07-17-1967 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas July 17, 1967 i i Regular Meeting of the Board of Commissioners July 17, 1967. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Starr, j Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of July 10, 1967, were read and approved. Petition Numbers 2957, 2958, 2959 which were filed against the resurfacing of Front Street from Iron to Walnut, and Gypsum Avenue from Front to Columbia, which were tabled for one week at the last meeting, were reconsidered. On a motion by Commissioner Waddell, seconded by Commissioner Yost, Resolution Numbers 2942 and 2943 for these improvements are to be cancelled and not included in the construction ordinance at this time An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On a motion by Commissioner Stark, seconded by Commissioner Yost, the Ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 7003. Carried. Ordinance was introduced for first reading 7/10/1967. The City Manager reported on Petition Number 2960, for a street light in the alley between 13th and North Phillips in the 300 block. The City Manager recommended the light not be installed and the petition be denied. On a motion by Commissioner Stark, seconded by Commissioner Yost, the recommendation was accepted and the petition was denied. On a motion by Commissioner Waddell, seconded by Commissioner Yost, an ordinance was introduced for first readin for the street improvements in Job 481. Carried. Ordinance Passed: Number: � 0 m .� Petition Number 2961 was filed by Salina Community Inn of America, Inc., for the vacation of the alley between Iron and Ash and Fourth and Fifth Streets. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer. the petition was referred to the City Attorney to draft an ordinance. The City Manager submitted his 1968 Budget. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the budget was approved for publication and hearing, subject to reallocation of the following expenditures in the General Operating Fund City Commission - Reduce Cultural Arts $5,000.00 Reduce Civil Defense 1,000.00 Making a total of $31,300.00 Insurance & Contingencies Reduce Contingencies 10,000.00 Making a total of 58,300.00 Public Health - Reduce 4,000.00 Making a total of 35,000.00 Industrial Development - Reduce 5,000.00 Making a total of 34,000.00 Park Department - Increase Capital Expenditures 25,000.00 Making a total of 95,305.00 On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, an ordinance relating to through truck traffic was introduced for first reading. Ordinance Passed:�{ '} "1 Number: 1. r On a motion by Commissioner Stark, seconded by Commissioner Yost, the City Clerk was instructed to advertise for bids on Street Department tractor to be received on July 24t4. s On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the contract agreement with R. R. McPhail for use of Flood Control Land was approved. i Petition Number 2962 was filed on Urban Renewal Project # 2. On a motion by Commissioner Stark, seconded by Commissioner Yost, the petition was accepted for consideration and study and filing with the City Clerk. i G r Representatives of the Downtown Lions Club were present and asked for permission to use the Old Municipal Airport Runways for Sports Car Races on Labor Day. On a motion by Commissioner Waddell, seconded by Commissioner Stark, the request was tabled for one week. Bucher and Willis filed a bill for 80% of the Salina Park Plan in the amount of $4,696.00. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the bill was approved. On a motion by Commissioner Waddell, the Board of Commissioners adjourned. H. E. Peterson, City Clerk
