COMMISSIONERS PROCEEDINGS - REGULAR MEETING
I COMMISSIONERS' ROOM
Salina, Kansas
October 2, 1967
Regular Meeting of the Board of Commissioners October 2, 1967. Meeting was called
to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer,
Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded.
The Minutes of the Regular Meeting of September 18, 1967 were read and approved.
Two bids were received on Police Cars, Warta Buick and Peterson Pontiac. A motion
was made by Commissioner Waddell, seconded by Commissioner Casebeer to return the bids
unopened and the City Clerk was instructed to readvertise for bids to be received on
October 16th, 1967.
Bids were received on the painting of the Gypsum Hill Water Tower. Maguire Iron ii
Preserving Company, Inc. made a bid of $9,275.00 which was over the Engineer's Estimate.
A motion was made by Commissioner Casebeer, seconded by Commissioner Yost to reject the
bid and the City Clerk was instructed to readvertise for bids to be received on October 16th;
1967.
Application for Merchant Police License for Donald Meerian, which was held over
from the meeting of September 18, was considered. On a motion by Commissioner Stark,
seconded by Commissioner Casebeer, the application was approved.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the City
Manager was instructed to check with Exline and Morrison and any others regarding the use
of Country Club Road for trucks and discuss with the staff and Commission before the next
meeting.
On a motion by Commissioner Yost, seconded by Commissioner Stark, the City Clerk
was authorized to publish Notice of Bond Sale, with bids to be received on October 23rd, 1961.
$155,000.00 for 20 years and $325,000.00 for 10 years, for street and sewer improvements
completed.
A Resolution was introduced and passed entitled: "A RESOLUTION designating the
official depositories for all moneys of the City of Salina, Kansas, and directing the City
Treasurer to deposit all moneys received by him therein."
On a motion by Commissioner Yost, seconded by Commissioner Waddell, the Resolution!
was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark
Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2956.

On a motion by Commissioner Waddell, seconded by Commissioner Stark, the City Clerl
was instructed to advertise for bids for Park Department Truck to be received on October 16t4,
1967.
A Resolution was introduced and passed entitled: "A RESOLUTION pertaining to the
future Municipal Water needs of the City of Salina, Kansas."
On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the
Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer
Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 29574'
Carried.
Petition Number 2970 was filed by Robert E. Nurnberg for curb sidewalks on both
sides of the 800 block of Pontiac and Ponca Streets. On a motion by Commissioner Casebeer,
seconded by Commissioner Yost, the petition was referred to the City Manager to be checked.
The Mayor, with the ppproval of the Commissioners, reappointed Clem Blangers to th4
Board of Appeals of Minimum Housing Code to October 1, 1970.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the City Manager!
was instructed to contact Wilson Engineering Company regarding the cost of the Water Study
required in Resolution 2957 and report to the Commission.
The City Manager brought up the building at Seventh and Decatur Streets, which
is rented and in need of repair, but is not needed any longer by the City. The Commissioner4
decided to put it on the agenda for the meeting of October 16th, for consideration.
A motion was made by Commissioner Waddell, seconded by Commissioner Stark to
invest Idle Fund Money in Bank Certificate of Deposits or Government Bills, whichever
is to the best interest of the City. Carried.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the following
bills were approved:
Engineer's Partial Estimate X62 for Job 481- Brown and Brown, Inc.
in the amount of $31,791.33.
Engineer's Partial Estimate #3 for Job 480 - Brown and Brown, Inc.
in the amount of $10,422.54.
On a motion by Commissioner Stark, seconded by Commissioner Waddell, the following
bills for the Police Administration Building were approved:

An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1400. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills)

Ordinance was adopted by sections and on its final adoption the following vote was had:

ordinance and it is numbered A-1401. Carried.
