10-30-1967 Minutes'0 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas October 30, 1967 Regular Meeting of the Board of Commissioners October 30, 1967. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of October 23rd, 1967, were read and approved. The Mayor proclaimed Saturday, November 11th, Veterans' Day. The disposition of the building and lot at 7th and Decatur Streets, was considered. On a motion by Commissioner Stark, seconded by Commissioner Yost, the City Clerk was instructed to advertise for sealed bids to be received on January 8th, 1968, with the provision that the building must either be torn down or brought up to Minimum Housing Standards within 120 days. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of $155,000.00, to pay the cost of Sanitary Sewer and Street Improvements in said City to be designated as Series P-204." On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7016. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of $325,000.00, to pay the cost of street improvements in said City to be designated as Series P-205." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7017. Carried. The City Manager made a report on the water study to be performed by Wilson and Company. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the i agreement for Professional Engineering Services between the City of Salina, Kansas, and Wilson & Company, Engineers & Architects was accepted and the City Manager was authorized to sign. j On a motion by Commissioner Yost, seconded by Commissioner Stark, the City Clerk was instructed to advertise for gasoline bids for Central Garage, to be received on November 13th, 1967. Approved. Petition Number 2974 was filed by the residents of the 1800 block of South 4th Street for storm drainage. On a motion by Commissioner Yost, seconded by Commissioner Stark, the petition was referred to the Engineering Department for a report on November 20,E 1967. On a motion by Commissioner Stark, seconded by Commissioner Yost, an ordinance was introduced for first reading to annex certain properties to the City of Salina, Kansas. Ordinance Passed: C Number: 20 t t A Resolution was introduced and passed entitled: "A RESOLUTION determining that it is necessary and advisable for the City to purchase real estate as a future site for a sub -station for the Fire Department." On a motion by Commissioner Stark, seconded by Commissioner Yost, the resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer,i Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2961. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION of the Board of Commissioners of the City of Salina, Kansas, approving the preparation of a Community Renewal Program for the City of Salina, Kansas, and the filing of an application for a Federal Grant to assist in financing its preparation." I On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2962. Approved. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On a motion by Commissioner Stark, seconded by Commissioner Waddell, the ordinance! was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5).
