Regular Meeting of the Board of Commissioners June 19, 1967. Meeting was called
to order by Acting Mayor Casebeer, the roll was called and Commissioners Casebeer, Stark,
Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. Mayor Rundquist
absent.
The Minutes of the Regular Meeting of June 12, 1967, were read and approved.
Bids were received on Fire Department Truck. On a motion by Commissioner Waddell,
1 seconded by Commissioner Yost, the bids were referred to the City Manager to be checked.

Bids were received on Job 479, for the resealing of certain streets.

On a motion by Commissioner Waddell, seconded by Commissioner Yost, the bids were awarded
to Ballou Construction Company, Inc. for Part II, and Brown and Brown, Inc. for Part I.
Carried.
The City Clerk, H. E. Peterson, reported to the Commission that, in accordance
with the action of the Commission taken at the meeting of May 15, 1967, the notice of the j
proposition to grant a franchise to The Kansas Power and Light Company, being Ordinance
Number 6981, was published in The Salina Journal for a period of twenty days, the
publication dates being May 17, 24, 31, and June 7, and no petition for a vote bearing
at least ten percent of the legal electors had been presented during the period of
publication of the said notice.
Thereupon Commissioner Stark moved that proposed Ordinance Number 6981 be !
placed on third reading. The said motion was duly seconded and upon vote carried by
majority of the Commission. Said Ordinance was read and considered section by section
on 'third reading. (Electric Franchise)
Thereupon, the Acting Mayor asked: Shall the proposed Ordinance Number 6981
be passed?

Thereupon, a majority of the Commissioners having voted in favor of proposed
Ordinance Number 6981, the Acting Mayor declared said Ordinance 6981 regularly passed,
and directed the City Clerk to have it published once in the Salina Journal, a newspaper
of general circulation in the City of Salina, Kansas, as required by law.
The City Clerk, H. E. Peterson, reported to the Commission that, in accordance
with the action of the Commission taken at the meeting of May 15, 1967, the notice of the
proposition to grant a franchise to The Kansas Power and Light Company, being Ordinance
Number 6982, was published in The Salina Journal for a period of twenty days, the
publication dates being May 17, 24, 31, and June 7, and no petition for a vote bearing

On a motion by Commissioner Yost, seconded by Commissioner Stark, an ordinance
amending The Salina Code by adding Section 9-262, and amending Section 1.9 of the Uniform
Plumbing Code, was introduced for first reading. Carried.

An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for safety pilot shut offs on water heaters and furnaces."
On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was tabled until the next meeting. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE making
it unlawful to do plumbing work without securing a certificate of registration; amending j
Section 9-218 of The Salina Code and repealing said original section."

On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was tabled until the next meeting. Carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing
the issuance of a Gas Fitters Certificate without examination to certain individuals;
amending Section 9-281 of The Salina Code and repealing said original section."
On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was tabled until the next meeting. Cariied
An ordinance was introduced for second reading entitled: "AN ORDINANCE repealing
Section 9-290 of The Salina Code."
On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance
was tabled until the next meeting. Carried.
On a motion by Commissioner Waddell, seconded by Commissioner Stark, a Construction
Ordinance was introduced for first reading for the paving of certain streets and an alley.

Petition Number 2954 was filed by W. 0. Walker, for the rezoning to District "B"
the West 134 feet of the South 130 feet of Lot 10, Plat 1, Lamer's First Sub -division.
On a motion by Commissioner Stark, seconded by Commissioner Yost, the petition was referred
to the Salina City Planning Commission.
Petition Number 2955 was filed by Mrs. Ruth A. Griffin, against the asphalt
repaving of the 200 block of West Bond from Ninth Street to Highland Avenue. A motion
was made by Commissioner Waddell, seconded by Commissioner Yost, that Resolution Number 2939
be cancelled and not be included in the Construction Ordinance.
Petition Number 2956 was filed by A. E. Michaelsen, for permission to place a f
3 foot curb sidewalk abutting Lots 1 and 2 in Block 3, on Cloud of Schippel Addition and
Lots 1 to 8 inclusive on Lewis between Cloud and Schippel Drive, Block 3, Schippel Addition,
and also Lot 3 on Cloud in the Replat of Blocks 4 and 5 and part of Block 3, Schippel
Addition. On a motion by Commissioner Yost, seconded by Commissioner Stark, the petition
was referred to the City Manager to be checked.

was introduced for first reading amending Section 9-280 of The Salina Code, creating a

A letter was received from Donald E. Fisher, Advisor to Ship 83 of Coronado
Council of Boy Scouts, for permission to use Lakewood Park for their Explorer Canoe-Arama
the last Sunday in August. On a motion by Commissioner Waddell, seconded by Commissioner
Stark, the activity was approved.
On a motion by Commissioner Stark, seconded by Commissioner Waddell, an ordinance
was introduced for first reading repealing Section 7-72 of The Salina Code.

A motion was made by Commissioner Yost, seconded by Commissioner Stark, that the
additional street lighting program by The Kansas Power and Light Company as recommended by
the Salina Airport Authority for Schilling be referred to the City Manager to check on the
feasibility, and if satisfactory, to proceed with the improvements.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an .
appropriation for the payment of certain claims." (bills)
On a motion by Commissioner Waddell, seconded by Commissioner Yost, the Ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor Rundquist absent. Acting Mayor
approved the ordinance and it is numbered A-1386. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
On a motion by Commissioner Stark, seconded by Commissioner Yost, the Ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Casebeer, Stark, Waddell, Yost (4). Nays: (0). Mayor Rundquist absent. Acting Mayor
approved the ordinance and it is numbered A-1387. Carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.
