Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. { � I The Minutes, of the Regular Meeting of November 13, 1967, were read and approved. A letter was received from the Salina City Planning Commission recommending the j Planned Industrial Park Zoning District be approved and the City Zoning Ordinance be amended!, to include the Industrial Park District. A motion was made by Commissioner Casebeer, seconded by Commissioner Yost, that an ordinance be drafted for first reading at a later date. Approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provision of K. S. A. 1967 Supplement 12-520." j On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7020. Carried. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, an ordinance was introduced for first reading for the annexation of 200 feet on the west side of Eastborough Road and on the north side of Country Club Road. i j { Ordinance Passed: Ueovv� �I i9e i Number: -7o27 I Petition Number 2975 was filed by Virgil Bagley for the Rezoning of the East 50 fta of Lot 9, and the West 60 feet of Lot 10, in the Replat of Garden Home Addition to District "DD". On a motion by Commissioner Stark, seconded by Commissioner Yost, the petition was referred to the Salina City Planning Commission. The Salina Garden Club presented a Resolution relating to the improvement of Indian Rock Park. On a motion by Commissioner Stark, seconded by Commissioner Yost, the Garden Club was thanked for their interest and their resolution is to be filed for use in the Park Study. i j A Resolution was introduced and passed entitled: "WHEREAS, the Governing Body of ' the City of Salina, Kansas, has by Resolution Number 2955 found it necessary and advisable for the City of Salina, Kansas, to issue no -fund warrants to provide necessary funds for I Bond and Interest payments due in December of 1967, in the amount of $80,000.00.) On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the Resolution was adopted as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2963. Carried. On a motion by Commissioner Waddell, seconded by Commissioner Stark, a Bond Ordinance to finance the Municipal Golf Course, in the amount of $75,000.00 in General Obligation Bonds, was introduced for first reading. Ordinance Passed: 1967 Number: '7oZ1 i A Resolution was introduced and passed entitled: "IT IS hereby declared to be the intention and policy of the City of Salina, Kansas, to pledge the net revenue derived from the operation of the Municipal Golf Course to the payment of Principal and Interest on the General Obligation Bonds issued for the construction of the Municipal Golf Course..." On a motion by Commissioner Yost, seconded by Commissioner Stark, the Resolution was adopted as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, I Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2964. Carried. On a motion by Commissioner Stark, seconded by Commissioner Waddell, the Mayor was authorized to sign the contract with First Securities Company of Kansas, Inc., Wichita, Kansas, as Fiscal Agent for the City of Salina, Kansas in connection with the development of new Municipal Golf Course facilities. Approved. The City Manager reported 100% participation of Employees of the City, for Community Chest in the amount of $3,744.37. i V A motion was made by Commissioner Yost, seconded by Commissioner Stark, to ratify the agreement with J. J. Vanier for Series "B" Bonds for the Salina Community Inn. Approved A Resolution was introduced and passed entitled: "A RESOLUTION honoring the memory of Harold E. Peterson and expressing the gratitude and appreciation of the City of Salina for his faithful services rendered to the City and its Citizens." On a motion by Commissioner Yost, seconded by Commissioner Waddell, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2965. Carried. On a motion by Commissioner Stark, seconded by Commissioner Yost, the City Clerk was instructed to advertise for bids to be received on December 4, 1967, for the following: Suburban Carry All for the Engineering Department. Tractor with Front End Bucket and Backhoe (2 Street Machinery -2 Water & Sewagi) Pickup Truck with Utility Bed for Water and Sewage. Supply of Diesel Fuel from December 1967 to December 1968. i I On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, an ordinance was introduced for first reading amending Section 20-50; 20-57; 20-58; 20-59; 20-68; and 20-69, and establishing the fees for licenses for Ice Cream Vendors, Pawnbrokers, Pinball Machines, Itinerant Photographers, Theatres, Vehicle Auction Wholesale. i Ordinance Passed: �_ 191 Number: 702 i On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, an ordinance was introduced for first reading amending Section 6-37, establishing the license fee for General Retailer of Cereal Malt Beverages. i Ordinance Passed: ?-2 190 Number: 7o2 - On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance was introduced for first reading amending Section 21-23, establishing the license fee for Mobile Home Courts. i Ordinance Passed: 2Q y iqO Number: 7oz 3 On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, an ordinance was introduced for first reading amending Section 34-96, and establishing the license fee for Taxi Cab Drivers. On a motion by Commissioner Stark, seconded by Commissioner Yost, Change Order J-1 on the Police Administration Building, with Decatur Iron and Steel Company, Inc. with an increase of $50.00 for cutting an opening in the Saline County Jail, was approved. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, Change Order G-9, on the Police Administration Building, with B. J. Frick and Company, with an increase of $117.00 for a Commemorative Plaque, was approved. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (Payroll) On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5).
