08-21-1967 Minutes1 1 n COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas August 21, 1967 Regular Meeting of the Board of Commissioners August 21, 1967. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Yost, City Attorney Bengtson and City Manager Olson responded. Commissioned Waddell absent. The Minutes of the Regular Meeting of August 14, 1967 were read and approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for the year 1968." On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the ordinance! was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7007. Carried. Ordinance was introduced for first reading August 14, 1967. j An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7008. Carried. Ordinance was introduced for first reading August 14, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the vacation of a portion of a certain alley within the City of Salina, Saline County, Kansas." On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7009. Carried. Ordinance was introduced for first reading August 14, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE vacating a portion of Spruce Street in the City of Salina, Saline County, Kansas." On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7010. Carried. Ordinance was introduced for first reading August 14, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE relating to mob action or other civil disobedience; providing for emergency regulations to preserve the peace and order of the City; and providing penalties for violation thereof." On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered 7011. Carried. Ordinance was introduced for first reading August 14, 1967. A report was received from the City Manager on Petition Number 2964 for curb sidewalk on the East side of Marymount Road from Glen Avenue to the north line of Country Club Heights Addition # 4. The City Manager reported that they would try to work out a satisfactory location other than curb sidewalk. A letter was received from the Salina City Planning Commission regarding the approval of a Master Plan for Annexation. On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the recommendation for approving the Master Plan was accepted and approved. A letter was received from the Salina -Saline County Civil Defense Board, — recommending the approval of the Community Shelter Plan. j A Resolution was introduced and passed entitled: "A RESOLUTION adopting and approving the Community Shelter Plan." I � I p On a motion by Commissioner Yost, seconded by Commissioner Stark, the resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the Resolution and it is numbered 2952. Carried. An application was filed by Willie Beard for renewal of his Merchant Police License. On a motion by Commissioner Yost, seconded by Commissioner Stark, the application was approved. An application was filed by Byron J. Torrance for Tree Trimming License. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the application was approved. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the final and balance of payment on Job 452, Westport Exchange Addition, to Catherman Construction Company, in the amount of $2,465.36, was approved. i An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) j On a motion by Commissioner Casebeer, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Yost (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered A-1396. Carried. On a motion by Commissioner Stark, the Board of Commissioners adjourned. H. E.
