20-7845 Addressing Meetings Schedules of Certain City of Salina, Kansas subordinate boards and committees RESOLUTION NUMBER 20-7845 A RESOLUTION ADDRESSING THE MEETING SCHEDULES OF CITY OF SALINA, KANSAS SUBORDINATE BOARDS AND COMMISSIONS AND REPEALING RESOLUTION NO. 20-7824 AND RESOLUTION NO. 20-7834. t WHEREAS: A. Resolution No. 20-7824 was passed on March 25, 2020 cancelling all meetings of the City's subordinate boards and committees in response to Kansas Gubernatorial Executive Order No. 20-14 imposing mass gathering limitations throughout the state of Kansas. B. In response to the budgetary shortfalls caused by the COVID-19 outbreak Community and Development Services Department staffing has been reduced by a third through furlough or unfilled vacancies until the end of 2020, and the majority of staff members remain scheduled to work under a 40-percent reduction in hours. C. Resolution No. 20-7834 was passed on May 18th, 2020 adopting a modified meeting schedule for the Planning Commission, Business Improvement District Design Review Board, Human Relations Commission, Building Advisory Board, Heritage Commission, Accessibility Advisory Board, and Board of Zoning Appeals all of which are staffed and administered by the Community and Development Services Department. D. Meeting formats have been developed to conduct a public meeting when necessary in compliance with applicable limitations upon mass gatherings, social distancing and mask wearing while in compliance with Kansas Open Meetings Act under K.A.R. 16-20-1 as promulgated by the Office of Kansas Attorney General Derek Schmidt. E. Varying COVID-19 requirements and guidance appear likely to be in effect for an unknown period of time for the foreseeable future. F. The City Commission wishes to authorize the resumption of meetings of various subordinate boards and committees, as needed, provided that sufficient measures to comply with applicable requirements and guidance are in place and further provided that sufficient necessity exists to merit conducting each meeting. THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. The following schedule of Community and Development Services Department supported and administered boards and commissions as initially established by Resolution No. 20- 7834 shall remain in effect: a) Planning Commission i. Regular meeting schedule: 1St and 3rd Tuesday of every month. ii. Revised meeting schedule: May 19th and as of June only the 1st Tuesday of every month. b) Business Improvement District Design Review Board i. Regular meeting schedule: 2nd and 4th Thursday of every month. ii. Revised meeting schedule: 2nd Thursday of every month. c) Human Relations Commission i. Regular meeting schedule: 2nd Tuesday of every month. ii. Revised meeting schedule: 2nd Tuesday of every even numbered month (June, August, October, December). d) Building Advisory Board i. Regular meeting schedule: 2nd Tuesday of every month ii. Revised meeting schedule: 2nd Tuesday of every even numbered month (June, August, October, December). e) Heritage Commission i. Regular meeting schedule: Last Wednesday of the month, meets quarterly (January, April, July, October). ii. Revised meeting schedule: No change, continue with regular meeting schedule. f) Accessibility Advisory Board i. Regular meeting schedule: 3rd Thursday, meets quarterly (June, August, October, Z December). ii. Revised meeting schedule: No change, continue with regular meeting schedule. g) Board of Zoning Appeals i. Regular meeting schedule: 3rd Thursday of every month. ii. Revised meeting schedule: No change, continue with regular meeting schedule. Section 2. All other subordinate boards and commissions of the City Commission may resume their regular meeting schedules. Section 3. If, in the City Manager's discretion, a meeting cannot be conducted in compliance with applicable Executive Orders or any other applicable federal, state or local orders, or sufficient business does not exist to merit a meeting under the circumstances, a meeting may be cancelled or postponed. Section 4. This resolution shall supersede the bylaws of any of the various subordinate boards or commissions of the City of Salina to the extent those bylaws address regular meeting schedules. Section 5. This resolution shall supersede and replace Resolution No. 20-7824 and Resolution No. 20-7834. Resolution No. 20-7824 and Resolution No. 20-7834 are repealed. Section 6. This resolution shall be in full force and effect from and after its adoption. Adopted by the Board of Commissioners and signed by the Mayor this 13th day of July, 2020.
