Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of June 19, 1967, were read and approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the paving and grading of the Alley First East of Chicago Street with concrete (Sixteen (16) feet wide) from the north line of South Street to the south line of Spruce Street; paving of Fourth Street with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the north side of Pacific Avenue to the north side of Harsh Avenue, the same being an intervening connecting street; paving of Fourth Street with concrete (Twenty- eight (28) feet wide from toe of gutter to toe of gutter) from the north side of Harsh Avenue; to the south side of Hamilton Avenue, the same being an intervening connecting street; paving l of Fourth Street with concrete, (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the north side of Hamilton Avenue to the south line of Antrim Avenue, the same being an intervening connecting street; curbing, guttering, paving and grading of Hamilton Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Fourth Street to the east line of Fifth Street; the same being an interveninig connecting street; curbing, guttering, paving and grading of Hamilton Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of !. Fifth Street to the east line of Santa Fe Avenue, the same being an intervening connecting Street; curbing, guttering, paving and grading of Westport Boulevard with concrete (Fifty- one (51) feet wide from back of curb to back of curb) from a point 328 feet north of St. Louis Street to a point 1185 feet north of St. Louis Street; and providing for the l payment of the cost thereof, and how the same shall be assessed and the manner of the payment, of the cost thereof. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6992. Carried. Ordinance was introduced for first reading 6/19/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE specifying when permits are not required for plumbing work; amending Section 1.9 of the Uniform Plumbingl Code as adopted by reference in The Salina Code." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 6993. Carried. Ordinance was introduced for first reading 6/19/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for Safety Pilot Shut Offs on Water Heaters and Furnaces." On a motion by Commissioner Stark, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 6994. Carried. Ordinance was introduced for first reading 6/12/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE making it unlawful to do plumbing work without securing a certificate of registration; amending Section 9-218 of The Salina Code and repealing said original section." On a motion by Commissioner Waddell, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Stark, Waddell, Yost (3). Nays: Casebeer (1). Mayor not voting. Mayor approved the ordinance and it is numbered 6995. Carried. Ordinance was introduced for first reading 6/12/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of a Gas Fittere Certificate without examination to certain individuals; amending Section 9-281 of The Salina Code and repealing said original section." On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption, the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 6996. Carried. Ordinance was introduced for first reading 6/12/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE repealing section 9-290 of The Salina Code." On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 6997. Carried. Ord. introduced for first reading 6/12/196. An ordinance was introduced for second reading entitled: "AN ORDINANCE requiring an examination of all applicants for certification as gas fitter; amending Section 9-280 of The Salina Code and repealing said original section." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Casebeer, Stark Waddell, Yost (4). Nays: (0). Magor not voting. Mayor approved the ordinance and it is numbered 6998. Carried. Ordinance was introduced for first reading 6/19/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE repealing Section 7-72 of The Salina Code pertaining to hours for operation for poo] halls" On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 6999. Carried. Ordinance was introduced for first reading 6/19/1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for a special license for Pool Halls to permit persons under eighteen years of age to play; amending Section 7-73 of The Salina Code and repealing said original section." On a motion by Commissioner Stark, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor not voting. Mayor approved the ordinance and it is numbered 7000. Carried. Ordinance was introduced for first reading 6/19/1967. The City Manager reported on Sidewalk Petition 2956, and expressed his objection to curb sidewalks in general, especially on heavily traveled streets. On a motion by Commissioner Yost, seconded by Commissioner Stark, the petition was tabled for one week. The City Manager reported on Fire Truck Chassis Bids: On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the bid was awarded to Sid Bacon Motor Company, in the amount of $2,843.00. A letter was received from the Salina City Planning Commission recommending the approval of the plat of Ridgeview Addition. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the Plat was accepted and approved. A letter was received from the Salina City Planning Commission regarding the rezoning of Lot 154 on Fourth Street, Original Town, requested by Kenneth W. Farrar. The Salina City Planning Commission recommended the denial of the rezoning. On a motion by Commissioner Casebeer, seconded by Commissioner Yost, the recommendation was accepted and the petition was denied. On a motion by Commissioner Stark, seconded by Commissioner Waddell, a workable program for submission to Department of Housing and Urban Development was approved and the Mayor was authorized to sign. On a motion by Commissioner Yost, seconded by Commissioner Stark, the North Ohio Agreement with the County Commissioners was approved. On a motion by Commissioner Stark, seconded by Commissioner Yost, the Audit Contract with Kennedy and Coe, for 1967, was approved. On a motion by Commissioner Yost, seconded by Commissioner Stark, the Contract Supplement with FAA on Old Municipal Airport was approved. On a motion by Commissioner Stark, seconded by Commissioner Waddell, the City Clerk was instructed to advertise for bids on Old Fire Truck Chassis, to be received on July 10, 1967. Change Order Number E-2, Electrical Equipment. Company. On a motion by Commissioner Yost, seconded by Commissioner Stark, the change order was approved.
