05-22-1967 Minutest COMMISSIONERS PROCEEDINGS - REGULAR MEETING . < COMMISSIONERS` ROOM Salina, Kansas May 22, 1967 Regular Meeting of the Board of Commissioners May 22, 1967. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Casebeer, Stark, Waddell, Yost, City Attorney Bengtson and City Manager Olson responded. The Minutes of the Regular Meeting of May 15, 1967, were read and approved. A Resolution was introduced for second reading entitled: "A RESOLUTION relating to the paving of Fourth Street with concrete, (Twenty-eight (28) feet wide from toe of gutte to toe of gutter) from the north side of Pacific Avenue to the north side of Harsh Avenue, the same being an intervening connecting street." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost. (5). Nays: (0). Mayor approved the Resolution and it is numbered 2933. Carried. Mayor approved the Resolution and it is Numbered 2934. Carried. A Resolution was introduced for second reading entitled: "A RESOLUTION relating ' to the paving of Fourth Street with concrete, (Twenty-eight (28) feet wide from toe of gutte to toe of gutter) from the north side of Hamilton Avenue to the south line of Antrim Avenue, the same being an intervening connecting street." Nays: (0). Mayor approved the Resolution and it is Numbered 2935. Carried. A Resolution was introduced for second reading entitled: "A RESOLUTION relating to the curbing, guttering, paving and grading of Westport Boulevard with concrete (Fifty- one (51) feet wide from back of curb to back of curb) from a point 328 feet north of St. Louis Street to a point 1185 feet north of St. Louis Street. On a motion by Commissioner Waddell, seconded by Commissioner Stark, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2936 Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 506, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 506, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the Ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). _Mayor approved the ordinance and it is numbered 6983. Carried. The Letter from the Salina City Planning Commission regarding Petition Number 29491, which was tabled at the May 15th meeting, was considered. On a motion by Commissioner Stark, seconded by Commissioner Yost, the recommendation of the Salina City Planning Commission was accepted and the petition was denied. Carried. Keith Smedley filed an appeal from the Engineering Department i decision, for a permit to install recessed parking on Decatur Street and Santa Fe Avenue. On a motion by I Commissioner Stark, seconded by Commissioner Casebeer, the parking was approved by a 4/5 vote, as required by ordinance. 1 1 A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the City Commission of the City of Salina, Kansas, to approve and execute on behalf of the Saline County -City Building Authority any and all change orders pertaining to the Police Administration Building and to make all routine payments to the contractors and sub- contractors and to save and hold harmless the Saline County -City Building Authority from any responsibility therein." On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the Resolution was approved as read and the following vote was had: Ayes: Rundquist, Casebeer, Stark, Waddell, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 2937. Carried. Change Order E-1 - Electrical Equipment Company - on Police Administration Building. There was no change in the Contract Price. On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, the change order was approved. Change Order M-1 - Lucas Plumbing and Heating Company - on Police Administration Building. There was no change in the Contract Price. I Ordinance Passed:�-���``�, � � � � , Number: i On a motion by Commissioner Casebeer, seconded by Commissioner Waddell, an ordinance defining the duties and responsibilities of the public officer for the enforcement of the Minimum Housing Code was tabled until the next meeting. Delegation of Sixth Grade Students, accompanied by Mr. Zemke, appeared and asked the City Commission for the development of Centennial Park. The City Manager stated that work is in process. Proposal from Bucher and Willis for inspection services for the concrete work on the Police Administration Building was received. On a motion by Commissioner Waddell, seconded by Commissioner Casebeer, the proposal was accepted. D. G. Hall, owner of the Golden Eight Ball, and Aubrey Linville, his attorney, appeared and asked the City Commission if they would consider changing Section 7-72 and 7-73`; of The Salina Code. On a motion by Commissioner Yost, seconded by Commissioner Casebeer, the matter was referred to the City Attorney, with recommendation to be presented next week. 960
