05-29-1967 Minutes1 1 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS' ROOM Salina, Kansas May 29, 1967 Regular Meeting of the Board of Commissioners May 29, 1967. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 22, 1967, were read and approved. An ordinance was introduced for second reading entitled: "AN ORDINANCE defining the Public Officer under the Minimum Housing Code of the City of Salina, Kansas; amending Section 16-4 (14) of The Salina Code and repealing said original section." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6984. Carried. Ordinance was introduced for first reading May 22, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the minimum floor area required in dwelling units within the City of Salina, Kansas; amending Section 16-61 of The Salina Code and repealing said original section." On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6985. Carried. Ordinance was introduced for first reading May 22, 1967 An ordinance was introduced for second reading entitled: "AN ORDINANCE providing that every dwelling within the City shall have supplied mater heating facilities installed; amending Section 16-66 of The Salina Code and repealing said original section." On a motion by Commissioner Yost, seconded by Commissioner Stark, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6986. Carried. Ordinance was introduced for first reading May 22, 19671, An ordinance was introduced for second reading entitled: "AN ORDINANCE providing that every dwelling unit within the City of Salina shall contain bathing facilities; amending Section 16-67 of The Salina Code and repealing said original section." On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6987. Carried. Ordinance was introduced for first reading May 22, 1967. An ordinance was introduced for second reading entitled: "AN ORDINANCE declaring certain privies as public nuisance and directing elimination of the same; amending Section 16-73 of The Salina Code and repealing said original section." On a motion by Commissioner Stark, seconded by Commissioner Waddell, the ordinancf was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6988. Carried. Ordinance was introduced for first reading May 22, 1967` An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for sharing of plumbing facilities in certain dwelling units within the City of Salina, { amending Section 16-71 of The Salina Code and repealing said original section." On a motion by Commissioner Stark, seconded by Commissioner Yost, the ordinance wad adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6989. Carried. Ordinance was introduced for first reading May 22, 1967E On a motion by Commissioner Casebeer, seconded by Commissioner Stark, an ordinan was introduced for first reading defining the duties and responsibilities of the Public Officer for the enforcement of the Minimum Housing Code. Ordinance Passed: Number: D On a motion by Commissioner Yost, seconded by Commissioner Waddell, an ordinance was introduced for first reading providing for the adoption of rules and regulations applicable to the Salina Municipal Airport. On a motion by Commissioner Stark, seconded by Commissioner Yost the application was approved. 0 An application was received from Donald L. Tucker for a refund of Motor Fuel Taxes in the amount of $177.30; for the period of January 1, 1967 to April 1, 1967 for bus service only. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the applicatii was approved. The Mayor, with the approval of the City Commissioners, made the following appointments: Harvey Holmgren Capt. John Churchill Robert Vishneske J. D. Patterson Leonard Altman Very Rev. Frederick Litchman Citizens Advisory Committee Citizens Advisory Committee Citizens Advisory Committee Zoning Board of Appeals - to May 8, 1970 Zoning Board of Appeals - to May 8, 1970 Public Welfare Board - to May 21, 1972 Jack H. Burt was present regarding his Zoning Petition # 2948, which was denied on May 1, 1967. On a motion by Commissioner Waddell, seconded by Commissioner Yost, it will be reconsidered at the meeting of June 5, 1967. A number of people were present regarding the change in the Pool Hall Ordinance. The City Attorney asked that he be given two weeks to get opinions from law enforcement officers. On a motion by Commissioner Yost, seconded by Commissioner Waddell - the report will be received on June 12, 1967. The City Manager reported that the Cultural Arts Committee could probably use space in Memorial Hall as Office; and that Lakewood Park could wait to be brought into the City Limits with any regular annexation program. Both were agreeable with the City Commission. The Architect filed Estimate Number 1 - Police Administration Building - Lucas Plumbing Company - in the amount of $5,958.00. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the estimate was approved. The Architect filed Estimate Number 1 - Police Administration Building - B. J. Frick & Co - in the amount of $61,110.00. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the estimate was approved. The City Engineer filed Estimate Number 1 - Sidewalk Job 476 - A. M. Saum & Son - in the amount of $4,250.99. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the estimate was approved. Wilbur Johnson filed a Statement for Engineering and Architectural Services on Police Administration Building in the amount of $640.75. On a motion by Commissioner Stark, seconded by Commissioner Casebeer, the statement was approved. On a motion by Commissioner Yost, the Board of Commissioners adjourned. H. E. Peterson, City Clerk
