07-24-1967 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING j COMMISSIONERS' ROOM Salina, Kansas July 24, 1967 i Regular Meeting of the Board of Commissioners July 24, 1967. Meeting was called E to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Yost responded. Commissioner Waddell, City Attorney Bengtson and City Manager Olson absent. The Minutes of the Regular Meeting of July 17, 1967 were read and approved. A Cereal Malt Beverage license application was filed by Larry D. Lawler, Post Commander of American Legion Thompson Typer Post 29, for 502 North Third. On a motion by Commissioner Stark, seconded by Commissioner Yost, the application was approved. Donald L. Tucker was present and filed a letter of intent to discontinue City Bus Service on September 2, 1967. The letter was ordered filed for future consideration. Larry S. Gutsch, Director of Economic Development for the Chamber of Commerce, s presented a Resolution to the Commission regarding Urban Renewal Project # 2. Robert M. Rymph, Chairman of Salina Cultural Arts Commission, was present and asked about money to operate on for the balance of 1967. (Approximately $1,500.00) i On a motion by Commissioner Yost, seconded by Commissioner Stark, the request was deferred for 2 weeks, to August 7th. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the request j by the Downtown Lions Club, which was tabled at the last meeting, for the use of the Old j Municipal Airport Runways for Sports Car Races on Labor Day was approved. 4 Bids were received on a Tractor for the Street Department. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the bid was awarded to Salina Farm Supply Company, in the amount of $2,290.00, as low bidder. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the limitation of through truck traffic upon certain designated streets in the City of Salina, Kansas." On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark,Yost (4). Nays: (0). Commissioner Waddell absent. The Mayor approved the ordinance and it is numbered 7004. Carried. Ordinance was introduced for first reading July 17, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing i for the resurfacing of Eleventh Street with hot mixed asphaltic concrete (Thirty (30) feet wide) from the south line of Morrison Street to the north line of Prescott Avenue; Ithe resurfacing of Elm Street with hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the east line of College Street to the west line of Ninth Street; the resurfacing,i j of Penn Avenue with hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the north line of Iron Avenue to the south line of Ash Street; the resurfacing of Prescott Avenue with hot mixed asphaltic concrete (Thirty (30)feet wide) from the west line of Ninth Street to the east line of Eleventh Street; the resurfacing of Republic Avenue with j hot mixed asphaltic concrete (Thirty-seven (37) feet wide) from the east line of Ninth Street to the west line of Fifth Street; the resurfacing of Sunset Drive with hot mixed asphaltic concrete (Forty (40) feet wide) from the west line of Ninth Street to the west line of Highland Circle; and providing for the payment of the cost thereof, and how the i same shall be assessed and the manner of the payment of the cost thereof." 4 On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark Yost (4). Nays: (0). Commissioner Waddell absent. The Mayor approved the ordinance and it is numbered 7005. Carried. Ordinance was introduced for first reading July 17, 1967. A letter was received from Robert M. Rymph, Chairman of Salina Citizens Advisory Committee, making the following recommendations to the City Commission: 1. That the City of Salina make application for a Survey and Planning Grant for the Central Business District of the City. 2. That the City of Salina form a Salina Housing Authority to assist low income. families in securing safe, decent and sanitary housing. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the City will give these requests consideration and study. A Cereal Malt Beverage license application was filed by Larry D. Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered A-1391. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
