held over to the meeting of December 4th for second reading.
Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
establishing the Retail license fee for a General Retailer of Cereal Malt Beverages;
amending Section 6-37 of The Salina Code, and repealing the original section."
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7022. Carried. Ordinance was introduced
for first reading on November 20, 1967.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
establishing license fee for the operation and maintenance of Mobile Home Court, amending
Section 21-23 of The Salina Code and repealing said original section."
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7023. Carried. Ordinance was introduced
for first reading on November 20, 1967.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
providing for the expiration and renewal of Taxicab Drivers Licenses and the procedure
for renewal thereof, and the fee therefor, amending Section 34-96 of The Salina Code
and repealing said original section."
On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7024. Carried. Ordinance was introduced
for first reading on November 20, 1967.

An ordinance was introduced for second reading entitled: "AN ORDINANCE establishin;
a license fee for an Entertainment Permit in a cafe in a Local Business Zone, amending
Section 7-91, and repealing the original section."
.On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7025. Carried. Ordinance was introduced
for first reading on November 20, 1967.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
establishing the license fee for the issuance of a Public Dance permit within the City of
Salina; amending Section 7-50(3) and repealing said original section."
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent.
Mayor approved the ordinance and it is numbered 7026. Carried. Ordinance was introduced
for first reading on November 20, 1967.
A letter was received from the Salina City Planning Commission making
recommendations as to Zoning Classifications of new areas which are being considered for
annexation to the city. On a motion by Commissioner Casebeer, seconded by Commissioner
Yost, the recommendations were accepted and approved.
A Tree Trimming License application was filed by Dale C. Vanderbilt, 1027 Park St.
for 1967. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
application was approved.
On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the City
( Clerk was instructed to advertise for bids for Liability Coverage on Emergency Vehicles,
to be received on December 18, 1967.
A Resolution was introduced and passed entitled: "A RESOLUTION providing for the
organization of the Salina -Saline County Civil Defense Council, amending Section 3(a) and (b,
of Resolution Number 2608, and repealing said original section."

Resolution was approved as read and the following vote was had: Ayes: Rundquist,
Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent. Mayor approved
the Resolution and it is numbered 2967. Carried.
A Resolution was introduced and passed entitled: "A RESOLUTION approving an
agreement between the City of Salina, Kansas, and the Missouri Pacific Railroad Company
relative to installation of a Twelve -inch Water Line on Railroad Right-of-way."
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the
Resolution was approved as read and the following vote was had: Ayes: Rundquist,
Casebeer, Yost (3). Nays: (0). Commissioners Stark and Waddell absent. Mayor approved
the Resolution and it is numbered 2968. Carried.
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, an
ordinance was introduced for first reading for the annexation of certain land in Section 7,
(South of MPRR, East of Ohio Street, North of the Smoky Hill River) Area in Bleck.

On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the ordinance
will come up for second reading in two weeks, on December 11, 1967.
On a motion by Commissioner Casebeer, seconded by Commissioner Yost, an
orainance was introduced for first reading for the annexation of certain land, three
hundred feet along Pacific . Area in Blue.

On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the ordinances
will come up for second reading in two weeks, on December 11, 1967.

The City Commissioners received schedule of City Bus Operation from
September 6, 1967 to November 27, 1967.
On a motion by Commissioner Casebeer, the Board of Commissioners adjourned.
